A RESOLUTION AUTHORIZING THE SOLID WASTE AND
RECYCLING DIVISION TO PURSUE THE IMPLEMENTATION
OF A COMMERCIAL GLASS RECYCLING PROGRAM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby authorizes the Solid Waste and
Recycling Division to pursue the implementation of a Commercial Glass
Recycling Program.

RE: Keep Fayetteville Beautiful Coordinator
The City of Fayetteville has a visible problem with littering and urban dumping. Both
litter and dumps create a poor image for the City, and for potential business investors.
At this time, staff has identified several areas needing attention in order to launch a
citywide Keep Fayetteville Beautiful campaign. They are:

Citizens need to learn how their litter affects their community;
•
Business and industry need to know how their stewardship is pivotal for
Fayetteville's appearance and community spint;
•
•• Schools and the University can learn what materials are available to their
students, educators and administrators; and
•• City divisions can come together and learn how to be more effective in the
enforcement of ordinances, codes and policies pertaining to litter and illegal
dumps.
The Solid Waste and Recycling Division is intending to expand the job description for
the city's Sustainable Environmental Educator to include these coordination tasks. This
additional workload will mean that some activities currently being performed by this
position will need to be reassigned. The problem is that there is no staff to reassign these
work tasks to. Additionally, the current position has assisted in operational planning of
future programs such as apartment recycling, business recycling, commercial glass
recycling program development which includes collection process and vehicles,
processing and ultimate market for the refined material. These additional tasks as
"operational planner" for this and other program improvements are necessary if the City
is to move forward effectively and efficiently, from both the operational as well as the
financial perspective.
The following memo lays out a proposed option to test this need in an cost effective
manner.

The Solid Waste and Recycling Division has filed a pre -application to the Tri -County Solid
Waste District for grant funds to purchase glass -pulverizing equipment.
If this grant is funded our division will be able to serve the bottle glass recycling needs for
Fayetteville restaurants and businesses. We will also be able to accommodate the recycling of
windows, glass, mirrors, ceramics and shatterproof glass — none of which are recycled at this
time.
Additionally this process will help to streamline residential collections by allowing the
commingling of various glass colors. While this would be a small improvement in the time
requirements per stop for residential recycling, the estimated savings of 7.5 -seconds per stop
translates into approximately 56 minutes per day per route (7.5 -seconds X 450 stops / 60 seconds
= 56 minutes). With nine routes, this is a labor savings of almost 8.5 hours per day.
The concept is that commingled glass will be pulverized into four (4) separate materials grades
form cullet -sized (gravel equivalent) down to fine particle sand. We anticipate a wide variety of
local uses for these materials. For example, cullet -sized glass chunks can replace gravel as a
base fill material under streets, foundations, sidewalks, paved trails, etc. Additionally, fine
particle grades may be marketed as filter material for pool equipment, wastewater treatment plant
filters, and blasting, etc.
All of these potential markets will take significant time to research, secure, and implement. This
market development or end use of the collected glass is critical, as critical, is the actual
commercial glass collection process. The collection process must be compatible with the
commercial business practices. A full grant proposal for the pulverizing equipment will need to
articulate the exact details for the proposed project. This will necessarily include details on the
actual commercial collection process; i.e. how the commercial customer will collect the glass
within their business and how the City will then collect it at the curb, the disposal of the recycled
material to the end users, and the fee structure for this service. This is a complex program which
when implemented correctly will be easy for the participating businesses, which will develop
cost effective uses for the recycled material, and which will have the added benefit of helping to
reduce the residential recycling collection process.
This research will be a full-time endeavor from April 2002 through July 2002.
Staff availability for this scope of work is currently not an option. We propose utilizing contract
services to hire an organizational planner to facilitate this expansion of our recycling effort. This
contract service would be for the time -period through the anticipated grant award. If we were
successful, this position will need to be made permanent; if unsuccessful, the contract would be
terminated, unless authorized for extension by the City Council.
