RESOLUTION NO, 188-02
A RESOLUTION AMENDING SECTION VI -10 OF THE
GENERAL EMPLOYEES PERSONNEL POLICY AND SECTION
VI -9 OF THE CIVIL SERVICE EMPLOYEES PERSONNEL POLICY
BY ADDING MARTIN LUTHER KING, JR. DAY AS A TWELFTH
PAID HOLIDAY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby amends Section VI -10 of the General Employees Personnel Policy and
Section VI -9 of the Civil Service Employees Personnel Policy by adding Martin
Luther King, Jr. Day as a twelfth paid holiday.
Section 2. That said holiday shall be observed each year on the third
Monday in January

SUBJECT: Addition of One Paid Holiday to the City's Benefit Package

The City's General Employees Personnel Policy and Civil Service Employees
Personnel Policy both provide for eleven paid holidays as a part of the City's
benefit package. The Benefit Analysis Report prepared by the Hay Group and
the November 8, 2002 recommendation letter from Hay Consultant Jodi
McFadden, both suggested that the City consider adding one holiday to our
existing holiday package. In the Benefits Analysis, Hay stated that the number of
currently approved holidays is one day below the Market and that fact contributed
to the non -uniformed Holiday/Vacation plans ranking at below Market level.
Based on this information and the Hay Group's recommendation, Staff is asking
the Council to consider adding Martin Luther King Jr. Day, (the third Monday of
January), to our approved holiday listing. This would require a change to Section
VI -10 of the General Employees Personnel Policy and Section VI -9 of the Civil
Service Employees Personnel Policy. If the addition of this holiday is approved,
the policies would need to be amended as follows:
General Employees Policy:
Section VI -10 Holidays
1). All full-time non -Civil Service employees shall be entitled to the following
holidays for which they will be paid the regular rate of pay:
• New Year's Day
• Martin Luther King Jr. Day
• President's Day
• Memorial Day
• •
• Independence Day/July 4th
• Labor Day
• Veteran's Day
• Thanksgiving Day
• Friday following Thanksgiving
• Christmas Day
• Day at Chnstmas (to be determined by the Mayor)
• Personal Holiday
Civil Service Employees Policy:
Section VI -9 Holidays
1).. Designated holidays are as follows:
• New Year's Day
• Martin Luther King Jr. Day
• President's Day
• Memorial Day
• Independence Day/July 4th
• Labor Day
• Veteran's Day
• Thanksgiving Day
Friday following Thanksgiving
• Christmas Day
• Day at Christmas (to be determined by the Mayor)
• Personal Holiday
If approved, the cost of adding one holiday for the year 2003 has been projected
to be $86,410.00 based on 2002 salary ranges.
