A RESOLUTION ACCEPTING A GRANT IN THE AMOUNT OF
FIFTY-SEVEN THOUSAND TWO HUNDRED FIFTY-FIVE
DOLLARS ($57,255.00) FROM THE ARKANSAS DEPARTMENT
OF AERONAUTICS TO INSTALL BUILDING PERIMETER
TRENCH DRAINS TO RELIEVE WATER INTRUSION PROBLEMS
AT THREE (3) T -HANGARS AT DRAKE FIELD, AND
APPROVING A BUDGET ADJUSTMENT IN THE AMOUNT OF
NINETEEN THOUSAND EIGHTY-FIVE DOLLARS ($19,085.00).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby Accepts a grant in the
amount of Fifty -Seven Thousand Two Hundred Fifty -Five Dollars
($57,255.00) from the Arkansas Department Of Aeronautics for the
installation of building perimeter trench drains to relieve water intrusion
problems at three (3) T -Hangars at Drake Field.
Section 2. That the City Council hereby Approves a budget
adjustment in the amount of Nineteen Thousand Eighty -Five Dollars
($19,085.00)

Subject: T -Hangar Trench Drains
have attached a background memo concerning the history of the new T -Hangar drainage
issues. It is important to note that these three hangars were built on existing asphalt apron.
An assumption was made by all concerned that the drainage as designed initially for this apron
some 20 years ago would be adequate. That assumption has been proven invalid. However,
no investment has been lost. All improvements would have required essentially the same work
initially, with the construction of the T -Hangar in 1999-2000, as is being proposed at this
time.

SUBJECT: T -Hangar Drainage - Units E, F, & G
Following your request, this will summarize the particulars relative to the decision to construct
perimeter trench drainage around hangar units E, F, & G.
Hangar building "E" began construction in November of 1999 and was completed in May of
2000. The engineers on the project were Garver Inc, Engineers. The construction was
performed by Gray Construction Inc.
Construction on Hangar units F & G began in September 2000 and was completed in
November of 2000. Engineers on the Project were McClelland Consulting Engineers, Inc. The
two buildings were constructed by Harrison Davis Construction, Inc.
All three structures were built directly on the existing asphalt pavement apron. The apron was
constructed in 1982.
After a heavy rain in January, 2001 it came to light that storm -water runoff was entering
building "F", and running through the length of the building from the south end to the north.
Further investigation revealed that hangar buildings "E" & "G", had a similar drainage problem
though to a lesser degree.
McClelland Consulting Engineers undertook a study of the situation and proposed alternate
solutions with costs ranging from minimal to expensive with a goal toward finding the most
practical and cost effective solution. In an effort to produce an objective assessment of the
problem, McClelland chose a staff engineer who did not have any involvement with the original
design work on the buildings "F" & "G", to perform the study.
The Airport Board also undertook an investigation of the problem. The Board formed a
committee to study and make a recommendation to Airport staff as to the appropriate course of
action to resolve the drainage problem.
A city staff engineer met with Airport staff and a McClelland representative, for the purpose of
providing an additional perspective on the problem, and to review staff progress in resolving the
situation.
The parties involved in addressing the problem generally concur that the drainage problem
results from a number of contributing conditions:

The pavement was originally built with slight "ridges & valleys" with the building
structures centered on the "ridges" and runoff channeled to the "valleys" between
the buildings. The pavement was originally designed for 50' building widths. The
constructed buildings are 60' width to accommodate twin engine aircraft, with the
east wall aligning with the series of T -Hangar buildings to the south (Units A, B,
C, & D), and thus offset west from the centerline of the pavement "ridge" by 5'.
The pavement itself is essentially flat with a 1% or less slope. Variance from the
designed vertical grade is within accepted reasonable tolerances, however it is
conceivable that some settlement has occurred since the time the pavement was
constructed 18 years ago.
Storm water enters the buildings under the bottoms of the bi-fold hangar doors, a
result of splashing roof -runoff and wind -driven rain. There is also a noticeably
low area in the asphalt pavement at the southwest corner of hangar building "F"
allowing runoff to enter the southwest corner storage unit. Due to the flatness of
the pavement, and the northerly direction of flow from the south -side grade
break, the entering water has a tendency to remain interior, flowing north through
the length of the building.
• The hangars were designed to be erected directly on the asphalt apron, not a
building pad, and are not waterproof at the connection.
• At the time the buildings were being planned, the Airport Board advised Airport
staff to consider measures to reduce building costs on hangar projects.
During initial consultation with engineers to determine the scope of the design,
Airport staff eliminated drainage from the proposed engineering work for the
sake of cost economy, considering that no known problem existed with other
hangar buildings adjacent to the site.
It should be noted that the additional engineering and construction necessary to resolve the
drainage problem, represents in some measure, extra costs the city would have incurred had
the drainage work been originally included in the project.
McClelland Consulting Engineers, Inc. offered to provide design of the drainage work at no cost
to the city.
The Airport Board, at their meeting of May 3'", resolved to allow staff to proceed with
engineering work on a perimeter trench drain system. The Board recommended that Airport
staff apply for State Aeronautics Department grant funding to pay for 75% of the cost of the
additional work.

Background: Relative to the drainage project for T -Hangar Units "E", "F", & "G", the Airport Board formed
a committee to investigate the characteristics of the T -Hangar water intrusion problem. They determined
that the problem is a result of a number of factors including decision by the board encouraging airport staff
to consider measures to reduce construction costs, the physical features of the building site, and other
elements. They concluded that the engineer's design was not faulty, nor was construction quality deficient.
The board also agreed that drainage work of this type is added value to the project and would have been a
project expense were it not excluded due to cost economies.
The Airport Board at their May 3, 2001 meeting, recommended proceeding with perimeter trench drainage
as the most desirable of the alternates proposed by McClelland Consulting Engineers, Inc. to mitigate the
water intrusion problem.
In the interest of promoting a cooperative, expedient solution to this problem, McClelland Consulting
Engineers, Inc. has offered to provide the trench drainage design work at no charge to the city.
Purpose: The purpose of the grant request is to provide funding for the cost of addressing a drainage
problem affecting T -Hangar buildings "E", "F", & "G" on the east side of the airfield. The problem came to
light shortly after units "F" & "G" were constructed, however the problem affects all three structures
Investigation of the situation was performed by the engineers on the project, the Airport Board, Airport staff,
and City Engineering staff to determine responsibility, if any, on the part of the engineers or contractor to
remedy the problem, as two of the buildings were recently constructed. The consensus of the parties
involved assessed no fault on the part of the engineers or the contractor, however all agreed that the
problem needed to be effectively addressed in a timely manner.
An application was prepared and submitted to the ADA for funding of this project under their SAAG 75/25%
grant program. This grant will pay 75% of the project costs. Construction costs for the project are estimated
at $76,340. In accordance with the City's Policies and Procedures relative to grants application, this item is
submitted to the City Council for review as an informational item. The Arkansas Aeronautics Commission
met on Wednesday, June 13, and approved this request for grant funding.
Attached is a copy of the request for grant funding to Arkansas Department of Aeronautics.
Budget Considerations: A budget adjustment is needed to carry out this project. The attached budget
adjustment includes a 10% project contingency amount.
Action Requested: A resolution approving the budget adjustment.
Staff Recommendation: Staff recommends review of the grant request and approval of the budget
adjustment.

Dear Mr. Knight;
Enclosed please find two (2) copies of a proposal for Arkansas Department of Aeronautics grant
funding under the SAAG 75 - 25% grant classification. Fayetteville Municipal Airport requests
funding in the amount of $57,255, 75% of a total project cost of $76,340, which includes a 10%
project contingency amount. The project proposal is for work on three T -Hangar buildings. We
plan to install building perimeter trench drainage in order to mitigate an existing water intrusion
problem.
The water intrusion problem affects two newly -constructed T -Hangar buildings, "F" & "G", and
one building, "E", that was constructed in early 2000.
The buildings were built on existing asphalt pavement. The pavement was constructed sixteen
years ago according to the FAA standards prevailing at that time. The pavement was
constructed with slight "ridges" and "valleys". The hangars are constructed on the "ridge," and
the "valleys" cause the run-off to be channeled between the buildings. Variations from the
designed vertical grade are within accepted reasonable tolerance, however the pavement is
effectively flat, within 1% slope. Because of the -age of the pavement construction, it is
conceivable that some settlement may have occurred. Water sheds north from a grade break
south of and perpendicular to the three hangar buildings.
There is a tendency for water to enter the buildings along the east wall under the bi-fold hangar
doors. Also, roof run-off and wind-blown rain runs down the doors and seeps into the building
under the door rubber gasket seal.
Due to the flatness of the pavement, and the northerly direction of flow from the south -side grade
break, the entering water has a tendency remain interior, flowing north through the length of the
building.
The City's administration, the Airport Board, and other interests have voiced concern over who
may be financially responsible to address the water problem considering that the most affected

structures are newly -built. The Airport Board formed a committee to investigate the

McClelland Consulting Engineers, Inc. the engineering firm which designed units "F" & "G",
performed at no cost, a comprehensive study of the drainage problem which included inspections
during rainy weather conditions and running water on the ramp in dry weather to determine how
flow pattems interact with the structures. McClelland has offered to design the improvements for
all the buildings at no cost to the airport. Their good -faith contribution to the project is part of
the mutual desire of all the parties involved to address and solve the water incursion problem
cooperatively, with prudence and efficiency.
Preliminary estimates of construction costs and drawings illustrating the nature of the work for
this project are included with the application.

The sponsor agrees to furnish the Arkansas Department of Aeronautics a copy
of the legal instrument affecting use of the property for an airport. In
application for a new landing site or expansion of existing facility, the
FAA Form 7480.1, Notice of Landing Area Proposal, must be approved by FAA
before review for grant can.be made by the state.
No land purchased with State Grant Funds may be sold or disposed of without
State Commission approval. All requests for sale or disposal of property
fill be considered on an individual case basis.
No airport accepting State Grant funding may issue an Exclusive Rights
Lease.
All applications for navigational aids (such as NDB & ILS) must have FAA
site approval before a state grant can be approved.
A11='Grant applications involving Federal Airport Improvement Program (AIP)
funding must be accompanied by the approved FAA application.
If this project is approved by the Arkansas Department of Aeronautics, and
is accepted by the sponsor, it is agreed that all developments and
construction shall meet standard FAA construction practices as outlined in
the specifications of this agreement. Runways, Taxiways, Parking Ramps,
etc. shall have a base and a thickness thatwill taccomodate the weight of
aircraft expected to operate at this airport.

project within three (3) months of the Arkansas Department of Aeronautics'

completed within one year from the date of acceptance of this grant by the
Arkansas Department of Aeronautics. Applications for extension will be
entertained if circumstances beyond the sponsor's control occur.

PROPOSED DRAINAGE IMPROVEMENTS
EAST SIDE T -HANGAR APRON
Introduction
During the year 2000, three new T -Hangars ("E", "F" & "G") were constructed on the
eastem side of the airport property. The hangars were built on an asphalt aircraft apron which
was constructed in 1984. The apron was constructed with alternating slight "ridges" and
"valleys" so that the hangars could be centered on the "ridges", allowing storm water collection
and drainage to occur in the "valleys" between the hangars. Refer to the attached plan -view
drawing.
Because the apron gradients are necessarily very slight (to allow manual positioning of
general aviation aircraft); and because reasonable tolerances are allowed in the vertical location
of constructed asphalt pavements; and because some vertical movement of the asphalt surface,
however slight, may have occurred since the aprons were constructed, the surface runoff of
stormwater does not follow the exact route intended.
Specifically, surface runoff is entering the hangars along the southern and western sides
of T -Hangar "E", and along the eastem, southern and western sides of T -Hangars "F" and "G".
McClelland Consulting Engineers, Inc was retained to study the problem and to propose
a plan to improve this situation.
The Study
The study considered several options, ranging from simple caulking to pavement
replacement, with preliminary cost estimates varying from $750 to $ 110,000. A subsequent
discussion with the City's Airport Board, and the special committee appointed to consider this
matter, resulted in a proposal to construct trench drains as indicated on the accompanying
drawing.
Elements of the Work
The construction work scope is likely to include:
1. Controlled demolition of selected portions of asphalt pavement.
2. Excavation of base and subgrade materials.
3. Installation of the sidewalls and bottom of a trench drain (yet to be determined
whether it will be prefabricated pipe, channel or cast -in-place concrete).
4. Grate installation.
5. Select backfill construction around the trench drain.
6. Apron surface placement and/or finishing.

7. Subsurface storm drain construction between trench drains and the northern edge of
the existing apron.
8. Shaping an earthen drainage swale along the northern edge of the apron.
9. Required seeding and erosion control.
10. Caulking as needed to seal construction joints.
Estimated Project Costs
1. Pavement demolition — 950 SY @ $12/SY = $11,400
2. Excavation— 185 CY @ $10/CY = $1,850
3. Trench walls/bottom — 1,260 LF @ $25/LF = $31,500
4. Grate— 1,255 LF @ $8/LF = $10,040
5. Select backfill — 200 tons @ $15/ton = $3,000
6. Surface finish — 560 SY @ $6/SY = $3,360
7. Storm drains — 250 LF @ $25/LF = $6,250
8. Swales — 500 LF @ $2/LF = $1,000
9. Seeding, etc. — Lump Sum = $500
10. Caulking — Lump Sum = $500
Subtotal, Construction = $69,400

Contingencies @ 10% = $6,940
