BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas,
hereby awards Bid #0345 to Sweetser Construction, Inc. in the amount of
Twenty -Nine Thousand Five Hundred Fifty Dollars ($29,550.00) to construct
sidewalks and access ramps at the Grinders Skate Park.
Section 2. That the City Council of the City of Fayetteville, Arkansas,
hereby approves a Project Contingency in the amount of Two Thousand Nine
Hundred Fifty -Five Dollars ($2,955.00) for same.

This disclosure notice is required by the Terrorism Risk Insurance Act of 2002 (the

Subject: Walker Park Sidewalk Construction Bid - Sweetser Construction Co. - Bid 03-45
Background
As a requirement of the 2000 Outdoor Recreation Grant provided to the City for the construction of the in
ground skate board facility, all improvements must be handicapped accessible. The construction of the
skate park has been recently completed and the facility has been named Grinders Skate Park. A grand
opening is planned for late September pending the completion of landscaping surrounding the skate park
and sidewalk construction to make the park handicapped accessible. We are working with Arkansas State
Parks to finalize items necessary to close the grant, one of which is the construction of sidewalks from
nearby parking to the skate park.
Current Status
Attached is the Staff Review Form requesting the approval of a bid contract with Sweetser Construction
for $29,550.00 plus a 10% contingency of $2,955.00 for a total of S32,505.00. Sweetser's bid was the
lowest of the three bids received. We have designed a concrete sidewalk from the nearest parking lot to
the skate park. As a part of this bid, we have also designed a sidewalk that would connect to a new
playground and picnic shelter in North Walker Park.
Recommendation
The Parks and Recreation Division staff is recommending approval of the bid with Sweetser Construction
for the Walker Park Sidewalk.

The City of Fayetteville Parks and Recreation Division is accepting bids for the installation of concrete
sidewalks. (as specified per attached details). Contact Kim J. Hesse (479) (444-3469) With project specific
questions.
The Project must be constructed and completed by September 15t° , 2003 at Walker Park, 1087 S. Block
Ave., Fayetteville, Arkansas.
The City reserves the right to award all or none, or by line item(s).
Bids are to be submitted in a sealed envelope labeled "Parks and Recreation Bid 1103-45 before July 28th,
2003 at 11 a.m. to the following address:
Proposals must conform to the following specifications and include appropriate evidence for each:
Bidder shall have a state of Arkansas Contractors License with number notated on the bid form.
Bidder shall have workers' compensation as required by Arkansas State statutes.
Bidder shall have general liability insurance as required at a minimum of $500,000.00.
A bid bond of 5% of the bid proposal or a cashier's check for 5% must be submitted with the bid
document.
A 100% performance/payment bond will be required of the successful bidder upon job award.

Concrete Sidewalks - Specifications
• Have a pre -construction and final inspection meeting with Fayetteville Parks and Recreation staff.
• Have a minimum width of 60 inches. (All layout to be approved prior to construction)
• Conform to ADA guidelines with slopes not to exceed 120
• Slope laterally 1/8" per ft for drainage.
• Use form material of 2" dressed lumber, free from defects.
• Provide expansion joint filler, %, inch thick preformed asphalt -impregnated conforming to AASHTO M-213.
• Provide full depth expansion joints (4 inches) at not greater intervals than 50 feet.
• Have one quarter depth (1 inch) weakened plane joint or saw -cut joints at regular intervals not greater than 10 feet apart.
• Have a 4" concrete wearing surface.
• Have a structural subbase of 2" of compacted sand (or approved equal) and an undisturbed or compacted 6" sub -grade
of existing soil, minimum 95% S.P.D.
• Have 'A inch rolled edges.
• Utilize air -entrained fiber -mesh concrete. See attached specifications.
• Use concrete, ready mixed conforming to ASTM C94, Alternate 2 with compression strength of 3500 psi at 28 days.
Maximum size of aggregate is 1-1/2 inch. Slump shall be 2 to 4 inches.
• Utilize a concrete curing compound or the concrete must be kept moist for seven (7) days. The curing compound must
conform to WR Meadows 1600 White or an approved equal.
• Receive a medium broom finish.
• Slope the adjacent soils to the edge of the sidewalk surface.
• Reseed the areas around the sidewalk with an approved seed
