A RESOLUTION AUTHORIZING THE HALF TIME
EQUIVALENT POSITION OF PARTS EXPEDITER
IN THE FLEET OPERATIONS DIVISION OF
THE PUBLIC WORKS DEPARTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. The City Council of the City of Fayetteville, Arkansas, hereby
approves a Resolution to authorize the half-time equivalent position of Parts Expediter in
the Fleet Operation Division of the Public Works Department.

SUBJECT: REVISION OF FLEET OPERATIONS PERSONNEL
STATUS
As of January 1, 2002, the Fleet Operations Division utilizes 15 1/2 Full Time Equivalent positions
(Body Count). However, we have operated for calendar years 2000 and 2001 with the utilization
of an additional 'r4 person. This individual has been James Hale who has provided the City of
Fayetteville with 26 years of faithful and productive service. The last two years James has
functioned as a "parts runner" and general "gopher". His abilities have saved productive
technician time and assisted in relieving the work load of the Parts Operation.
In an effort to reduce operating costs, every effort has been made to comply with budgetary
requirements. One of the items proposed was to reduce the gross pay of employee Hale from the
current approximate annual rate of $15,000 (based on his former full time hourly rate) to a pay
scale more appropriate to the position he has been filling for the last 2 years. This would reduce
his approximate annual rate to $9,000, and consequently would save the City approximately
$6,000.
During the Budget process, it became apparent that the additional '/2 person was not a part of our
actual physical body count. Therefore the position Mr. Hale has held for the last 2 years would
either have to be authorized or eliminated. Elimination of this position is very inappropriate as he
has saved the City countless dollars and an immeasurable amount of productive time through
parts retrieval and receipt of inventory. His ability to recognize correct versus incorrect items at
the vendors place of business has been unsurpassed. In many cases it has been made obvious
that a less knowledgeable individual would not have recognized an incorrect part or an improperly
assembled unit. The alternative to utilizing Mr. Hale's expertise would be to send a line technician
or supervisory personnel to pick up parts. It is obvious that in doing so, the hourly cost could be
doubled along with loss of productive shop time on the part of technician utilization or the inability
of supervisory personnel to handle problem items as they occur.
At present the City Fleet consists of approximately 500 units that are maintained by 11 full time
technicians with shop coverage from 5:00 A.M. to 10:00 P.M. Monday through Thursday and 5:00
A.M. to 5:00 P.M. on Friday. To pull a technician for a trip to Springdale, Rogers or Bentonville

defeats the purpose of training and limits our utilization of that technician's abilities. When we
have a unit down during inclement weather this becomes even more critical as vehicle and
equipment operators are being made idle when equipment fails.
Therefore the only practical and obvious solution is to authorize the additional ½ person allowing
Mr. Hale to continue his employment with the City, and permit our operation to take advantage
of his invaluable expertise.
