A RESOLUTION APPROVING, CONTINGENT UPON THE
EXECUTION OF A LEASE AGREEMENT WITH THE
UNIVERSITY OF ARKANSAS, TASK ORDER NO. 1 WITH
McCLELLAND CONSULTING ENGINEERS, INC. FOR
ENGINEERING SERVICES AND CONSTRUCTION
OBSERVATION ASSOCIATED WITH THE CONSTRUCTION OF
AN 80' x 120' HANGAR AT THE FAYETTEVILLE MUNICIPAL
AIRPORT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby approves, contingent upon the execution of a Lease Agreement with the
University of Arkansas, Task Order No. 1 with McClelland Consulting Engineers
for engineering services and construction observation associated with the
const -ruction of an 80' x 120' hangar at the Fayetteville Municipal Airport.
PASSED and APPROVED this 6th day of May, 2003.

TASK ORDER NO. 1
COMMERICAL HANGAR BUILDING
FAYETTEVILLE MUNICIPAL AIRPORT
STATE OF ARKANSAS
COUNTY OF WASHINGTON
This Task Order is written pursuant to the basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on May
_, 2003, as amended. The referenced basic agreement pertains to proposed
improvements to Drake Field, Fayetteville's Municipal Airport. This Task Order entered
into and executed on the date indicated below the signature block, by and between the
City of Fayetteville and McClelland Consulting Engineers (MCE) sets forth the project
description, project schedule, and engineering fees related to hangar improvements at
the Fayetteville Municipal Airport.
SECTION I - PROJECT DESCRIPTION
The project is to consist of: assistance in applying for state funding for the project; the
preliminary and final engineering design for a 120" by 80' Corporate Aircraft Hangar
Building on the west side of the Airport; preliminary and final cost estimates; meetings
with the City's Airport Department and their Tenant to review various aspects of the
protect; and engineering services associated with detailed design and construction.

SECTION II - PROJECT SCHEDULE
From the time the City of Fayetteville issues the Notice To Proceed (NTP), MCE will
endeavor to execute the project as expeditiously as possible to enable the City of
Fayetteville to solicit competitive bids for construction as soon as possible late June to
middle of July 2003.
SECTION III - SCOPE OF SERVICES
MCE shall, generally, provide those services listed in the basic agreement which are
applicable to this specific Task Order. Specifically, this project is likely to include:
A. Assisting the City of Fayetteville in making application for a grant from the
Arkansas Department of Aeronautics.
B. Topographic Surveying.
C. Performing preliminary engineering including Geotechnical Report.
D. Formulating preliminary and final construction cost estimates.
E. Meeting with the City of Fayetteville and their Tenant to discuss design criteria,
desired features, and schedule.
F. Performing the detailed design of the construction project as determined by the
City of Fayetteville and their Tenet.
G. Advertising for competitive bids and recommending the award of a construction
contract.
H. Construction administration and inspection.
I. Construction staking for a baseline and benchmark.

University of Arkansas lease and Hangar Project

Background: Last Fall the University of Arkansas aircraft was damaged in an incident and as
a result their aviation department acquired two aircraft to replace the one. They have a Beech
King Air 200 and a Beech Jet 400. The hangar they currently lease from the airport will only hold
one aircraft and it is really too small for either. The U of A has requested that we build them a
hangar. They will sign a 20 year lease and will pay monthly at a rate equal to the cost to build
the hangar amortized for 20 years at an agreed upon discount rate (approximately 4.5%
. interest). This project meets the intent of the first Vision 2020 goal: "Our City The Home of the
University of Arkansas," and supports guiding principals 4 thru 7.
Purpose: The purpose of this action is to approve the task order to McClelland Consulting
Engineers for the design, bid administration and construction oversight of a new hangar for the
U of A and to approve the lease to the U of A for 20 years. The new hangar will be 120 X 80 and
will be constructed at the southwest comer of the new executive ramp.
Budget Considerations: The building will cost roughly $400,000 to build including
engineering, bid administration and construction oversight. The U of A will pay a monthly rate of
approximately $2530.60 if the total construction cost is $400,000. Funds are available in the
economic development fund.
Requested Action: Approve the new hangar for the U of A and Mayor, sign the contracts.

SECTION II - PROJECT SCHEDULE
From the time the City of Fayetteville issues the Notice To Proceed (NTP), MCE will
endeavor to execute the project as expeditiously as possible to enable the City of
Fayetteville to solicit competitive bids for constructionps soon as possible late June to
middle of July 20031
SECTION III - SCOPE OF SERVICES
MCE shall, generally provide those services listed in the basic agreement which are
applicable to this specific Task Order. Specifically, this project is likely to include:
A. Assisting the City of Fayetteville in making application for a grant from the
Arkansas Department of Aeronautics.
B. Topographic Surveying.
C. Performing preliminary engineering including Geotechnical Report.
D. Formulating preliminary and final construction cost estimates.
E Meeting with the City of Fayetteville and their Tenet to discuss design criteria,
desired features, and schedule.
F. Performing the detailed design of the construction project as determined by the
City of Fayetteville and their Tenet.
G. Advertising for competitive bids and recommending the award of a construction
contract.

The following fees are to be paid to MCE as compensation for his services:

This Task Order is written pursuant to the basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on April
2003, as amended. The referenced basic agreement pertains to proposed
improvements to Drake Field, Fayetteville's Municipal Airport. This Task Order entered
into and executed on the date indicated below the signature block, by and between the
City of Fayetteville and McClelland Consulting Engineers (MCE) sets forth the project
description, project schedule, and engineering fees related to hangar improvements at
the Fayetteville Municipal Airport.
SECTION I - PROJECT DESCRIPTION
The project is to consist of: assistance in applying for state funding for the project; the
preliminary and final engineering design for a 120" by 80' Corporate Aircraft Hangar
Building on the west side of the Airport; preliminary and final cost estimates; meetings
with the City's Airport Department and their Tenet to review various aspects of the
project; and engineering services associated with detailed design and construction.

SECTION II - PROJECT SCHEDULE
From the time the City of Fayetteville issues the Notice To Proceed (NTP), MCE will
endeavor to execute the project as expeditiously as possible to enable the City of
Fayetteville to solicit competitive bids for construction(as soon as possible late June to
middle of July 2003).
SECTION III - SCOPE OF SERVICES
MCE shall, generally, provide those services listed in the basic agreement which are
applicable to this specific Task Order. Specifically, this project is likely to include:
A. Assisting the City of Fayetteville in making application for a grant from the
Arkansas Department of Aeronautics.
B. Topographic Surveying.
C. Performing preliminary engineering including Geotechnical Report.
D. Formulating preliminary and final construction cost estimates.
E. Meeting with the City of Fayetteville and their Tenet to discuss design criteria,
desired features, and schedule.
F. Performing the detailed design of the construction project as determined by the
City of Fayetteville and their Tenet.
G. Advertising for competitive bids and recommending the award of a construction
contract.
H. Construction administration and inspection.
Construction staking for a baseline and benchmark.

K. Providing a set of "Record Drawings" at the completion of construction based

SUBJECT: Amendment 1 to Task Order #1 with McClelland Consulting Engineers, Inc. for
construction oversight and materials testing of the U of A Corporate Hangar
construction project.
RECOMMENDATION: Execute by signature of the Mayor the Amendment 1 to Task Order #1 for
construction oversight and materials testing for the U of A Corporate Hangar Project. Total amount
of the amendment represents a 15% increase in construction administration and materials testing
provided by MCE.
BACKGROUND: MCE provided all services necessary to design bid and provide construction
oversight and materials testing for the U of A Corporate Hangar project. The project was delayed
due to wet conditions which required additional administration. Additional time was required at the
end of the project for the contractor to replace the floor coating under the aircraft with an oil resistant
coating. Additional materials testing was necessary as the project progressed.
DISCUSSION: This is a reasonable cost adjustment for the professional services actually provided
by MCE. The additional $3,500.00 will cover additional time at the construction site.and additional
materials testing. This expense is within the contingency approved for the project.
BUDGET IMPACT: This additional expense is covered by the contingency approved for the project

COUNTY OF WASHINGTON
The Task Order No. 1 executed on May 6, 2003,for basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on April
30, 2003 is hereby amended. The referenced task order and basic agreement pertains
to proposed improvements to Drake Field. This Amendment entered into and executed
on the date indicated beneath the signature blocks, by and between the City of
Fayetteville and McClelland Consulting Engineers, Inc. (hereinafter "McClelland")
changes the Description of the Project, and the Fees and Payments due to the
requested increase in scope of services at Drake Field. This action is taken to allow the
Engineer to undertake the required additional construction administration and
Construction Materials testing services beyond the original scope of Task Order No. 1.
The following sections are hereby amended as follows:
SECTION II - DESCRIPTION OF THE PROJECT
The scope of the Commercial Hangar Building project was increased by the Airport
Department to include additional time due to extreme wet weather and the additional
floor coating. Therefore the scope of Construction Observation Services and Testing
Services were increased due to the construction of the entire project.

SECTION IV - FEES AND PAYMENTS
The following fees to be paid to the Engineer as compensation for his services are
to be adjusted to the revised values stated below for the increased scope of services:
Gr. Construction Administration & Inspection: hourly rates,
Observation Not to Exceed $ 24,000.00.
1. Construction materials testing: hourly rates & unit prices,
Not to Exceed $ 3,400.00.
IN WITNESS WHEREOF, the parties hereto have caused this AGREEMENT to be duly
executed as of the date and year first herein written.
