RESOLUTION NO. 117-03
A RESOLUTION APPROVING TASK ORDER NO. 2 IN THE
AMOUNT OF EIGHTY-FOUR THOUSAND FOUR HUNDRED
DOLLARS ($84,400.00) WITH McCLELLAND CONSULTING
ENGINEERS FOR ENGINEERING, DESIGN, AND
CONSTRUCTION OVERSIGHT ASSOCIATED WITH THE
CONSTRUCTION OF THE USDA FOREST SERVICE TANKER
BASE AT THE FAYETTEVILLE MUNICIPAL AIRPORT; AND
APPROVING A BUDGET ADJUSTMENT FOR THE SAME
AMOUNT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby approves Task Order No. 2 in the amount of Eighty -Four Thousand Four
Hundred Dollars ($84,400.00) with McClelland Consulting Engineers for
engineering, design, and construction oversight associated with the construction
of the USDA Forest Service tanker base at the Fayetteville Municipal Airport.
Section 2. That the City Council of the City of Fayetteville, Arkansas
hereby approves a budget adjustment in the amount of Eighty -Four Thousand
Four Hundred Dollars ($84,400.00) for same.

TASK ORDER NO. 2
USDA Forest Service Air Tanker Base
FAYETTEVILLE MUNICIPAL AIRPORT
STATE OF ARKANSAS
COUNTY OF WASHINGTON
This Task Order is written pursuant to the basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on April
30. 2003 as amended. The referenced basic agreement pertains to proposed
improvements to Drake Field, Fayetteville's Municipal Airport. This Task Order entered
into and executed on the date indicated below the signature block, by and between the
City of Fayetteville and McClelland Consulting Engineers (MCE) sets forth the project
description, project schedule, and engineering fees related to USDA forest Service Air
Tanker Base at the Fayetteville Municipal Airport.
SECTION I - PROJECT DESCRIPTION
The project is to consist of: the preliminary and final engineering design for the airside
paving for the USDA Forest Service Air Tanker Base on the east side of the Airport;
preliminary and final cost estimates; meetings with the City's Airport Department and
the Forest Service to review various aspects of the project; and engineering services
associated with detailed design and construction.

SECTION II - PROJECT SCHEDULE
From the time the City of Fayetteville issues the Notice To Proceed (NTP), MCE will
endeavor to execute the project as expeditiously as possible to enable the City of
Fayetteville to solicit competitive bids for construction as soon as possible late July or
August 2003.
SECTION III - SCOPE OF SERVICES
MCE shall, generally, provide those services listed in the basic agreement which are
applicable to this specific Task Order. Specifically, this project is likely to include:
A. Performing preliminary engineering.
B. Formulating preliminary and final construction cost estimates.
C. Meeting with the City of Fayetteville and their Tenant to discuss design criteria,
desired features, and schedule.
D. Performing the detailed design of the construction project as determined by the
City of Fayetteville and their Tenet.
E Advertising for competitive bids and recommending the award of a construction
contract.
F. Construction administration and inspection.
G. Construction staking for a baseline and benchmark.
H. Construction materials testing.
I. Providing a set of "Record Drawings" at the completion of construction based
upon the Contractor's mark-ups.

SECTION IV - FEES AND PAYMENTS
The following fees are to be paid to the Engineer as compensation for his services
regarding the design of the USDA Forest Service Fire Fighting Tanker Base at
Fayetteville Municipal Airport:
A. Preliminary Engineering; Phasing Plan, Cost Estimates, and Meetings
a lump sum of $ 10,000.
B. Detailed Plans & Specs: a lump sum of $ 22,000.
C. Bidding Service: a lump sum of $ 1,250.
D Construction Administration & Inspection: hourly rates, Not to Exceed
Contr. Admin $ 3,416.
Observation $ 35,084.
Record Drawings $ 1,150.
E. Construction Staking: a lump sum of $ 500.
F. Construction materials testing: hourly rates & unit prices,
Not to Exceed $ 11,000.
Total Additional Engineenng Services Not to Exceed $ 84,400.00
The USDA Forest Service will reimburse the City of Fayetteville for these engineering
fees through their lease with the City of Fayetteville.
Appendices A, B, & C presents hourly rates for personnel anticipated to be assigned to
this project and the unit prices as well as the basis of payments to be made to the MCE
SECTON V - BASIC AGREEMENT IN EFFECT:
Except as amended specifically herein, the basic AGREEMENT FOR ENGINEERING

The funds are needed to construct the tum -outs and the

sharing project with the USDA Forestry Service

design and construction of the project will is estimated to
be $1,200,000. This $84,400 represents the preliminary
engineering.

Background: In meetings with the FAA and the Forest Service, agreements were made for
the construction of the new Fire Tanker Base ramp and taxiway system. The FAA will fund 90%
of the taxiway project. (Grant 3-05-0020-031-2003/$1,232,723.00) We will apply for State
Aeronautics support for 5% and the Airport will fund the remaining 5% which is approximately
$60,000.00 in local funding. The USDA will fund the tum -outs and the loading and parking
ramps for their aircraft at approximately $1,200,000.00. Agreement was made among the parties
that McClelland Consulting Engineers would design and provide construction oversight for the
entire project and that the project would be bid as one project. FAA required this to insure
integrity of the pavement and to hopefully get a savings from the larger project for both the FAA
and the USDA. Task Order No. 9 with McClelland Consulting Engineers for the design and
construction oversight of the Taxiway "A" extension for the USDA development was approved by
the City Council February 5, 2002 ($116,730.0)
Budget Considerations: Attached please find a budget adjustment for the expenses
associated with Task Order No. 2 for $84,400.00 for design and construction oversight of the
USDA Forest Service Fire Tanker Base tumouts
Requested Action: Approve Task Order No.2 to McClelland Consulting Engineers for the
design and construction oversight of the USDA Forest Service Fire Tanker Base turnouts
and parking ramp and a Budget Adjustment for the associated expense of $84,400.00
