BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby authorizes the Fayetteville Police
Department to apply for a U.S. Department of Justice 50/50 Bulletproof Vests
Partnership Program Grant.

SUBJECT: Application for the Bulletproof Partnership Grant
The Fayetteville Police Department is requesting authorization to apply for a
grant to upgrade the protective vests worn by all sworn personnel. The Department
recently became aware of this Federal Grant opportunity which will offset the cost of the
vests by 50%. Currently, the Department carries in the annual budget approximately
$8,000.00 per year to replace protective vests. Protective vests have a five year warranty
and the Department is in a continual mode of replacing vests as they become 5 years old.
The matching funds for this grant will be available from our operating budget
over the next four years. If additional funds are needed to meet the match, the expense
will be charged to the Law Enforcement Trust account. Therefore, a budget adjustment
will not be required for matching funds.
The technology of the materials used in manufacturing bulletproof vests has
changed over the past few years and vests have become more flexible (wearable) and at
the same time their bullet resistance has improved. The vests our officers currently wear
have a threat level of II (2). This threat level resists rounds up to a 12 gauge "00"
buckshot fired from a 20 inch barrel with a velocity of 1297 feet per second or a 9 mm
124 grain full metal jacket (FMJ) round nose (RN) fired from a 4 inch barrel with a
velocity of 1090 feet per second.
With this new grant the Department is proposing to upgrade officers' vests to the
threat level III A (3A). These vests are lighter and more comfortable to wear. This threat
level resists rounds up to a .44 Mag 158grain semi wad cutter (SWC) round being fired
from a six mch barrel with a velocity of 1400 feet per second and a 9 mm 124 grain full
metal jacket (FMJ) from a 9.5 inch barrel with a velocity of 1400 feet per second.
This federal grant will enable us to continue our normal process of replacing
vests, but we will be able to substantially upgrade the comfort and ballistic protection of
the vests and have Federal funds offset the cost.

Background
The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998
is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local
law enforcement. The Fayetteville Police Department has obtained grant funding in excess of $56,000
for the purchase of over 60 bulletproof vests through this partnership. The BVP program provides a
critical component to the continuing health and welfare of our Police Officers.
Discussion
This grant application, in the amount of $8,400, reflects the maximum allowable funding request for our
jurisdiction by the BVP. Approval of this grant funding by BVP will result in the purchase of seven (7)
body armor vests for our patrol officers and three (3) tactical armor vests for our Emergency Response
Team (ERT). Currently, all Fayetteville Police Officers have state-of-the-art body armor provided to
them through grant and City funding.
The body armor vests are planned for employees currently attending the Police Academy and three open
positions to be filled. The tactical armor vests will be purchased for three new alternate ERT members.
All state-of-the-art body armor is custom made to the exact specifications of the wearer and can take up
to ten weeks for delivery. To ensure all new officers have our required level of protection, we must
remain proactive on our body armor purchases.
Recommendation
Staff recommends approval and authorization to submit this online application to Bulletproof Vest
Partnership Grant for the purchase of seven (7) body armor vests for our patrol officers and three (3)
tactical armor vests for our Emergency Response Team. Furthermore, staff requests authorization for
Judy Cohea to be the primary point of contact for the purpose of approving online requests for payment
and various assurances and certifications as required by the grant guidelines. If you should have any

anticipated to be spent on vest purchases within the next
90 days.
Emergency Replacement Needs:
Emergency replacement needs cover vests that are potentially defective,
vests that have been lost, stolen, or damaged, and vests needed as a result
of unanticipated officer turnover occurring within the last 3 to 6 months. It
DOES NOT include tactical vests or routine agency needs for new or
replacement vests unless those vests contain Zylon® and must be replaced
immediately.
