FOR ENGINEERING SERVICES AND CONSTRUCTION OBSERVATION ASSOCIATED WITH THE CONSTRUCTION OF AN 80' x 120' HANGAR AT THE FAYETTEVILLE MUNICIPAL AIRPORT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves, contingent upon the execution of a Lease Agreement with the University of Arkansas, Task Order No. 1 with McClelland Consulting Engineers for engineering services and construction observation associated with the const -ruction of an 80' x 120' hangar at the Fayetteville Municipal Airport. The referenced basic agreement pertains to proposed improvements to Drake Field, Fayetteville's Municipal Airport. This Task Order entered into and executed on the date indicated below the signature block, by and between the City of Fayetteville and McClelland Consulting Engineers (MCE) sets forth the project description, project schedule, and engineering fees related to hangar improvements at the Fayetteville Municipal Airport. SECTION I - PROJECT DESCRIPTION The project is to consist of: assistance in applying for state funding for the project; the preliminary and final engineering design for a 120" by 80' Corporate Aircraft Hangar Building on the west side of the Airport; preliminary and final cost estimates; meetings with the City's Airport Department and their Tenant to review various aspects of the protect; and engineering services associated with detailed design and construction. 1:\DRAKE HELD \CONTRACrS\2003-2006\Task Order 1 doc • • SECTION II - PROJECT SCHEDULE From the time the City of Fayetteville issues the Notice To Proceed (NTP), MCE will endeavor to execute the project as expeditiously as possible to enable the City of Fayetteville to solicit competitive bids for construction as soon as possible late June to middle of July 2003. SECTION III - SCOPE OF SERVICES MCE shall, generally, provide those services listed in the basic agreement which are applicable to this specific Task Order. Specifically, this project is likely to include: A. Assisting the City of Fayetteville in making application for a grant from the Arkansas Department of Aeronautics. B. Topographic Surveying. C. Performing preliminary engineering including Geotechnical Report. D. Formulating preliminary and final construction cost estimates. E. Meeting with the City of Fayetteville and their Tenant to discuss design criteria, desired features, and schedule. F. Performing the detailed design of the construction project as determined by the City of Fayetteville and their Tenet. G. Advertising for competitive bids and recommending the award of a construction contract. H. Construction administration and inspection. I. Boudreaux, Director, Aviation and .noi April 18, 2003 University of Arkansas lease and Hangar Project • lopment Background: Last Fall the University of Arkansas aircraft was damaged in an incident and as a result their aviation department acquired two aircraft to replace the one. They have a Beech King Air 200 and a Beech Jet 400. The hangar they currently lease from the airport will only hold one aircraft and it is really too small for either. The U of A has requested that we build them a hangar. They will sign a 20 year lease and will pay monthly at a rate equal to the cost to build the hangar amortized for 20 years at an agreed upon discount rate (approximately 4.5% . interest). This project meets the intent of the first Vision 2020 goal: "Our City The Home of the University of Arkansas," and supports guiding principals 4 thru 7. Purpose: The purpose of this action is to approve the task order to McClelland Consulting Engineers for the design, bid administration and construction oversight of a new hangar for the U of A and to approve the lease to the U of A for 20 years. The new hangar will be 120 X 80 and will be constructed at the southwest comer of the new executive ramp. Budget Considerations: The building will cost roughly $400,000 to build including engineering, bid administration and construction oversight. The U of A will pay a monthly rate of approximately $2530.60 if the total construction cost is $400,000. Funds are available in the economic development fund. Requested Action: Approve the new hangar for the U of A and Mayor, sign the contracts. This Task Order entered d below the signature block, by and between the City of Fayetteville and McClelland onsulting Engi eers (MCE) sets forth the project description, project schedule, anengineering fees r= ated to hangar improvements at the Fayetteville Municipal Airpo SECTION I - PROJECT DE '• CRIPTION The project is to consist of assistance in applying for state funmg for the project; the preliminary and final eng eenng design for a 120" by 80' Corpo :te Aircraft Hangar Building on the west si•e of the Airport, preliminary and final cost : stimates; meetings with the City's Airport • epartment and their Tenet to review various' : spects of the project; and engine- ring services associated with detailed design and onstruction. G:\2003-2006\Tas Order 15.doc • • SECTION II - PROJECT SCHEDULE From the time the City of Fayetteville issues the Notice To Proceed (NTP), MCE will endeavor to execute the project as expeditiously as possible to enable the City of Fayetteville to solicit competitive bids for constructionps soon as possible late June to middle of July 20031 SECTION III - SCOPE OF SERVICES MCE shall, generally provide those services listed in the basic agreement which are applicable to this specific Task Order. Specifically, this project is likely to include: A. Assisting the City of Fayetteville in making application for a grant from the Arkansas Department of Aeronautics. B. Topographic Surveying. C. Performing preliminary engineering including Geotechnical Report. D. Formulating preliminary and final construction cost estimates. E Meeting with the City of Fayetteville and their Tenet to discuss design criteria, desired features, and schedule. F. Performing the detailed design of the construction project as determined by the City of Fayetteville and their Tenet. G. Advertising for competitive bids and recommending the award of a construction contract. H. Construction administration and inspection. I. Providing a set of "Record Drawings" at the completion of construction based upon the Contractor's mark-ups. SECTION IV - FEES AND PAYMENTS The following fees are to be paid to MCE as compensation for his services: A. Application to State: • a lump sum of $620. B. Topographic Survey : a lump sum of $900. C. Geotechnical Investigation: a lump sum of $2,300. D. Preliminary Engineering: a lump sum of $18,100. E Detailed Design: a lump sum of $11,150. F. Bidding Service: : a lump sum of $1,200. G. Construction Administration & Inspection: hourly rates, estimated to be $21,750. H. Construction Staking: a lump sum of $650. I. Construction materials testing: hourly rates & unit prices, estimated to be $2,600. Appendices A, B, C, & D presents hourly rates for personnel anticipated to be assigned to this project and the unit prices as well as the basis of payments to be made to the MCE SECTON V - BASIC AGREEMENT IN EFFECT: Except as amended specifically herein, the basic AGREEMENT FOR ENGINEERING SERVICES shall remain in full force as originally approved and executed.
