When the winning bid was reviewed, some items exceeded those estimates by considerable amounts. The budget for those items was set aside for future decisions as time did not permit developing alternatives and associated costs. One of those items was the architectural precast concrete (APC) to be used on the two towers, window trim and front entry. The APC was removed from the contract with Crossland Construction and $450,000 was left in the overall project budget for replacement of this cladding material. Current Status Meyer, Scherer & Rockcastle issued revisions to the building elevations and details for pricing to replace much of the APC with bnck In locations where APC was judged to be critical to the image of the library or to durability, it has been retained. APC remains at the building entry, at all sills and coping and at the four canopies on the plaza Lintels and stair tower cladding have been changed to brick A small area has changed from APC to stone The cost reflected in this change order is $402,895.84; this represents a savings of approximately $48,000 from our $450,000 deferred budget for this item. The amount is within the budget designated for this additional work Allow us to provide the background for this recommendation. When bids were received the low bid submitted by Crossland Construction Company exceeded the funds available. A number of changes were negotiated to bring the project cost in line with the budget. Analysis of individual costs identified masonry as much higher than estimated. Within the masonry bid, the most significant cost overrun was found to be APC. Time constraints prior to award did not permit developing alternative designs and associated costs. The contract was awarded with a deduction of $650,000 to delete all APC material. Concurrently, the overall project budget was adjusted to include a deferred cost of $450,000 for replacement of this cladding material The recommended change is less than this deferred budget item.
