LEED Green Building certification. The library staff, Trustees and Foundation has heard much public concem about energy efficiency and sustainability of the new library over the last 2.5 years of project planning. Throughout the pre -funding and design phases the design team has been committed to creating a sustainable and responsible work of architecture. The Board of Trustees has recently approved a means to gain greater commitment to these goals through the US Green Building Council's Leadership in Energy and Environmental Design (LEED) Rating System. This request asks for your support and commitment to these goals. The Green Building Council was formed in 1993 to accelerate the adoption of green building practices, technologies, policies and standards. It has more than 740 leading intemational organizations as its members including product manufacturers such as United Technologies/Carrier, Herman Miller, Kawneer Company, DuPont, Trane Company, Owens Coming, Armstrong World Industries; environmental leaders such as the Rocky Mountain Institute, Natural Resources Defense Council, Steel Recycling Institute, David and Lucille Packard Foundation, and the National Audubon Society; building and design professional such as the American Institute of Architects; retailers such as Gap and Target Stores; as well as financial industry leaders such as the Bank of America Green Building Council's LEED certification is a building rating system based on existing proven technology. It evaluates environmental performance from a whole building perspective over the building's life cycle. It is based on accepted energy and environmental principles. A project eams credits for satisfying each criteria. Different levels of green building certification are awarded based on total credits eamed. You can find out more about the US Green Building Council and the LEED certification program at http://www.usabc.orq. The Library Board of Trustees is asking the Council to approve a budget adjustment and contract amendment in the amount of $26,400 for additional professional services and fees to enroll in and apply for LEED certification. They are not asking for additional project funds. Because the budget was set for this project in early 1999, a project contingency was established to cover unforeseen items like this. For example, the book conveyance system was not a budget line item in 1999, but will be covered by project contingency. The LEER certification process will involve additional research, systems analysis, documentation, record keeping, and inspection in order to satisfy the application and certification requirements. The work will run concurrent with existing design documentation and would follow the balance of the project schedule. The scope of the work is as follows: Application and certification fees $1,670 Research, analysis, reports (200 hours) $16,500 Record keeping and inspections (100 hours) $8,250 Total $26,420 The benefits of LEED certification are as follows: • Through systems analysis, we will have a clear understanding of energy efficiency before the project is built. • It will cause more thoughtful and deliberate decision-making. • The rigorous certification process will drive and force building efficiency and sustainability. • This project will be the first certified green building in Arkansas. Therefore, it will serve as a model for other public and private building projects. We will far surpass the Arkansas energy code (1989) requirements.
