RESOLUTION NO. 72-03
A RESOLUTION ESTABLISHING THE FAYE! 1EVILLE PUBLIC
LIBRARY AS AN INDEPENDENT MUNICIPAL LIBRARY; AND
ENDING THE INTERLOCAL AGREEMENT FOR A JOINT
CITY/COUNTY LIBRARY SYSTEM WITH WASHINGTON
COUNTY, ARKANSAS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby establishes the Fayetteville Public Library as an independent municipal
library.
Section 2. That the City Council of the City of Fayetteville, Arkansas
hereby repeals Resolution 10-01, passed February 6, 2001, thus ending the
Interlocal Agreement for a joint City/County Library System with Washington
County, Arkansas.
Section 3. That this Resolution shall become effective at Midnight on
December 31, 2003.
PASSED and APPROVED this 20th day of May, 2003.

SUBJECT: Establishing the Fayetteville Public Library as an independent city library and
ending the Interlocal agreement for Joint county/city library system.
Background
The Fayetteville Public Library (FPL) was established in 1916 as a membership -based
organization. Since that time, the FPL has experienced much change in partnerships,
memberships and govemance. To conform with Act 402 of 1997, the Fayetteville City Council
passed resolution 10-01 on February 6, 2001 approving Fayetteville's participation in a joint
county/city library system. The services provided to the FPL by the Washington County Library
System (WCLS) are (1) online catalog; (2) interlibrary loans and (3) courier.
On October 1, 2002, Fayetteville voters endorsed independent funding for FPL, by approving a 1
mill library property tax, replacing county library millage collected in Fayetteville city limits. After
this referendum, the library staff began studying a variety of scenarios for continued service with
Washington County libraries.
Staff recommended that, based primarily on the need to control key operational technologies in
the new library building, that the interlocal agreement be ended and that FPL becomes an
independent city library. This means that FPL will procure and install its own online system and
do its own interlibrary loans. Funding is earmarked for any capital expenditures. FPL will
continue to provide free and reciprocal access to library collections for everyone in Washington
County and has already begun talks with the WCLS to reach this goal of continued service
Current Status
On April 21, 2003 the Fayetteville Public Library (FPL) Board of Trustees approved the following
resolution:
The Fayetteville Pubic Library Board of Trustees, express sincere appreciation to the Washington County Library System
Board and staff for Its dedicated and long-time provision of centralized library services to the Fayetteville Public Library.
We also recognize that because of the new library building Xis necessary for the FPL to have control of its technology and
workflow in order to operate efficiently and ensure the high level of customer service and library collections expected by
users.
While change has been a constant in our library system in recent years, library services have substantially expanded and
improved during this time. We welcome this new phase in the growth of library services and the opportunities presented
for new models of cooperation with area libraries. We are committed to providing free and reciprocal access to library
collections for everyone in Washington County and will work with the WCLS board to reach this goal of continued service.
Accordingly, the Fayetteville Public Llbrery Board of Trustees recommends the dissolution of the February 6, 2001
interlocal agreement between Washington County end the City of Fayetteville for participation in a joint county/city library
system.
This separetlon would take effect on January 1, 2004. Until that time. the FPL will remain a full member of the
Washington County Library System according to the terms of the February 6, 2001 agreement.
We direct the library staff to notify the Arkansas State Library of this change in status for the purpose of procuring State
Aid to Libraries.
Recommendation
We recommend that the City Council end the 2001 interlocal agreement prior to June 2003 so
that FPL can apply to the State Library for direct aid to libraries by the June 30 deadline.
