A RESOLUTION ACCEPTING AN EDWARD BYRNE STATE
AND LOCAL LAW ENFORCEMENT ASSISTANCE AND
FORMULA GRANT FROM THE U.S: DEPARTMENT OF JUSTICE
TO ASSIST IN FUNDING THE FOURTH JUDICIAL DISTRICT
DRUG TASK FORCE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby accepts an Edward Byrne State and Local Law Enforcement Assistance
and Formula Grant from the U.S. Department of Justice in the amount of Three
Hundred Five Thousand Ninety -Five Dollars ($305,095.00) to assist in funding
the Fourth Judicial District Drug Task Force.

RE• Acceptance of Drug Enforcement Grant
Background:
The Edward Byrne Memorial Grant has supported the Fourth Judicial District
Drug Task Force since 1991. The City of Fayetteville Police Department has served as
the lead agency and is responsible for grant submission and monitoring. This Task Force
is comprised of Fayetteville, Springdale, Johnson, Prairie Grove, Lincoln, Farmington,
West Fork, Greenland, Elm Springs and Elkins Police Departments and the Washington
County Sheriff's Department. The Fourth Judicial Prosecutor and the University of
Arkansas Police Department actively supports the Task Force without being represented
on the Control Group. This grant award will support seventy-five percent of one
sergeant, five officers, and one secretary, as well as, the necessary operating expenses.
The remaining twenty-five percent and the non- allowable cost are supplied by
participating agencies.
Current Status
The Task Force is responsible for investigating drug related activities within
Washington and Madison Counties with the above listed personnel. During the first eight
months of the current grant period, investigators opened 355 separate drug eases and
made 410 arrests. Included in these cases is the investigation and dismantling of thirty-
four methamphetamine labs. The acceptance of this grant relates to guiding principal #4
Financially Sustainable City Government as this is the thirteenth year the grant has
funded up to seventy-five percent of the efforts to control drug activity in Northwest
Arkansas. As a result of the efforts of the law enforcement agencies supported by this
grant, Fayetteville is a safer community, which is guiding principal #10.
Recommendation
It is recommended City Council accept the award for the Edward Byrne Memorial
Grant in the amount of $305,095.00 and approve Fayetteville's matching funds of
$62,079.00 which is included in the 2003 budget.

SPECIAL CONDITIONS
1. Submit an Inventory Listing of all equipment that the
agency has purchased with Drug Law Enforcement Program
(DLEP) funds by July 31, 2003.
2. Submit a Subgrant Request for Reimbursement Form (with
supporting documentation of expenditures by line item)
by the 10th day of each month following the month for
which expenditures were billed.
3 Prepare and submit Quarterly Financial and Quarterly
Narrative Progress Reports by the 15th of the month
following the end of a quarter. Due dates will be
October 15`h, January 15`h April 15`?t, and July 15`"
Failure to submit reports in a timely manner may result
in the suspension of funds.
4 Prepare and submit an Annual Project Report no later
than 30 days after the close of the fiscal year period.
5 Submit within 60 days of the end of the grant period a
Close -Out Packet provided by the Office of
Intergovernmental Services (IGS).
