RESOLUTION NO. 177-02
A RESOLUTION APPROVING CHANGE ORDER NUMBER 5 TO
THE CONTRACT ENTERED INTO MAY 21, 2002 WITH
CROSSLAND CONSTRUCTION COMPANY, INC. IN THE
AMOUNT OF FOUR HUNDRED TWO THOUSAND EIGHT
HUNDRED NINETY-FIVE DOLLARS AND EIGHTY-FOUR
CENTS ($402,895.84) TO PURCHASE AND INSTALL EXTERIOR
CLADDING FOR THE NEW FAYETTEVILLE PUBLIC LIBRARY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of Fayetteville, Arkansas, hereby
approves Change Order Number 5 to the contract entered into May 21, 2002 with
Crossland Construction Company, Inc. in the amount of Four Hundred Two
Thousand Eight Hundred Ninety -Five Dollars and Eighty -Four Cents
($402,895.84) to purchase and install exterior cladding for the new Fayetteville
Public Library. A copy of Change Order Number 5, marked Exhibit "A" is
attached hereto and made a part hereof.

SUBJECT: Change Order #5 Fayetteville Public Library Building Construction
Background
The cost of construction of the new Fayetteville Public Library was estimated
throughout the planning and design process by independent cost estimators.
When the winning bid was reviewed, some items exceeded those estimates by
considerable amounts. The budget for those items was set aside for future
decisions as time did not permit developing alternatives and associated costs.
One of those items was the architectural precast concrete (APC) to be used on
the two towers, window trim and front entry. The APC was removed from the
contract with Crossland Construction and $450,000 was left in the overall project
budget for replacement of this cladding material.
Current Status
Meyer, Scherer & Rockcastle issued revisions to the building elevations and
details for pricing to replace much of the APC with bnck In locations where APC
was judged to be critical to the image of the library or to durability, it has been
retained. APC remains at the building entry, at all sills and coping and at the four
canopies on the plaza Lintels and stair tower cladding have been changed to
brick A small area has changed from APC to stone The cost reflected in this
change order is $402,895.84; this represents a savings of approximately $48,000
from our $450,000 deferred budget for this item.
Recommendation
To approve change order number 5 which allows Crossland Construction Co. to
purchase and install exterior cladding material that was not included in the
original contract.

Dear Mr. Earnest:
The Architects recommend approval of attached Change Order #5 relative to changes in
architectural precast concrete (APC), brick and stone. The amount is within the budget
designated for this additional work Allow us to provide the background for this
recommendation.
When bids were received the low bid submitted by Crossland Construction Company
exceeded the funds available. A number of changes were negotiated to bring the project
cost in line with the budget. Analysis of individual costs identified masonry as much
higher than estimated. Within the masonry bid, the most significant cost overrun was
found to be APC. Time constraints prior to award did not permit developing alternative
designs and associated costs. The contract was awarded with a deduction of $650,000 to
delete all APC material. Concurrently, the overall project budget was adjusted to include a
deferred cost of $450,000 for replacement of this cladding material The recommended
change is less than this deferred budget item.

Attached is a copy of Resolution No. 177-02 approving change order # 5 to the May 21,
2002 contract with Crossland Construction Company, Inc., in the amount of $402,985.84
to purchase and install exterior cladding for the New Fayetteville Public Library. Four
copies of the change order have already been returned to the Mayor's office to be
returned to the contractor.
The original resolution and original change order will be microfilmed and filed with the
City Clerk.
