A RESOLUTION ACCEPTING THE PARKS AND RECREATION
ADVISORY BOARD'S RECOMMENDATION TO ACCEPT TWO
AND ONE-HALF (2.5) ACRES OF LAND AND FORTY-SEVEN
THOUSAND FOUR HUNDRED SEVENTY DOLLARS ($47,470.00)
CASH IN LIEU OF THE REQUIRED PARK LAND DEDICATION
FOR SALEM MEADOWS SUBDIVISION.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby accepts the Parks and Recreation Advisory Board's recommendation to
accept two and one-half (2.5) acres of land and Forty -Seven Thousand Four
Hundred Seventy Dollars ($47,470.00) cash in lieu of the required Park Land
Dedication for Salem Meadows Subdivision.
PASSED and APPROVED this 7th day of January, 2003.

SUBJECT: Salem Meadows Subdivision
Background
Salem Meadows Subdivision is a proposed large scale development located on Salem Road west
of Holcomb Elementary School and Gary Hampton Softball Complex. The owner is Palmco
Properties, L.L.C., John Alford and the engineering firm is Landtech Engineering. The
development contains 101 single family units on 39.95 acres. The requirement for park land is
2.5 acres and money in lieu is $47,470. The Park Land Dedication Ordinance states if a large
scale development is over 40 acres or 100 units, the requirement is land.
"...However, if the Parks and Recreation Advisory Board determines that a neighborhood
park is not feasible or advisable. it may recommend to the City Council that a cash
contribution pursuant to our ordinance be accepted in lieu of land dedication. The City
Council will either accept the recommendation for a cash contribution or return the
subdivision plat to the Parks Board with instructions or further study." (Unified
Development Ordinance No. 166.03K )
Current Status
Parks and Recreation staff met with the engineering firm to evaluate the site. The development
was presented to the Parks and Recreation Advisory Board on December 2, 2002 and at a Special
Board meeting on December 9, 2002. See attached minutes and proposed park land
Recommendation
The Parks and Recreation staff and Parks and Recreation Advisory Board recommend a
combination of park land in the amount of 1.93 acres and money -in -lieu for the amount of
$11,186. The money -in -lieu will be used for park improvements in the northwest park district.
In addition, this neighborhood park will serve 64 single family homes to be built in the proposed
Salem Heights Subdivision to be located south of Salem Meadows Subdivision. If you have any

Ordinance 166.03.K. requires the dedication of park land for
this development.
The most appropriate neighborhood park sitc is within this
subdivision.
The neighborhood park would serve both Salem Meadows and
Salem Heights for a total of 207 single family homes.
The engineer has worked with Parks Staff to create a park
within the development to satisfy the need for a park.
A revised plan was distributed illustrating the dedicated park land in the center of the proposed
development allowing entry from two sides.
MOTION:
Mr. Colwell moved to accept a combination park land dedication and money in lieu to satisfy
the park land dedication requirement for the proposed Salem Meadows Subdivision and
request a waiver of Ordinance No. 166.03K by City Council.
Mr. Mauritson seconded the motion.
Upon roll call, the motion was approved 6-0-0.
3. Other Business
Mr. Hill announced a "topping out" ceremony for the new Boys & Girls Club Thursday, December
12 at 11:00 a.m. Attendees will have the opportunity to sign the final beam to be put in place atop
the new structure.
Mr. Hatfield reported the skate park contractor, C -TEC, was on schedule with construction.
