RESOLUTION NO. 16-02
A RESOLUTION AUTHORIZING THE FAYETTEVILLE POLICE
DEPARTMENT TO APPLY FOR A JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANT IN THE AMOUNT OF THIRTY-
FOUR THOUSAND FOUR HUNDRED FORTY DOLLARS
($34,440.00) TO FUND A TRUANCY PREVENTION PROGRAM; A
RESPONSE PLAN FOR MISSING, EXPLOITED, OR ABDUCTED
CHILDREN CASES; JUVENILE DUI PREVENTION; AND
JUVENILE GANG PREVENTION; AND APPROVING A BUDGET
ADJUSTMENT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby authorizes the Fayetteville Police
Department to apply for a Juvenile Accountability Incentive Block Grant in the
amount of Thirty -Four Thousand Four Hundred Forty Dollars ($34,440.00) to
fund a truancy prevention program; a response plan for missing, exploited, or
abducted children cases; juvenile DUI prevention; and juvenile gang prevention.
Section 2. That the City Council hereby approves a budget adjustment
recognizing an expenditure in the amount of Thirty -Eight Thousand Two
Hundred Sixty -Seven Dollars ($38,267 00), utilizing the above-mentioned grant
and reducing overtime by Three Thousand Eight Hundred Twenty -Seven
Dollars ($3,827.00).

SUBJECT: Juvenile Accountability Incentive Block Grant
The attached grant application will provide equipment and materials for a
Juvenile Crime Prevention Officer. The Juvenile Crime Prevention Officer will utilize
the equipment and materials to achieve the goal set forth in this project. This officer will
work with the School Resource Officers and Cnme Prevention Sergeant.
The goal of this project is to "Develop, implement, expand, and strengthen
programs designed to Identify and prevent juvenile crime. The objectives set to work
toward this goal are:
Develop and implement a comprehensive Truancy Prevention Program
that pools school, court, social services, and law enforcement resources to
prevent juvenile delinquency by reducing and eliminating school truancy.
2. Develop and implement a police department and community Response Plan
for Missing, Exploited, or Abducted Children Cases.

PROGRAM ABSTRACT
Truancy Program
The Juvenile Crime Prevention Officer will work together with the Fayetteville School
District to implement a comprehensive truancy program designed to identify, locate and
return all truant adolescents to their respective schools. The Juvenile Crime Prevention
Officer will utilize existing social services (Juvenile Court, Department of Human
Services, etc...) and equipment to track truant children and work with the prosecuting
attorney on cases involving cnminal charges against parents. The Juvenile Crime
Prevention Officer will be responsible for utilizing the equipment and materials needed to
effectively track truant children.

Enforcing the Underage DUI
The Juvenile Crime Prevention Officer will develop strategies to enforce DUI laws and
other alcohol related offenses committed by adolescents. The Juvenile Crime Prevention
Officer will develop an alcohol prevention education curriculum, parent and business
alcohol education programs, and enforcement strategies directed at reducing underage
DUI. The Juvenile Cnme Prevention Officer will be responsible for maintaining and
distributing all education materials relating to DUI education and enforcement. The
Juvenile Crime Prevention Officer will utilize and maintain all of the equipment related
to DUI education and enforcement.

Investigating Potential Child Abduction Cases
The Juvenile Crime Prevention Officer will develop, implement, expand, and strengthen
department operational policies and procedures for investigating missing and abducted
children cases. This will also include crime prevention awareness programs on personal
safety considerations for children. The Juvenile Crime Prevention Officer will be
responsible for all equipment and materials used in the prevention of child abduction.
The Juvenile Crime Prevention Officer will distribute all education matenals relating to
child abduction prevention.

Youth Gang Identification and Prevention
The Juvenile Crime Prevention Officer will develop, implement, expand, and strengthen
departmental operations to access, investigate, observe, document, and prevent youth
gang activity and related juvenile crime. This will include an early identification and
tracking system for juveniles involved in delinquent behavior and criminal activity
associated with gang activity. The Juvenile Crime Prevention Officer will be responsible
for all equipment and materials needed for identifying, investigating, observing and
documenting youth gang members. The Juvenile Crime Prevention Officer will be
responsible for distributing all gang prevention materials.

ASSURANCES
Unless az-Waiver is requested and granted, local units of govemment receiving funds from States must
provide an assurance that, other than funds set aside for administration, not less than 45 percent is
allocated for program purpose areas 3-9, and not less than 35 percent is allocated for program purpose
areas 1, 2 and 10 However, a local unit of government can request a waiver to spend its funds in a
proportion other than the 45 and 35 percent minimums. In addition, local units of government are
required to establish a Juvenile Crime Enforcement Coalition which is responsible for developing a
coordinated enforcement plan for reducing juvenile crime. This plan is to be based on an analysis of
the local government's juvenile justice needs. Please be advised that if your community currently has a
Policy Prevention Policy Board it can serve as your Juvenile Crime Enforcement Coalition.
• It is assured that not less than 45% will be allocated for program purpose areas 3-9; or waiver,
requested.
• It is assured that not less than 35% will be allocated for program purpose areas 1,2 and 10; or
waiver requested.
• It is assured that a Juvenile Crime Enforcement Coalition has been established; and
• It is assured that a Coordinated Enforcement Plan will be developed. This plan is based on an
analysis of juvenile justice system needs. The analysis determines the most effective uses of funds,
within the twelve JAIBG program purpose areas, to achieve the greatest impact on reducing
juvenile delinquency, improving the juvenile justice system, and increasing accountability for
juvenile offenders. The deadline for the submission of this plan is Friday, February 8
2002. Please note that funds can not be utilized until this plan is developed.

JAIBG CASH MATCH REQUIREMENT FORM
Cash Match
A local unit of government may allocate up to 10 percent of the total program cost for
administrative costs related to the JAIBG programs. All funds used for administrative costs are
subject to the Cash Match requirement. The local govemment recipient of the JAIBG award
must contribute (in the form of a Cash Match) 10 percent of the total program cost (other than
costs of construction of permanent correctional facilities, which require a 50 percent match).
The total program cost is made up of the Federal award amount and the Cash Match. If only
the Federal amount is known, the calculation of the match requirements is as follows:
1. Convert the Federal award amount percentage to a fraction (example, 90 percent =
9/10).
2. Invert the fraction from 9/10 to 10/9.
3. Multiply the Federal award amount by the numerator (example, 10,000 x 10 =
$100,000).
4. Divide the result by the denominator to determine the total program cost (example,
$100,000/9 = $11,111 11).
5. Subtract the amount of the Federal award from the total program cost to determine the
Cash Match (example, $11,111 11 -- $10,000 = $1,111)

When issuing statements, press releases, requests for proposals, bid solicitations and
other documents describing projects or programs funded in whole or in part with Federal
money, all grantees receiving Federal funds included in this Act, including but not
limited to State and local governments and recipients of Federal research grants, shall
clearly state:
1) The percentage of the total costs of the program or project, which will be financed
with federal money;
2) The dollar amount of federal funds for the project or program: and
