Watson, Chief of Police ait_ c.,y. e,+ -+-z Subject: Acceptance of $225,000 Universal Hiring Grant Date: May 17, 2001 The Fayetteville Police Department has been approved for a three year, $450,000 Federal grant; however, we are only requesting half of that amount. The purpose of this grant is to increase our efforts in Community Policing. These funds would allow the department to hire one additional sergeant and two officers to be devoted to Community Policing concepts. The goal of these Community Policing officers will be to reduce crime and disorder by carefully examining the characteristics of problems in neighborhoods and using problem oriented policing strategies to analyze and solve those problems. Specific geographic areas and situations are being researched at this time. Some of the types of problems to be addressed are breaking or entering and burglaries at apartment complexes, lewd behavior in parks and disorderly youth who regularly assemble in parking lots. The "community" for which these officers will be responsible will be specific well-defined geographical area. Officers will attempt to develop extensive contacts and rapport with citizens and communicate the goals of the program and form a partnership with the business community in the area. Officers will supplement vehicle patrol with foot and bicycle patrols of the area as needed. Officers will become familiar with problem -solving strategies, which utilize citizen input and take full advantage of other City government resources such as code enforcement, inspection and planning. They will also take full advantage of social service agencies for assistance when merited. After a problem has been resolved, this unit can be moved to another location. Each particular situation will dictate how much time we take to deal with a problem and how many officers in the unit are deployed to it. Success will be measured by effectiveness and results rather than the number of projects initiated. The grant is three years in duration and requires a minimum 25% match from the City. The grant only covers salaries and pays up to $25,000 per officer per year for a total of $75,000 per year for a three year total of $225,000 in Federal monies. The City must fund all other supporting expenses such as uniforms, training, vehicles and equipment. With Council approval, this program is scheduled to begin in August of 2001. We, as a community have made a commitment to community policing and will keep these positions after the grant period ends. How do you explain the rationale for needing this number of additional officers? (a) The population of 52,976 was taken late in 1997. This reflected a 25.84% increase over the 1990 census. The Northwest Arkansas Regional Planning Commission has projected Fayetteville's current population as 56,429 or a 6.5% increase from 1997. Northwest Arkansas is one of the fastest growing areas in the United States and the rate of growth is not projected to slow down. We also have a University population of approximately 15,000 students and those students who spend 9 months or more per year in our town are sometimes not included in the census count. (b) Our in-house studies of manpower allocation needs have consistently shown our force to be severely understaffed. In reality, we need over 20 additional officers to be at recommended strength. We didn't request such a large number in the grant application because we knew other agencies need to share in the limited grant resources. Retention: What steps will your agency take to absorb the additional officers requested through UHF into your local budget at the expiration of the three year grant period? The City of Fayetteville plans to retain these six officers by using funding from the increase in sales tax revenues in the General Fund. The sales tax has averaged a 6.7% increase over the past four years or $740,000. The City also has the ability to levy up to a Cops Federal Grant . • A. 3. Page 33 5 mill property tax for general operations. Each mill would produce $ 550,000 per year. A vote of the City Council would be needed to levy a millage increase. The purpose of this grant is to increase our efforts in Community Policing. These funds would allow the department to hire one additional sergeant and two officers to be devoted to Community Policing concepts. The goal of these Community Policing officers will be to reduce crime and disorder by carefully examining the characteristics of problems in neighborhoods and using problem oriented policing strategies to analyze and solve those problems. Specific geographic areas and situations are being researched at this time. Some of the types of problems to be addressed are breaking or entering and burglaries at apartment complexes, lewd behavior in parks and disorderly youth who regularly assemble in parking lots. The "community" for which these officers will be responsible will be specific well-defined geographical area. Officers will attempt to develop extensive contacts and rapport with citizens and communicate the goals of the program and form a partnership with the business community in the area. Officers will supplement vehicle patrol with foot and bicycle patrols of the area as needed. Officers will become familiar with problem -solving strategies, which utilize citizen input and take full advantage of other City government resources such as code enforcement, inspection and planning. They will also take full advantage of social service agencies for assistance when merited. After a problem has been resolved, this unit can be moved to another location. Each particular situation will dictate how much time we take to deal with a problem and how many officers in the unit are deployed to it. Success will be measured by effectiveness and results rather than the number of projects initiated. The grant is three years in duration and requires a minimum 25% match from the City. The grant only covers salaries and pays up to $25,000 per officer per year for a total of $75,000 per year for a three year total of $225,000 in Federal monies. The City must fund all other supporting expenses such as uniforms, training, vehicles and equipment. With Council approval, this program is scheduled to begin in August of 2001. How do you explain the rationale for needing this number of additional officers? (a) The population of 52,976 was taken late in 1997. This reflected a 25.84% increase over the 1990 census. The Northwest Arkansas Regional Planning Commission has projected Fayetteville's current population as 56,429 or a 6.5% increase from 1997. Northwest Arkansas is one of the fastest growing areas in the United States and the rate of growth is not projected to slow down. We also have a University population of approximately 15,000 students and those students who spend 9 months or more per year in our town are sometimes not included in the census count. (b) Our in-house studies of manpower allocation needs have consistently shown our force to be severely understaffed. In reality, we need over 20 additional officers to be at recommended strength. We didn't request such a large number in the grant application because we knew other agencies need to share in the limited grant resources. Retention: What steps will your agency take to absorb the additional officers requested through UHP into your local budget at the expiration of the three year grant period? The City of Fayetteville plans to retain these six officers by using funding from the increase in sales tax revenues in the General Fund. The sales tax has averaged a 6.7% increase over the past four years or $740,000. The City also has the ability to levy up to a 5 mill property tax for general operations. Each mill would produce $ 550,000 per year. A vote of the City Council would be needed to levy a millage increase. Local Match: Does your agency have the resources available to pay the local match requirements of the grant as well as pay for training, uniform, vehicle, and all other costs attributed to an entry level officer? If so, what are the resources? Yes. Upon acceptance of this grant an adjustment from fund balance will be requested to cover the above costs.
