A RESOLUTION AUTHORIZING THE MAYOR TO SIGN GRANT
AGREEMENTS IN AN AMOUNT NOT TO EXCEED TWO
HUNDRED THOUSAND DOLLARS ($200,000.00) PLUS A TEN
PERCENT (10%) PROJECT CONTINGENCY FOR THE
DEVELOPMENT OF EXECUTIVE RAMP FACILITIES AT THE
FAYETTEVILLE MUNICIPAL AIRPORT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby authorizes the Mayor to sign grant
agreements in an amount not to exceed Two Hundred Thousand Dollars
($200,000.00) plus a ten percent (10%) project contingency for the development of
executive ramp facilities at the Fayetteville Municipal Airport.

Describe the work to be accomplished: Taxiway & Apron Expansion. New ramp
access -way to existing aircraft parking ramp. The new access ramp will be
constructed of concrete. In addition, a small portion of the existing asphalt
hangar ramp area will be extended to accommodate connection to the new access -
way. Other associated work includes: moving the fence line; drainage adjacent
to the work; move/extend water & sewer line, electrical; lighting; marking.

The Sponsor agrees to furnish the Arkansas Department of Aeronautics a copy
of the legal instrument affecting use of the property for an airport. In
application for a new landing site or expansion of existing facility, the FAA
Form 7480.1, Notice of Landing Area Proposal, must be approved by FAA before
review for grant can be made by the state.
No land purchased with State Grant Funds may be sold or disposed of without
State Commission approval. All requests for sale or disposal of property will
be considered on an individual case basis.
No airport accepting State Grant funding may issue an Exclusive Rights Lease.
All applications for navigational aids (such as NDB or ILS) must have FAA site
approval before a state grant can be approved.
All Grant applications involving Federal Airport Improvement Program (AIP)
funding must be accompanied by the approved FAA application.
If this project is approved by the Arkansas Department of Aeronautics, and is
accepted by the sponsor, it is agreed that all developments and construction
shall meet standard FAA construction practices as outlined in the
specifications of this agreement. Runways, Taxiways, Parking Ramps, etc.,
shall have a base and a thickness that will accommodate the weight of aircraft
expected to operate at this airport.
All grant applicants (City and/or County) are totally responsible for
compliance with all Federal, State, County and City Laws, Statutes
Ordinances, Rules, Regulations, and Executive Orders concerning contracts and
purchases for which this grant is approved and issued. All grant applicants
must submit with their applications a completed Contract and Grant Disclosure
and Certification Form. (Form F -1 -Pages 1&2).
It is understood and agreed that should the sponsor fail to start this project
within three (3) months of the Arkansas Department of Aeronautics' date of
acceptance, that this grant is null and void.
It is also agreed that this project, except FAA funded projects, shall be
completed within one year from the date of acceptance of this grant by the
Arkansas Department of Aeronautics. Applications for extension will be
entertained if circumstances beyond the sponsor's control occur.
Funds will be disbursed according to Department procedures and final
inspection of completed project. (See Instruction Page).
IN WITNESS WHEREOF, the sponsor has caused this Application for State Airport

Enclosed please find two (2) copies of a proposal for Arkansas Department of Aeronautics grant
funding. The proposal combines two SAAG grant categories for separate portions of the project.
Under the SAAG 90/I0% grant classification, we will perform renovation to an unused asphalt
parking area. Under a lease arrangement with the airport, two privately financed 100' x 100'
corporate type hangars will be built adjacent to the refurbished aircraft parking ramp. It is
anticipated that the two initial hangars will stimulate other new corporate aircraft activity and
hangar construction at Dralce Field.
Also included in the project under the SAAG 75/25% grant classification is construction of a
small portion of additional ramp, and extension of taxiway to the existing terminal ramp. This
will provide access to the runway from the new hangars. A drawing of the proposed project is
attached for your information.
Fayetteville Municipal Airport requests funding in the amount of S74,088, or 90% of a total
project cost of 582,320 for Apron Renovation. Also requested is S92,512, or 75% of a total
project cost of S 123,350, for Taxiway & Apron Expansion.

Background: The airport staff has been approached by two individuals with proposals to
construct hangars at the Fayetteville Municipal Airport. Both of the customers indicate that
they need to be in construction this summer. We have developed a site plan south of the
former terminal building and will construct taxiways to service the area and overlay the current
parking lot to use as an aircraft parking ramp. McClelland Engineering has made preliminary
design with some preliminary budget numbers. This is the only site that could be developed
quickly, at very little cost to the City, and meeting all of the criteria presented by the customers.
Purpose: The one asset that the Fayetteville Municipal Airport lacks is hangar space. All of
the large hangars are full and all but three T hangars are full. The one asset that the
Fayetteville Municipal Airport has in abundance is auto parking. The parking area south of the
former Terminal can be easily converted to an executive aircraft parking ramp with easy
access from the highway and access to the runways. The purpose of this project is to convert
that overflow parking lot into an executive aircraft parking ramp and hangar area. This is the
initial phase of the project. Subsequent phases will be to reroute the entry road into the main
parking lots and to eliminate many of the barriers in the lots that make parking difficult for
visitors to our airport.
Budget Considerations: Funds are available in the Professional Services line item for this
project. Total project costs are estimated at $200,000. State grants will be requested. It is
anticipated that the total cost to the City will not exceed $50,000.00.
Requested Action: Staff recommends the City Council approve the project, and authorize
the Mayor to sign contracts for the engineering and construction services up to $200,000.00
plus 1O% contingency.

IMPACT ANALYSIS
FAYETTEVILLE MUNICIPAL AIRPORT
EXECUTIVE RAMP AIRCRAFT HANGAR AND PARKING AREA
SUMMARY: For the Fayetteville Municipal Airport to continue its growth into the
future, hangar facilities must be constructed to accommodate general
aviation aircraft both privately and professionally owned and operated.
Previously, T Hangar construction has stayed up with the market. The T
area has 73 units and as of today only 5 empty. T Hangars are suitable for
small aircraft including light twin engine aircraft. The executive ramp is
needed to provide hangars for the larger business aircraft, mostly turbo
prop, and for corporations that have more than one aircraft. It is
anticipated that most of the hangars will be constructed just under 10,000
square feet and capable of housing larger King Air, Falcon and Gulfstream
aircraft.
INVESTMENT: Preliminary cost estimates by McClelland Engineering, Wayne Jones,
indicate that the project will cost approximately $200,000 total. This
amount would include pavement overlay, drainage improvements, fencing
relocation and a new taxiway to connect the area to the air side. We will
apply for State funding through the Aeronautics Department and anticipate
that the maximum Airport fund expense to be $50,000.00.
RETURN:
The airport has received proposals to build two 10,000 SF hangars. The
clients will lease the ground and construct the hangars. We have not yet
negotiated the ground lease but would anticipate an annual lease rate of
more than $1,000 from each tenant. The real return is the fuel sales and
activity that larger professional operations bring to the airport. The aircraft
that would locate in these hangars include a King Air 320 and a Falconl0.
These aircraft carry more than 500 and 800 gallons of jet A respectively. If
they were to fly once a week and consume 50% of their capacity it would
mean sales of 650 gallons per week as a result of them locating on the
airport. At a margin of $.40 per gallon, it means a net to the airport fund
of more than $13,000 per year. This is a very conservative number. The
return on our $50,000 investment would conservatively be $15,000 per
year which translates to a 30% return on investment. Collateral benefits
include new employees for the tenants, activity at the airport and the
opportunity to further market the benefits of Fayetteville Municipal
Airport. This development will likely spur additional hangar construction
by others.
