A RESOLUTION APPROVING THE PURCHASE OF TWENTY-
SEVEN (27) WASTE/ RECYCLING RECEPTACLES IN AN
AMOUNT NOT TO EXCEED NINETEEN THOUSAND THREE
HUNDRED FIFTY-THREE DOLLARS ($19,353.00) FROM
WINDSOR BARREL COMPANY FOR PLACEMENT IN THE
DOWNTOWN AREA, THE FAYEIIEVILLE SQUARE, AND
DICKSON STREET.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby approves the purchase of twenty-
seven (27) waste/recycling receptacles in an amount not to exceed Nineteen
Thousand Three Hundred Fifty -Three Dollars ($19,353.00) from Windsor Barrel
Company for placement in the Downtown area, The Fayetteville Square, and
Dickson Street.
Section 2. That the City Council hereby authorizes the Mayor or his duly
authorized representative to sign any documents required to complete said
purchases.

SOLE SOURCE JUSTIPIC?ATION
PURPOSE:
This form, with one or more categories completed, must accompany
purchase requisitions for the sole source procurement of equipment
or supplies exceeding $500 (purchases from State Contract vendors
excepted). The purpose of sole source justification is to show
that competitive bidding is impractical because only one product or
service provider can meet a specific need. Therefore, an equitable
evaluation of comparable products or services must be made and
documented by the requestor which shows that rejection of other
products or services is based solely on their failure to meet that
need. In cases where no other comparable source can be identified,
a technical description of the product requested and a listing of
those companies which were considered as alternate sources must be
provided. Sole source justification cannot be based on quality or
price. Quality can be a subjective evaluation based upon opinion.
Municipal (public) procurement law requires price considerations be
evaluated via competitive quoting or bidding.
while all sole source justifications are subject to review, sole
source justified purchases of $5,000.00 or more must be publicly
bid. During this time other suppliers will have the opportunity t�
review the request and submit a quotation for an equivalent source.
Therefore, justifications must contain clear, in-depth, and
accurate information in order to avoid protests and the possibility
of delaying the procurement.

The following quote meets your specifications completely. I do want to point out
that the container we have quoted mounts to the surface by bolting the unit through
3/4" bolt holes in the bottom of the container. There is no flange per se. However,
if some sort of flange is deemed necessary, I am certain we can provide something to
meet your requirements.

Observance of Labor Day
The City of Fayetteville Solid Waste and Recycling Division will be closed on Monday,
Sept. 3 in observance of Labor Day. Residential collection of household garbage,
recyclable materials or yard waste for the remainder of the week will be as follows:
Monday routes will be collected on Tuesday, Sept. 4th
Tuesday routes will be collected on Wednesday, Sept. 5th
Wednesday routes will be collected on Thursday, Sept. 6th
Thursday routes will be collected on Friday, Sept. 7
th
Commercial containers and cart routes will maintain normal collection schedules. If you
have any questions about your solid waste service, please contact the Solid Waste and
Recycling Division at 575-8398.

toned we could not powder coat them but instead we would use an industrial enamel to paint

post consumer content recycled plastic (milk jugs) and are available with one, two. three

The envirodesign Recycled Plastic Lumber Recycling Centers
consist of several individual receptacles which are grouped
together around a center post. They are available in a wide
variety of styles, sizes and color choices combining both great

Subject: Streetside Solid Waste and Recycling Receptacles
Background
The Solid Waste and Recycling Division will facilitate the City's beautification goals by
purchasing and servicing 27 waste and recycling receptacles for placement in pedestrian
areas downtown. Target locations for placement are Mountain Street, Center Street, the
Square, Block Street, Dickson Street and strategic parking areas.
These combination receptacles will collect non -recyclable waste as well as glass, plastic
and aluminum for recycling. (See Attached Photo) The combination units are attractive
and compact, therefore taking up less sidewalk space. They are also manufactured with
recycled plastic lumber on an aluminum frame.
The attached quote sheet reflects verbal and written quotes from three manufacturers.
Staff reviewed quotes and materials for specification compliance. There is a $116.78 per
unit price difference between the recommended manufacturer and the lowest quote
Windsor Barrel Works can supply a superior product, as they make these units on a
regular basis and manufacture the product with aluminum framing. With aluminum, there
is no rust and, consequently, lower long-term maintenance costs. The other two
manufacturers quoting on this product would have to custom -manufacture the product
and frame with steel, which will rust over time.
Recommendation
Approve resolution authorizing purchase agreement.
