That the City Council of the City of Fayetteville, Arkansas hereby approves the addihon of a temporary employee in the Solid Waste Division at a cost of $14,400.00 to be derived from normally occurring vacancies in the Solid Waste Division for 2002. Last year the staff was reorganized making more staff available helping address the problem of the busy or unanswered ringing telephone that many customers encountered. Additionally, an automated telephone system with information, direct touchtone to various program areas, and voice mail was implemented. These changes, while helping to reduce the problems have not achieved the quality of customer service that the Solid Waste staff would like. With the spring and summer seasons upcoming, the staff anticipates an increase in calls and an associated increase in customer dissatisfaction when they encounter the busy or unanswered telephone or the voicemail system. The problem is simply not enough people to provide type of service that the public desires. Discussion The only apparent solution to the problem appears to be having enough people to answer the incoming calls while addressing the walk in customers. In addition to this work in addressing customer service issues, this position will help to with some of the office duties of the individual responsible for servicing the large commercial accounts. This program area provides a large portion of the revenue of the Division, offsetting residential rates and needs constant attention. The Division proposes adding a part-time temporary clerk/receptionist for 35 to 40 hours per week. If this addresses the problem adequately, a request will be made to create a permanent position during the next budget cycle. Historically, funding from normally occurring vacancies within the Division would have been sufficient to fund this position. That funding scenario is expected again this year. This action by the Council will increase the employee compliment by 3/4 employee or $14,400 for the budget year. In order to maintain a good customer service level the overflow phone calls could be filled with a part time clerk (maximum of 35 hours per week). The position could work seven hours per day, Monday through Friday, assist with the front desk in distribution of recycling bms, and answer the overflow of telephone calls. etc. Further, the position could handle the data entry of vanous reports, landfill bill justification and various other clerical duties as assigned. Please consider our request, and let me know your decision.
