RESOLUTION NO. 126-02
A RESOLUTION AUTHORIZING THE FAYETTEVILLE
MUNICIPAL AIRPORT TO ADD THE POSITION OF FLIGHT
LINE SERVICE OPERATIONS SUPERVISOR; AND APPROVING
A BUDGET ADJUSTMENT IN THE AMOUNT OF NINE
THOUSAND SIX HUNDRED FIFTY-SIX DOLLARS ($9,656.00).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas,
hereby authorizes the Fayetteville Municipal Airport to add the position of Flight
Line Service Operations Supervisor.
Section 2. That the City Council of the City of Fayetteville, Arkansas,
hereby approves a Budget Adjustment in the amount of Nine Thousand Six
Hundred Fifty -Six Dollars ($9,656.00).

SECTION 2 BASIC FUNCTION
(Brief description)
This is a salaried position which will be responsible to manage the day to day activities of the
Fayetteville Municipal Airport flight line operation. The position will supervise two Line Service
employees. Duties include: aircraft parking and fueling; airfield inspection & maintenance;
handling pilot customer service requests; T -hangar leases; employee schedule; fuel quality
testing/records; fuel & supplies inventory; fuel farm maintenance; refueler truck maintenance;
financial records and reports; promotional activities; staff training in fuel handling safety, airfield
communication, spill protection/cleanup; office and terminal building housekeeping; and other
associated activities.

1. Computer w/ word processor & spreadsheet software: must be proficient in basic
software skills.
2. Point of Sale (POS) credit card machine: Process fuel sales and program POS
equipment.
3. Telephone: Professional customer service presentation.
4. Radios: Airport staff and VHF air -radio communications. Must know air/ground
radio protocol and understand and follow air traffic controller instructions.
5. Refueler vehicles — 1000 gal Avgas truck, 3000 gal Jet fuel truck: must be able to
drive trucks, safely operate fueling equipment, replace fuel filters, schedule truck
maintenance.
6. Fuel Farm: Understand the basic operation of the fuel farm tanks and equipment.
Detect equipment malfunction, change filters, schedule service when needed.
7. Aircraft Tug: Correctly and safely use an aircraft towing vehicle and towbar to hook-
up to aircraft and 'carefully tow aircraft on the airfield as necessary.
8. De-icer equipment: Move and operate the equipment for the purpose of de-icing
aircraft prior to flight.
9. . Ground Power equipment: Correctly follow procedure to connect to aircraft and
disconnect after engines are started, correctly interpret pilot hand -signaled instruction.
10. Mack dump truck: Drive large truck and correctly and safely operate icemelt spreader
and snow plow.
SECTION 5 SPECIAL LICENSES OR CERTIFICATIONS REQUIRED
Ability to achieve FAA -approved Line Service Supervisor certification after attendmg and
completing a sanctioned training and testing program.
SECTION 6 WORKING CONDITIONS
Physical Effort: Good physical condition sufficient to perform strenuous tasks associated with
aircraft service requirements. Climb ladders, able to lift 501bs.
Adverse Conditions: Will often work outdoors m all weather conditions. Occasionally will
respond to pilot requests for service after hours on call. May sometimes require accurate and
proficient performance under stressful demanding conditions, during busy periods of aircraft
activity.
Hazards: Chemical hazards related to fuel products. Safety hazards related to
equipment/machinery used. Safety hazards related to working near and around running and
moving aircraft.
SECTION 7 NATURE AND SCOPE
Major Challenges: The major challenge of the position involves providmg airport logistical
support services to pilots and their passengers. Services provided include: aircraft fueling, flight
catering, ramp management, ground power for aircraft, car & hotel reservations, aircraft towing,
tie down, overnight hangar, long term hangar leasing, and other services on request.
Providing these services requires coordination of personnel, equipment, and supplies, within the
context of a smooth and seamless professional presentation to the public. The aviation business
requires the utmost concern to issues affecting flight safety, and the responsibility for quality
safe fuel lies with this position.
Serving pilot's and their passengers' needs is a demanding proposition. The services the airport
provides to the flying public function to create a pleasant experience for pilot & passenger at the
"front door" of the City of Fayetteville. Problem solving is the ongoing occupation of the Line
Operations Supervisor. This key position will rely on the airport administration staff,
maintenance staff, FAA control tower personnel, and supportive divisions of City administration;
and coordinate outside vendors, suppliers, and others; with the goal to provide the flying public
the highest quality aviation experience. The Line Operations Supervisor knows that problems
are solved when customers make complimentary or positive comments about Fayetteville
Municipal Airport.
Workflow: The position combines administrative and supervisory tasks, and routine work shift
responsibilities. The Line Operations Supervisor works mainly on his own initiative however is
assigned special projects from time to time. Such projects are assigned by lusher immediate
supervisor.
The Line Operations Supervisor guides the Line Service Technicians in their daily work. He/she
provides the Technicians with technical and safety related training, spill response procedure, and
directs an ongoingprogram of review. The position is responsible to author/edit/update a
Standard Operating Procedures manual for the Line Service operation to be used for training and
reference by the Line Service personnel. The position assists the airport's Fmancial Coordinator
to collect relevant financial and statistical information for reporting and budgeting purposes, and
directs his/her employees to that effort.
Decision Making Authority: The Line Operations Supervisor is subject to local, state and federal
regulations applicable to the storage, usage, or spillage of aircraft fuel, a hazardous material.
He/she is also subject to FAA -specific Hiles which regulate vehicle movement and
communications on the airfield. This position is responsible to assure compliance with these
regulations by Line Service staff, by observing the employee performance, review and
reinforcement through an ongoing training program.
Contacts: The most important contacts required in this position are customers, i.e. pilots and
their passengers, and airport hangar tenants. Secondly, the Lme Operations Supervisor works
closely with the airport administration to design and execute the strategies necessary to achieve
the short and long term objectives of the program. He/she must also coordinate with outside
a a
vendors and suppliers for delivery of matenals necessary for the operation. In addition, the Line
Operations Supervisor communicates with other business concerns on the airfield, and makes
presentations to the Airport Advisory Board in regard to the Line Service Operation program.

Background:
August 1, 2002 is the first year anniversary of the City of Fayetteville taking over the fuel sales
operation at the Fayetteville Municipal Airport. Fayetteville Air Service closed in July of 2001
and all of their personnel left with them. The personnel remaining on the Airport staff took over
the fuel sales with their maintenance staff and hired two people to be dedicated to the flight line
operation. We have remained at 2 flight line persons. The purpose of this item is to request the
City Council to authorize a new position to the airport staff. The new position will be the Flight
Line Operations Supervisor and will be responsible for running the Fixed Base Operation.
Discussion:
Currently the FBO is operated 7 days a week, 6 until 9 weekdays and 6 until 6 on the weekends.
This schedule requires one of the maintenance staff to work two days a week and 1 hour every
other week day in operations. This accounts for 19 hours every week of the 99 hours weekly that
we are open. For the first time since opening the FBO, one of the staff is on vacation this week.
The maintenance staff is taking up the slack but significant maintenance requirements are not
getting done.
Our overtime is averaging 45 hours each month. The overtime is used for call backs to take care
of aircraft landing or departing at times other than normal hours, to cover for those out sick or on
vacation, and for special scheduled times of increased activity. At time and one half this equals
67.5 hours a month.
Over a month it costs the operation 143.5 hours out of 160 hours if one person was doing the Job.
Since this includes call backs, it is not as bad as it appears but last month we recorded only three
(3) call backs which represents 9 total hours. A call back is two hours overtime.
This new position will be responsible for data entry into the City of Fayetteville's accounting
system and other administrative tasks. Currently James estimates that he spends 4 hours a week
doing data entry that the new person will do. At the end of the month, he estimates that he does

10 hours of work associated with reconciling the sales and inventory and recording the billing
information for the based aircraft. Louise spends 8 hours per month issuing the billing
statements. All together, that's 34 hours a month that will be assigned to the new Line service
supervisor. James will continue oversight but will be freed from many hours of data entry tasks,
allowing his greater attention to other airport financial and grant administration responsibilities.
We currently have only one person on duty at a time. When a bulk fuel delivery arrives, the line
is uncovered. We meet the driver and stay with the truck during each delivery. This week we
received two fuel loads James fueled aircraft on the ramp and across the field while the tanker
was being unloaded by the line tech. Yesterday, James was on the line fueling while the Line
Service Tech was on the east side taking care of our tenants.
Grant management, FAA reporting, State reporting, and reports to the City require significant
time and study and of late have been late due to the necessity of the day to day workload. James
has done an exceptional job with the FBO and getting us started but it is now time to flesh out
our customer service arm. We rely on our staff to be our first impression and to be responsive to
our customers.
We need a supervisor that can do the administration, work the line, and more closely supervise
the other workers to insure compliance with directives. He will perform, and instruct his
subordinates, in the recordkeeping and data entry into the accounting system, and to create
schedules. The plan is to have some overlap Monday through Friday so that deliveries can be
arranged during the overlap. The new supervisor will cover for vacations. We will only use
overtime staff for special occasions like the football weekends and necessarily, call backs.
Purpose: To authorize a Flight Line Operations Supervisor position at the Airport.
Budget Considerations: Funds are available in the airport fund.
Requested Action: City Council approval to add the new position and approval to
advertise to fill the position.
