HomeMy WebLinkAbout73-01 RESOLUTIONRESOLUTION NO. 73-01 A RESOLUTION APPROVING A CONTRACT AMENDMENT IN THE AMOUNT OF TWELVE THOUSAND DOLLARS ($12,000.00) WITH GARVER ENGINEERS IN CONNECTION WITH GEOTECHNICAL INVESTIGATIONS REQUIRED IN THE E.J. BALL LOT AND APPROVING A BUDGET ADJUSTMENT FOR SAME WHEREAS, preliminary geotechnical investigations have revealed subsurface voids in three (3) out of four (4) borings; and WHEREAS, the presence of these voids could limit construction options for current design and future planning for the proposed parking deck; and, WHEREAS, the E.J. Ball lot is approximately one-third larger than that originally proposed, increasing the required number of test borings from five (5) to eight (8); and, WHEREAS, information obtained by increasing boring depths by twenty feet (20') should reduce these limitations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council hereby Approves a contract amendment in the amount of Twelve Thousand Dollars ($12,000.00) with Garver Engineers in connection with geotechnical investigations required in the E.J. Ball lot and approving a budget adjustment for same. Section 2. That the City Council authorizes the Mayor to sign such an amendment to the contract with Garver Engineers. Assistant Public Works Director City of Fayetteville 113 West Mountain Fayetteville, AR 72701 GARVERIENGINEERS Re: Fayetteville Municipal Parking Deck - Professional Engineering Services Contract Amendment No. 2 Dear Mr. Bunn: Please consider this our revised proposed Amendment No. 2 to our original contract for the Municipal Parking Deck Project dated November 21, 2000. This amendment will cover a warranted increase in our original $7,000 lump sum fee for geotechnical investigation services. This proposed increase is warranted for the following reasons. First, since the E.J. Ball lot is approximately one-third larger than the originally proposed lot, we needed to increase the number of test borings from five to eight. Second, rock discontinuities (voids) of varying thickness were encountered at depths of 33 to 37 feet in three of the four test borings accomplished to date. The presence of these voids, or solution cavities, could limit construction options for current design and future planning of the deck. Our experience with other projects in the general area of the site indicates the rock below the solution cavities is generally sound and strong. We recommend extending all eight of the test borings 20 feet into the unweathered shale, which would result in total boring depths of 60 to 70 feet. Information obtained from the deeper borings should reduce our limitations on construction options. In summary, your acceptance of this proposed amendment will increase our lump sum fee for geotechnical investigation services from $7,000 to $19,000. • We need to proceed with this work as soon as possible to avoid delaying the project. Public Works Director Thru: Mayor Dan Coody John Maguire, Administrative Services Director Subject: Contract Amendment No. 2 Parking Deck Contract Garver Engineers Attached for your review and approval is a letter from Garver Engineers which constitutes Contract Amendment No. 2 in connection wth their Parking Deck Contract wth the City of Fayetteville. The request is to increase the geotechnical portion oftheir contract be $12,000.00, from $7,000.00 to $19,000.00. The geotechnical frm has done 4 borings so far on the property and have encountered voids on three (3) ofthem. Garver feels that additional borings are necessaryin order to better define the extent of the voids and to be in a better position to develop ;costs and design the boting requirements. Also, the original figure for geotechnical investigations was based on the smaller lot across from City Hall, not the larger E.J. Ball lot.
