A RESOLUTION ACCEPTING A JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANT IN THE AMOUNT OF THIRTY-
ONE THOUSAND THREE HUNDRED NINETY DOLLARS
($31,390.00) TO FUND THE DARE PROGRAM AND PROVIDE
EQUIPMENT FOR SCHOOL RESOURCE OFFICERS, AND
APPROVING A BUDGET ADJUSTMENT IN THE SAME
AMOUNT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby Accepts a Juvenile
Accountability Incentive Block Grant in the amount of Thirty-one
Thousand Three Hundred Ninety Dollars ($31,390.00) to fund the DARE
program and provide equipment for School Resource Officers.
Section 2. That the City Council hereby Approves a budget
adjustment in the amount of Thirty-one Thousand Three Hundred Ninety
Dollars ($31,390.00).

ROGRAlYI DESCRIPTION (Use no more than the space available on this page)
The Fayetteville Police Department will use these grant funds to supplement and
expand our Drug Awareness Resistance Education program and for additional equipment
and supplies for our School Resource Officer program.
As student's attention becomes harder to get and keep, these additions to our
program are essential. Each class or even each child has their best way of learning and if
we can provide our officers with the proper equipment the success of the program will
increase.
The Fayetteville Police Department and the Fayetteville Public School System is
committed to providing every student the information and encouragement to resist
tobacco, alcohol, marijuana and other illegal drugs. Our efforts include each high school
having two school resource officers; the junior high and middle. schools each have a
school resource officer. These officers instruct classes on the consequences of using
drugs and other laws commonly broken by this age group. They are also involved in
conflict resolution both teaching and enforcing on campus. Fayetteville provides trained
officers to teach the DARE curriculum in all fifth grade classes each year. This has been
a priority for the last ten years. This grant will supplement and provide equipment for the
program already established.
With the funds received from this grant an additional six officers will be trained in
DARE Core Certification; four officers in DARE Junior High Curriculum; four officers
in DARE Senior High Curriculum; four officers will attend the National DARE
Conference and the Arkansas State DARE Officer's Conference will be hosted in
Fayetteville. With the knowledge and the additional trained officers obtained from the
above events, the DARE program will be implemented in both the junior high and high
school level.
This grant also includes items for our school resource officer such as a multi-
media projector, laptop computer, Digital video camera, portable breath test equipment
for each school, brochures and display racks, posters and videos, and other supplies for
drug prevention and safety.

Local units of govemment must provide an assurance that, other than funds set aside for administration, not less than
45 percent is allocated for program purpose areas 3-9, and not less than 35 percent is allocated for program purpose
areas 1, 2 and 10. This allocation is required unless the local unit of government certifies, in the space provided
below, that the interest of public safety and juvenile crime control would be better served by expending its funds in a
proportion other than the 45 and 35 percent minimums. This certification/waiver should provide information
conceming the availability of altemative funding sources, existing structures, and the reasons for the alternative use.
However, with or without this waiver, all funds must be expended for programs within the 12 authorized
program purpose areas. (Please use no more than the space available on this page for your explanation)
The interest of public safety and juvenile crime control will be better served by
expending 100% of the grant funding on program purpose area 1/11. The City of Fayetteville
does not have a juvenile court or juvenile prosecutor.

JAIBG CASH MATCH REQUIREMENT FORM
Cash Match
A local unit of govemment may allocate up to 10 percent of the total program cost for administrative costs
related to the JAIBG programs. All funds used for administrative costs are subject to the Cash Match
requirement. The local govemment recipient of the JAIBG award must contribute (in the form of a Cash
Match) 10 percent of the total program cost (other than costs of construction of permanent correctional
facilites, which require a 50 percent match). The total program cost is made up of the Federal award
amount and the Cash Match If only the Federal amount is known, the calculation of the match
requirements is as follows.
1. Convert the Federal award amount percentage to a fraction (example, 90 percent = 9/10).
2. Invert the fraction from 9/10 to 10/9.
3. Multiply the Federal award amount by the numerator (example, 10,000 x 10 = $100,000).
4. Divide the result by the denominator to determine the total program cost (example, $100,000/9 =
$11,111.11).
5. Subtract the amount of the Federal award from the total program cost to determine the Cash Match
(example, $11,111.11 — $10,000 = $1,111).
Allowable Sources of Cash Match are:
1. City and County Appropnations
2. Housing and Community Development Act
3. Equitable Sharing Program, a Federal asset forfeiture distnbution program to state and local officials
4. Appalachian Regional Development Act
5. Private Funds

ASSURANCES AND CERTIFICATION BY APPLICANT
Assurances
Applicant assures and certifies that he/she has read and will comply with the following:
1. The Grantee shall provide the services under the terms of this agreement in
accordance with the purposes, goals, objectives, and target groups as so stated in
the application for funding and any approved addendum.
2. The Applicant possesses the legal authority to apply for this grant; a resolution or
motion has been adopted by the applicant's governing body which authorizes the
submittal of this application, including all understanding and assurances contained
herein, directing and authorizing the `official representative" to act in connection
with the application and to provide such additional information as may be
required.
3. The Grantee will comply with Titles IV and VI of the Civil Rights Act of 1964
and with Section 504 of the Rehabilitation Act of 1973, in that no person shall, on
the grounds of race, color, national origin or handicap, be excluded from
participation in, be denied benefits of, or otherwise be subjected to discrimination
under any program or activity receiving Federal Financial Assistance. Equal
opportunity will also be assured in all employment practices.
4. Facilities, programs, and services supported through these funds will be located as
to be readily accessible, available, and responsible to the needs of the population
without discrimination because of sex, creed, race, or duration of residence.
5. Safeguards will be established to prohibit employees from using their positions
for a purpose that is or gives the appearance of being motivated by a desire for
private gain for themselves or others, particularly those with whom they have
family, business, or other ties
6. The Arkansas Department of Human Services, Division of Youth Services,
through any authorized representative or any duly authorized representative of
federal government, will have access to and the right to examine all records,
books, papers, or documents relating to the grant funding.

Juvenile Justice Program Assurances
3. The Grantee understands that failure to establish or operate the funded program
in accordance with the terms of the funded application, in the opinion of the
Division of Youth Services (DYS), may result in the awarded funds being
withdrawn.
9. An annual audit for the fiscal period of the grant shall be conducted by a Certified
Public Accountant in accordance with the generally accepted governmental audit
standards. Subrecipients under this agreement should comply with the guidelines
of the relevant OMB audit circular in effect at the close of the fiscal year of the
subrecipient. State and local government subrecipients should follow the
guidelines of OMB Circular A-128 or its successor. Non-profit organizations and
educational institutions should follow the guidelines of the provisions of OMB
Circular A-133. Audit reports should be submitted within 120 Days following the
end of the subgrantee's fiscal year. One (1) original and two (2) copies of the
audit report should be submitted to the following address: Assistant Director
Office of Chief Counsel/Audit Section, Department of Human Services, Slot 900,
P.O. Box1437, Little Rock, AR 72203-1437
10. The Grantee shall provide such program reports as requested, as well as a Final
Report, to DYS within 90 days of the end of the grant period or the end of the
proposed activities, whichever is sooner.
The Grantee shall provide Monthly/Quarterly Expenditure Reports to the
Division of Youth Services JJDP Unit. Failure to submit these reports will delay
the processing of requests for reimbursement grant payments.
12. The Grantee shall provide Monthly Activity Reports to the Division of Youth
Services/JJDP Unit, by the 15th of the following month Any report received
after the 15t will be considered delinquent (unless the 15' falls on a weekend or a
holiday). The request for funds form will not be processed until both the financial
and subgrant activity reports have been received and approved by the JJDP Unit.

Juvenile Justice Program Assurances
When issuing statements, press releases, requests for proposals, bid solicitations and
other documents describing projects or programs funded in whole or in part with Federal
money, all grantees receiving Federal funds included in this Act, including but not limited
to State and local governments and recipients of Federal research grants, shall clearly
state:
1) the percentage of the total costs of the program or project which will be financed
with Federal money;
2) the dollar amount of Federal funds for the project or program. and
3) percentage and dollar amount of the total costs of the project or program that will
be financed by nongovernmental sources.
These Assurances are part of the project grant application. An official who is a duly
authorized representative of the Applicant must certify by his/her signature that the
organization will comply with the provisions of the applicable laws, regulations, and
policies related to the project.

Penalties
Failure To Furnish TIN.—If you fail to

Maintenance and General Operations:
DARE supplies Supplies for each student in each class in the 7th and 9th grades These classes 3288.00
are being added as a result of this grant. The Fayetteville Public Schools have
780 students in 7th grade and 720 in the 9th grade Also purchase a DARE flag for
each elementary school in the Fayetteville Public School system.
DARE T-shirts One t -shirt for each student and teachers. The average costs of these shirts is
$5.00. These t -shirts will be given to the new classes in the Junior high and high
high school. The balance of this protect will be requested from the City's General Fund.
Supplies Red Ribbon Week
These supplies include ribbons, pins, and prizes for contest run in the elementary
schools.

DARE Core Certification:
Send 6 officers for the 80 hour core training course The cost break down is :
Lodging - $2,250.00, Meals $1,800.00 and transportation of $200.00.
DARE Junior High Curriculum
Send 4 officers for the 40 hour training course in Jefferson City, Mo. The cost
for this training is transportation only.
DARE Senior High Curriculum
Send 4 officers to Jefferson City, MC) for the 40 hour training course The cost of
this training is transportation.
National DARE Conference
Send 4 officers to the National DARE Conference where they will receive 40 hours
of training. This will be held in Los Angeles, CA in July. The costs associated with
this trip are: registration $600.00; lodging $1,160.00; Meals $920.00; transportation
$500.00; and airfare 1,160.00.

Two complete sets to be shared by all School Resource Officers.
Portable Breath Test Devises
Purchase 4 devices. These will be placed at each high school and junior high
school. This will allow officers to test students who display unusual behavior.
Alcoblow Breath Alcohol Screen and case
This device wil be used at events such as prom and school dances. This devise
is held within 12 to 18 inches of the student to detect alcohol on the student's breath.
Multi -media projector
Laptop Computer
Camera
This will allow School Resource Officers to prepare lessons on software such as
powerpoint for presentation. This will provide a lesson which is easier for the
officer to provide information in a manner the student will easily accept.
This will be used in conjunction with the multi -media projector and will also be
used by the Crime Prevention Sergeant to provide information to other
community organizations.

A protable display with photos of drugs, a drug identification kit, television with
drug video, and other assorted items of paraphernalia. This display could be
taken to classes for training on drug identification and drug awareness
