The referenced basic agreement pertains to proposed improvements to Drake Field, FayettevilleUs Municipal Airport. This Task Order entered into and executed on the date indicated below the signature block, by and between the City of Fayetteville (OWNER) and McClelland Consulting Engineers (ENGINEER) sets forth the project description, project schedule, and engineenng fees related to the Corporate Hangar Complex Apron and Taxiway improvements, Drake Field. SECTION I - PROJECT DESCRIPTION The project is to consist of: performing the surveying and preliminary engineering for initial phase of the Corporate Hangar Complex; providing preliminary cost estimates; and performing the engineering services associated with detailed design and construction of the initial phase of development. SECTION II - PROJECT SCHEDULE From the time the OWNER issues the Notice To Proceed (NTP), the ENGINEER will endeavor to execute the project within the following time penods: J:\DRAKE FIELD\CONTRACTS\Task Order 10.doc Co Co Co Task Completion After NTP A. Surveying: 10 calendar days B. Preliminary Engineering & Cost Estimates: 25 calendar days C. Submittal of detailed Design, 55 calendar days D. Advertise for bids: 85 calendar days SECTION III - SCOPE OF SERVICES The ENGINEER shall, generally, provide those services listed in the basic agreement which are applicable to this specific Task Order. Specifically, the project is likely to include: A. Surveying for the initial Phase of the Corporate Hangar Complex. B. Performing preliminary engineering for the initial Phase of the Corporate Hangar Complex; formulating preliminary construction cost estimates, and meeting with the City to discuss the project. C. Performing the detailed design of the initial Phase of the Corporate Hangar Complex. D. Advertising for competitive bids and recommending the award of a construction contract. E Construction Administration, Inspection and prepare "Record Drawings" for the completion of construction based upon the Contractor's mark-ups. F. Construction staking of a baseline. G. Boudreaux, Director February 14, 2002 Task Order #10, Corporate Hangar Complex Background: Airport Management has been approached by two local business people who have requested to lease airport property, and to construct larger, corporate style hangars at their expense. In order to accommodate this class of airport user, and to promote future growth of corporate aviation at Drake Field, re -development of unused airport property is desired. A preliminary plan which utilizes existing unused vehicle parking pavement south of the terminal building will provide an area to construct up to eight corporate hangars. Utilizing the existing pavement will reduce overall project costs, provide easy access from Hwy 71, and serve to further the goal of stimulating aviation related business activity at Drake Field. Purpose: The project constitutes two components. Under the Arkansas Department of Aeronautics Airport Grant (SAAG) program 90/10% grant classification, we will perform renovation to an unused asphalt vehicle parking area. Also included in the project under the SAAG 75/25% grant classification is construction of a small portion of additional ramp, and extension of taxiway to the existing terminal ramp. This will provide access to the runway from the new hangars. A conceptual drawing of the proposed project is attached for your information. Under a land lease arrangement with the airport, two privately financed 100' x 100' corporate type hangars will be built adjacent to the refurbished aircraft parking ramp. It is anticipated that the two initial hangars will stimulate other new corporate aircraft activity and hangar construction at Drake Field. Arkansas Department of Aeronautics will provide grant funding in the amount of $74,088, or 90% of a total project cost of $82,320 for Apron Renovation. Also approved by the State is $92,512, or 75% of a total project cost of $123,350, for Taxiway & Apron Expansion. The purpose of this request is to approve Task Order # 10, Engineering and Construction Observation for "Corporate Hangar Complex," and approval of a budget adjustment recognizing the state grant funding and total project cost.
