BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby adopts the Alternative Transportation and Trails Master Plan as an official planning document. SUMMARY EXPLANATION: Fayetteville Alternative Transportation and Trail Plan offers recommendations for improving community access to outdoor resources and community destinations by developing a network of off-street multi -use trails and on -street linkages. The purpose of this Master Plan is to address the needs of the citizens and visitors related to transportation, recreation and economic pursuits that can be addressed through a comprehensive alternative transportation and trail system. It was developed by The City of Fayetteville in association with the Sidewalk and Trails Committee, and citizens of Fayetteville. It responds to specific needs that were defined by citizens through a series of public workshops. This Plan recommends the implementation of a network of multi -use trails and on -street linkages. The system is extensive and comprehensive, and at the same time provides a realistic program for satisfying the needs of citizens regarding access to outdoor resources and linkages to popular destinations. Building the system will take many years. The overall system is divided into three phases, near term, mid term and long term. Background The Fayetteville Altemative Transportation and Trail Plan offers recommendations for improving community access to outdoor resources and community destinations by developing a network of multi -use trails and on -street linkages. The purpose of this Master Plan is to address the needs of the citizens and visitors related to transportation, recreation and economic pursuits that can be accomplished through a comprehensive alternative transportation and trail system. The Plan addresses policies, programs, and physical improvements that should be implemented to improve alternative transportation opportunities throughout the community. The proposed system is extensive and comprehensive, and at the same time provides a realistic program for satisfying the needs of citizens regarding access to outdoor resources and linkages to popular destinations. Included in the front of the Alternative Transportation and Trail Master Plan is an Executive Summary which highlights the vision, goals and objectives of the plan as well as recommendations for implementation. For further information, contact the Trails and Greenways Coordinator, Steve Hatfield (479-718-7688) Current Status This Plan has been presented and approved by the Sidewalk and Trails Committee and the Parks and Recreation Advisory Board and is on the agenda for the August 25, 2003 Planning Commission meeting. By adopting the Master Plan, the City of Fayetteville can promote at least seven of the twelve guiding principals. They include preservtn and enhancing our natural areas, providing a well maintained infrastructure, revitalizing south Fayetteville, enhancing mobility, increasing HMR tax revenue streams and establishing fun activities for both residents and visitors.
