RESOLUTION NO. 165-02
A RESOLUTION APPROVING THE PURCHASE OF A NEW 75'
AERIAL LADDER FIRE APPARATUS FROM LEECO, INC. IN
THE AMOUNT OF FIVE HUNDRED ONE THOUSAND FOUR
HUNDRED FORTY-FOUR DOLLARS AND EIGHTY CENTS
($501,444.80) AND APPROVING A BUDGET ADJUSTMENT IN
THE AMOUNT OF SIXTY-FOUR THOUSAND ONE HUNDRED
FORTY ONE DOLLARS ($64,141.00) FOR SAME.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas,
hereby approves the purchase of a new 75' Aerial Ladder Fire Apparatus from
Leeco, Inc in the amount of Five Hundred One Thousand Four Hundred Forty -
Four Dollars and Eighty Cents ($501,444.80).
Section 2. That the City Council of the City of Fayetteville, Arkansas,
hereby approves a budget adjustment in the amount of Sixty -Four Thousand
One Hundred Forty One Dollars ($64,141.00) for same.
PASSED and APPROVED this 15th day of October, 2002.

Justification of this Increase:
The additional funding is needed to fund the purchase of a
replacement 75' aerial ladder unit to replace the current
aerial apparatus which the engine is dead.
Justification of this Decrease:
The scope of this project has been changed to meet 2002
objectives
This is to recognize an additional $30,000 in revenue from
the sale of the existing fire truck.

As you know on Wednesday of last week the Fire Department expenenced the Toss
of its primary aenal ladder unit due to engine failure. Apparently the engine of this
apparatus is damaged beyond repair and needs to be transported to the factory for
repair. These repairs will cost somewhere in the neighborhood of $40,000. Currently
the appraised value, prior to its breaking down, is approximately $60,000.
After reviewing the cost of repairing this 14 year old piece of equipment I have come
to the conclusion that it would not be cost effective to spend the $40,000 repairing
this apparatus Further, the Fire department is in need of a first line aenal apparatus
that meets the needs of our community, as this piece of equipment is used to perform
vanous types of rescues as well as being crucial to our high nse fire fighting
capabilities.
With these facts in mind I instructed my Administrative Battalion Chief to collect bids
for an aenal apparatus from three apparatus vendors. He contacted representatives
from American LaFrance, Pierce and Emergency One and asked them if they would
be interested in submitting a bid on this aenal apparatus, based on the Fire
Departments specifications as established for the upcoming apparatus purchase
program. The three vendors quickly forwarded bid specs and prices for the aerial
apparatus they have on hand in their facilities.

Attached you will find the results of these bid requests based on the criteria provided
by the Fire Department. At this time I recommend the purchase of the Emergency
One 75' Aerial Apparatus. The specifications they have submitted closely meet the
Fire Departments specifications and they can deliver this apparatus one (1) day after
the approval of this request.
They have also offered to take our current apparatus as a trade-in and have agreed
to give the Fire Department $30,000 as the trade-in value for this piece of equipment
The other vendors did not provide any trade-in information or equipment pnces, as
per our bid spec cations.
Again, I would recommend the Fire Department purchase the apparatus offered by
Emergency One as it most closely meets our bid specifications, offers a trade in
value and can be delivered within one day of approval
If possible I would like to place this item on the agenda for Tuesday October 15, 2002
as this piece of equipment is a critical piece of apparatus for the Fire Departments
operations.

proposals I have determined that Leeco, Inc. has submitted the best proposal for consideration.
The Leeco, Inc. proposal most nearly meets our specifications. I have attached a breakdown of

your E -ONE Dealer, LEECO, INC will be able to provide you with an E ONE Cyclone B Custom 75' Side Stacker
meeting your requirements u further detailed on the attached pages,
Tttis is a LEECO Demo and you will have immediate delivery of the apparatus after receipt of purchase order. This has
been ow "show truck" and currently has 159.8 hours with approximately 4700 miles upon delivery. It has never been in
aetviee, and you will receive COMPLETE ALL NEW OWNER WARRANTIES.
Your total purchase price of thin NFPA compliant Demo, Shop Orda 0123564, VIN# 4EN3AAA84I1003564 including
delivery, three-day E -ONE factory training on operation and oraintenmx on site at the Fayetteville Fire Department,
lettering of the aerial sign plate and chassis, and essential ladders and pike poles, with an added bonus of an 8KW on
board generemc pinned waterway, and an1-1/2" front jwnpline will be 3445.000.00 for the apparatus as detailed
