A RESOLUTION AWARDING BID #02-25 TO LEECO, INC. IN
THE AMOUNT OF ONE HUNDRED SEVENTY-SIX THOUSAND
TWO HUNDRED SIXTY-FOUR DOLLARS ($176,264.00) TO
PROVIDE NINETY (90) SETS OF PERSONAL PROTECTIVE
EQUIPMENT TO THE FAYETTEVILLE FIRE DEPARTMENT;
AND APPROVING A BUDGET ADJUSTMENT IN THE AMOUNT
OF ONE HUNDRED TWENTY THOUSAND DOLLARS
($120,000.00) FOR SAME.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of Fayetteville, Arkansas, hereby awards
Bid #02-25 to Leeco, Inc. in the amount of One Hundred Seventy -Six Thousand
Two Hundred Sixty -Four Dollars ($176,264.00) to provide ninety (90) sets of
personal protective equipment to the Fayetteville Fire Department.
Section 2. That the City Council of Fayetteville, Arkansas, hereby
approves a Budget Adjustment in the amount of One Hundred Twenty
Thousand Dollars ($120,000.00) for same.

Personal Protective Equipment Bid 02-25 Award
Personal Protective Equipment is the ensemble that protects firefighters from the hazards
associated in the performance of duty. Fire, heat, chemicals, blood borne pathogens and many
other hazards are faced by our fire department personnel. This equipment is designed to afford
the greatest level of protection to reduce the likelihood of injury or death to our firefighters.
STATUS
In December 2000 several firefighters were injured during operations at the First Church of the
Nazarine fire with one firefighter receiving serious burns. During the course of this investigation
NIOSH tested the firefighters personal protective equipment and found the equipment had an
overall protection degradation of fifty percent. The garments age at the time was eight years old.
The company conducting the test conveyed that the accepted life expectancy of personal
protective equipment is five years, with proper care and maintenance.
As a result of these findings, the new fire administration created a Safety Committee consisting
of personnel from all disciplines within the department. This committee reviewed the
investigation results, evaluated our current personal protective equipment, and assessed past
causes for firefighter injuries. They determined that a little over sixty percent of our personal
protective equipment was beyond the five year service life.
The committee also attributed many past burn injuries directly to design features of the current
equipment. Previously accepted practice was to purchase equipment off the shelf with no regard
to individual fit or safety enhancements to reduce the possibility of injury.

With these findings in hand, the Safety Committee embarked on a comprehensive review of
personal protective equipment. Research was conducted on various manufactures specifically
focusing on the safety needs of our personnel. After much deliberation on what was currently
available in the market place, they developed a set of specifications that meet the safety needs of
the Fayetteville Fire Department.
RECOMMENDATION
The Fire Administration recommends that City Council award Bid #02-25 to Leeco, Inc. for all
items listed. Leeco, Inc. has met the specifications on all items included in the bid. We have
determined that it would be in the City's best interest to accept Leeco's bid on the boots to allow
for ease of purchasing the entire ensemble from one vendor in lieu of splitting out one item.
Award of this bid will allow the department to standardize its personal protective equipment and
to enhance the safety features that protect our firefighters.
The proposal is to purchase ninety sets of personal protective equipment. This will replace all
equipment for current personnel and allow for backup sets in cases where gear is damaged or
contaminated. Total cost of the project is $176,264. with funds coming from three accounts,
Uniforms and Personal Equipment $25,000, Fire Service Equipment Act 833 $32,000, and Fire
Department Capital Improvements $120,000. The Fire Department has applied for a United.
States Fire Administration Fire Act Grant that if awarded will replace $111,508 of the funds
spent on this project.
