ATTEST: B9 APPROVED: DY, Mayor FAYETTEVILLE • THE Cm' OF FAYETTEVILLE, ARKANSAS DEPARTMENTAL CORRESPONDENCE To: Gary Dumas From: Travis Dotson CC: Carrol Hill Date: Wednesday, April 09, 2003 Subject: Awarding Annual Bid for Compactors and Roll -off Containers for Solid Waste/Recycling Division — Bid #03-05 Background: The Solid Waste/Recycling Division has had an annual contract for Compactors and Drop -Box containers, this contract has expired. The compactor containers are used in businesses that product large volumes of trash or cardboard that cannot be picked up conventionally. The drop boxes are frequently used for temporary services, which include ward clean-ups, regular household clean-ups, and construction and demolition removal for construction sites. The contract will be for a period of one year and will allow the purchase of numerous compactors and drop -boxes of various sizes. Purchases will be made on an "as needed" basis. This will allow expansion into this market sector as demand dictates. The bid tab is attached. The low bid for the compactors and drop -box containers is Bes-Pac Waste Equipment from Easley South Carolina. Current Conditions: The Solid Waste and Recycling Division currently utilize 62 drop box containers of various sizes for temporary construction/demolition accounts. The division has also purchased and installed five permanent compactor/receiver boxes to accommodate businesses with large volumes of trash. Last year the division pulled temporary drop boxes over 900 times. The division also serviced 10 permanent compactor accounts on a monthly basis, and billed over $120,000 in fees last year. In order for the division to compete in the large commercial market, we must be able to purchase containers on demand of potential customers, and grow the temporary drop box business. The '-t $200,000 the Solid Waste and Recycling Division is requesting will be used in the division's container purchase/lease program, and will be used to generate additional revenue. Recommendations: Approve resolution authorizing purchase agreement, purchases to be made on an as necessary basis. The term of the purchase agreement is for one year.
