A RESOLUTION TO APPROVE TASK ORDER #13; A
CONTRACT WITH MCCLELLAND CONSULTING
ENGINEERS, INC. IN THE AMOUNT OF $59,290.00
TO ASSIST IN APPLYING FOR STATE FUNDING,
AND PROVIDING ENGINEERING SERVICES FOR THE
DESIGN AND CONSTRUCTION OF THE FIXED BASE
OPERATIONS HANGAR
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby approves Task Order #13 with McClelland Consulting Engineers in the
amount of $59,290.00 for engineering services for the design and construction of
the Fixed Base Operations Hangar and application for state funding. Task Order
#13 is attached as Exhibit A.

This Task Order is written pursuant to the basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on March
7, 2000. The referenced basic agreement pertains to proposed improvements to Drake
Field, Fayetteville's Municipal Airport. This Task Order entered into and executed on the
date indicated below the signature block, by and between the City of Fayetteville
(OWNER) and McClelland Consulting Engineers (ENGINEER) sets forth the project
description, project schedule, and engineering fees related to hangar Improvements at
the Fayetteville Municipal Airport.
SECTION I - PROJECT DESCRIPTION
The project is to consist of: assistance in applying for state funding for the project; the
preliminary engineering for a 150' x 125' Fixed Base Operator Hangar on the western
side of the airport property, south of the existing Terminal Building; preliminary and final
cost estimates; meetings with the City to review various aspects of the project; and
engineering services associated with detailed design and construction.

SECTION II - PROJECT SCHEDULE
From the time the OWNER issues the Notice To Proceed (NTP), the ENGINEER will
endeavor to execute the project as expeditiously as possible to enable the Owner to
solicit competitive bids for construction during the month of September 2002.
SECTION III - SCOPE OF SERVICES
The ENGINEER shall, generally, provide those services listed in the basic agreement
which are applicable to this specific Task Order. Specifically, the project is likely to
include:
A. Assisting the City in making application for a grant from the Arkansas Department
of Aeronautics.
B. Surveying.
C. Performing preliminary engineering.
D. Formulating preliminary and final construction cost estimates.
E Meeting with the City to discuss design criteria, desired features, and schedule.
F. Performing the detailed design of the construction project as determined by the
City.
G. Coordinating with the Arkansas State Department of Aeronautics to secure their
review of the proposed project.
H. Advertising for competitive bids and recommending the award of a construction
contract.

I. Construction administration and inspection.
J. Construction staking for a baseline and benchmark.
K. Construction materials testing.
L. Providing a set of "Record Drawings" at the completion of construction based
upon the Contractor's mark-ups.

SECTION IV - FEES AND PAYMENTS
The following fees are to be paid to the Engineer as compensation for his services:
A. Application to State: a lump sum of $800.
B. Preliminary Engineering: a lump sum of • $17,570.
C. Detailed Design: a lump sum of $15,630.
D. Bidding Service: a lump sum of $1,240.
E Construction Administration & Inspection: hourly rates, estimated to be $20,860.
F. Construction Staking: a lump sum of $690.
G. Construction materials testing: hourly rates & unit prices, estimated to be $2,500.
Appendix A presents hourly rates for personnel anticipated to be assigned to this
project as well as the basis of payments to be made to the ENGINEER.
SECTON V - BASIC AGREEMENT IN EFFECT:
Except as amended specifically herein, the basic AGREEMENT FOR ENGINEERING
SERVICES shall remain in full force as originally approved and executed.

Background. Airport Management is developing goals for the future development of
unused airport property for the purpose of enhancing the future revenue potential of the
facility. The airport currently lacks any vacant hangar space.
Purpose: Task Order #13 authonzes the planning and engineering work for the
proposed 18,750 sq ft hangar. The hangar will accommodate up to twenty (20) single-
engine aircraft and could potentially generate $4,000 monthly in airport lease revenue,
plus potential fuel sales generated by additional airport based aircraft.
It is envisioned that the hangar will be managed by the Airport Operations (FBO)
program staff. The hangar will be operated as a Full Service," heated hangar, meaning
that airport staff will provide aircraft towing to the terminal ramp, fueling, minor cleaning,
de-icing, and other pre-flight preparations to aircraft owners.
The Airport Board, at their meeting of June 6, 2002 approved of the project concept and
initiation of Task Order #13, and requested the contract be forwarded to the City
Council for approval
Budget Considerations:
The FBO Hangar project is not included in the airport's Capital Improvements program
budget. However, sufficient budget funding exists in the Professional Services line item
for the engineering / design portion of the project. The project has received Arkansas
Department of Aeronautics grant funding approval (Dept. of Aeronautics grant # 1926-
02) of $200,000 for planning and construction of this project.
Requested Action: Staff recommends approval of, and signature by the Mayor of
the attached Task Order #13, with McClelland Consulting Engineers, Inc
