BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby approves Amendment No. 2 to the
agreement with McClelland Engineering for engineering services in the amount
of One Hundred Sixteen Thousand Seven Hundred Thirty Dollars ($116,730.00)
and Task Order No. 9, engineering and construction observation for taxiway "A"
extension at Fayetteville Municipal Airport.

Section 2. That the City Council hereby authorizes the Mayor to sign such
a contract amendment with McClelland Engineering.

DRAKE FIELD, FAYETTEVILLE MUNICIPAL AIRPORT

COUNTY OF WASHINGTON
The basic agreement entitled CITY OF FAYETTEVILLE, AGREEMENT FOR
ENGINEERING SERVICES, is hereby amended. The referenced basic agreement
pertains to proposed improvements to Drake Field, Fayetteville's Municipal Airport.
This Amendment entered into and executed on the date indicated beneath the
signature blocks, by and between the City of Fayetteville (OWNER) and McClelland
Consulting Engineers (ENGINEER) extends the duration of the contract for the third of
a possible three years, as allowed in the first paragraph on page 1 of the basic
agreement. This action is taken to allow the Engineer to undertake design and
construction administration services beyond the already -amended contract expiration
date of March 7, 2002. As a result, the amended contract expiration date becomes
March 7, 2003.
SECTION I - PROJECT DESCRIPTION
The types of projects to be undertaken during this extended period include, but are not
necessarily limited to, Large Scale Development Planning, hangar additions, pavement
rehabilitation and improvements, site drainage improvements, and runway/taxiway
construction.

SECTION II - BASIC AGREEMENT IN EFFECT:
Except as amended specifically herein, the basic AGREEMENT FOR ENGINEERING
SERVICES shall remain in full force as onginally approved and executed.
IN WITNESS WHEREOF, the parties hereto have caused this AGREEMENT to be duly
executed as of the date and year first herein written.

TASK ORDER NO. 9
EAST SIDE PARALLEL TAXIWAY
STATE OF ARKANSAS
COUNTY OF WASHINGTON
This Task Order is written pursuant to the basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on March
7, 2000. The referenced basic agreement pertains to proposed improvements to Drake
Field, Fayetteville's Municipal Airport. This Task Order entered into and executed on the
date indicated below the signature block, by and between the City of Fayetteville
(OWNER) and McClelland Consulting Engineers (ENGINEER) sets forth the project
description, project schedule, and engineering fees related to pavement rehabilitation
and improvements, Drake Field.
SECTION I - PROJECT DESCRIPTION
The project is to consist of: performing the preliminary engineering for extending the
East side parallel Taxiway A" at Drake Field between Taxiway "D" and Runway "34" at
the South end of the Airport; formulating a phasing plan for construction; providing
preliminary cost estimates for each phase; and performing the engineering services
associated with the preliminary and detailed design and construction of the initial phase
of development, which will extend southward from Taxiway "D" a distance between
1000 and 2800 feet (with a minimum paved width of 50 feet). During the preliminary
engineering phase of the work, consideration will be given to widening Taxiway "D"

and/or constructing a cross -connecting taxiway between the proposed parallel taxiway
at Taxiway "E" or "F."
SECTION II - PROJECT SCHEDULE
From the time the OWNER issues the Notice To Proceed (NTP), the ENGINEER will
endeavor to execute the project within the following time periods:
Task Completion After NTP
A. Surveying: 45 calendar days
B. Geotechnial Investigation: 45 calendar days
C. Preliminary Engineering: 60 calendar days
D. Phasing Plan & Cost Estimates: 65 calendar days
E Meeting with City to Present
Engineering Report: 70 calendar days
F. Submittal of detailed Design,
Phase I: 120 calendar days
G. Advertise for bids, Phase I: 150 calendar days
SECTION III - SCOPE OF SERVICES
The ENGINEER shall, generally, provide those services listed in the basic agreement
which are applicable to this specific Task Order. Specifically, the project is likely to
include:
A. Surveying for the entire length of the proposed East side parallel taxiway.
B. Performing a geotechnical investigation of the full length of the proposed
parallel taxiway to categorize soil types and subsurface conditions to be
encountered.

C. Performing preliminary engineering of horizontal and vertical alignment of the
full length of the proposed parallel taxiway; including formulating a plan to
phase the construction of the various segments of the parallel taxiway so as
to fit each phase within the annual funding likely to be available, formulating
preliminary construction cost estimates for each phase of the proposed
implementation plan, and meeting with the City to discuss sources of funding
and an implementation schedule for each phase of construction.
D. Performing the detailed design of the Taxiway Extension and Phase the
construction project as determined by the City.
E. Coordinating with the U.S. Forestry Service, Federal Aviation Administration
and the Arkansas State Department of Aeronautics to secure their review of
the proposed project.
F. Advertising for competitive bids and recommending the award of a
construction contract for Phase I.
G. Prepare Funding Application for FAA Grant.
H. Construction Administration, Inspection and prepare "Record Drawings" for
Phase I at the completion of construction based upon the Contractor's mark-
ups for Phase I.
I. Construction staking for a baseline for Phase I.
J. Construction materials testing for Phase I.
SECTION IV - FEES AND PAYMENTS
The following fees are to be paid to the Engineer as compensation for his services:
A. Surveying: a lump sum of $ 6,000.

B. Geotechnical Investigation: a lump sum of $ 6,420.
C. Preliminary Engineering; Phasing Plan, Cost
Estimates, and Meetings a lump sum of $ 11,600.
D. Detailed Plans & Specs for Phase I: a lump sum of $ 23,260.
E Coordination with Regulatory Agencies: hourly rates, estimated to be
$ 2,000.
F. Bidding Service: a lump sum of $ 2,530.
G Funding Application Service a lump sum of $ 1,040.
H. Construction Administration & Inspection: hourly rates, estimated to be

Observation $ 42,200.
Record Drawings $ 1930.
I. Construction Staking: a lump sum of $ 1,030
J. Construction materials testing: hourly rates & unit prices, estimated
to be $ 13,070.
Appendix A presents hourly rates for personnel anticipated to be assigned to this
project by the ENGINEER.
Appendix B presents the basis of payments to the ENGINEER.
SECTON V - BASIC AGREEMENT IN EFFECT:
Except as amended specifically herein, the basic AGREEMENT FOR ENGINEERING
SERVICES shall remain in full force as originally approved and executed.

Amendment #2 to Agreement for Engineering Services
Task Order #9, Eastside Taxiway Extension
Background: On March 7, 2000 the Fayetteville City Council approved an engineering contract
with McClelland Consulting Engineers, Inc. for multiple capital improvement projects scheduled
at Drake Field. The contract was for one year with two one-year extensions. Included in the
original contract approval were Task order #'s 1 & 2, Lancaster Drive extension project, and
Engineering and construction observation of two 8 -bay T -hangars respectively.
On December 19, 2000, the engineering contract was approved for renewal of the second year
extension period with task order #'s 3 thru 8 added. Projects included Large Scale
Development Plan, Pavement Rehabilitation, and hangar design. Other projects included in the
task list did not go forward due to changing conditions/priorities. Task order # 8, the Pavement
Rehabilitation project, is currently underway and due to be completed in the spring 2002. The
current contract with McClelland Consulting Engineers expires on March 6, 2002.
Purpose: Anticipated in 2002 is Phase I of the extension of Taxiway "A" to the east -side
development area in proximity to the pending USDA Forest Service Firefighting Base
development.
The purpose of this request is to approve renewal of the engineering contract for the third of the
possible three years as described in the initial engineering services agreement, and approval of
Task Order # 9, Engineering and Construction Observation for Taxiway "A" Extension.
The Airport Board, at their meeting of January 10, 2002 approved of the engineering contract
renewal and initiation of Task Order #9, and requested the contract be forwarded to the City
Council for approval.
Budget Considerations:
The taxiway extension project is included in the airport's Capital Improvements program budget.
No change to the budget is necessary at this time.
Requested Action: Staff recommends approval of, and signature by the Mayor of the
attached Agreement for Engineering Services with McClelland Consulting Engineers, Inc.
