That the City Council hereby approves a contract amendment with Meyer, Scherer and Rockcastle, Ltd. for application coordination of the Large Scale Development, Drainage Study and cost estimating for all improvements, for a cost of $21,060.00 for this amendment. A copy of the contract amendment is attached hereto and made a part hereof and marked Exhibit "A". Section 2. That the City Council approves a budget adjustment to fund this change order. A copy is attached hereto and marked as Exhibit "B". Sitework includes grading, drainage, streets, parking, sidewalks, and utilities. Refer to the attached fee development spreadsheets for additional information on our proposed scope of work. Our proposed scope of work does not include utility services to the building, building drains, irrigation, landscaping, park equipment, and architecturally surfaced pavement. We understand that these items may be best represented on a civil plan sheet and will coordinate with other consultants toward appropriate conveyance of the design intent. Design of street improvements or storm sewer outside the site (beyond the centerline of all surrounding streets) and any water or sewer extensions, will be accomplished as Extra Work. Our fee assumes that we will be able to share plans and specifications in electronic format. We use AutoCad Release 14 drafting software and Microsoft Word word processing software. If your firm is using software that is incompatible with ours, additional effort may be required to convert or reproduce information. We will acknowledge inquiries and issues by addendum, supplemental instruction, or change order provided they are received through your office. LARGE SCALE DEVELOPMENT PHASE (Schematic Drawings) It is our understanding that you want to assess the cost impact to the project before entering the design development phase. The scope and corresponding lump sum fee for this phase should allow us to complete the LSD process and thereafter know what offsite improvements are required. We have included in this phase the following: • Plan Set (Tree Preservation, Site, Grading and Drainage, Erosion Control, and Utility). Our fee assumes you will provide us with: 1) the site tree surveys and preservation intent, and 2) building site plan in Autocad 14 format. We will need information from your MEP Consultant to coordinate services to the building. • LSD Submittal — We will take the lead on submissions and responses to the Planning and Engineering Offices • Preliminary Drainage Report — We will perform drainage studies to determine the effect of the proposed site on the existing storm sewer system. We will model the offsite storm sewer system from the site to the tributary of Town Branch due west to which we believe the site runoff will increase. • Opinion of Probable Construction Cost — Provided after LSD approval. We will be prepared to make the initial submittal in the review process within 3 months of receiving notice to proceed. DESIGN DEVELOPMENT PHASE This phase will refine the systems defined in the LSD Phase to identify and resolve any conflicts between disciplines. Completion percentage of construction documents is estimated at 50%. Typical details will also be included with this Plan set for review and comment by Owner This phase adds an Access / Traffic Maintenance Plan, Demolition Plan, Typical Sections, and Typical Detail Sheets. Construction cost will be revised if changes warrant. Exhibit A Page 1 of 2 • 1 CONSTRUCTION DOCUMENTS: This phase produces construction documents complete and ready for bid. The bulk of the work in this phase involves details and technical specifications. A Jointing Plan will be added which will cover jointing of walks, plaza areas, and streets and parking where rigid pavement is proposed. The Final Drainage Report will be provided to the City for review. We will provide technical specifications to cover the site work we designed. We will review your front-end documents for coordination and provide you with recommended revisions. Our construction documents will address earthwork to within 5 feet of the structure, excluding that necessary for utility services which run from the building to the existing or proposed utility mains. We will provide a final opinion of construction cost. BIDDING ASSISTANCE We will provide drawing plots and specification sheets for your use in reproducing Construction Plan sets. We will answer inquiries during the bidding phase and issue appropriate addenda. We will attend the pre-bid meeting and bid opening. CONSTRUCTION ADMINISTRATION This phase includes: • Attendance at preconstruction, utility coordination, and monthly progress meetings; • Review of civil portion of monthly pay applications; • Review of submittals and shop drawings regarding the civil work we designed; and • Drafting and submittal of record drawings for the civil sheets we provided and kept by others. This includes identifying the scope work and cost for improvements required by ordinance for the property, and identifying and scope and cost of all improvements desired by the community. The cost of these services is a stipulated sum of $3900.00. This professional service supplement does not include the design and engineering fees for site and utility improvements beyond the property line of the library site. Once the design team is directed by the City to proceed with an approach, we will prepare a professional services supplement to reflect that specific scope of work. These services fall into two areas: first, the documentation and coordination of the application information, and representation at all meetings and working sessions related to the application; and second, the preparation of the drainage studies and reports required as part of the Large Scale Development (LSD) application. The additional cost of application coordination is $5,060.00, and the cost of the drainage study is $12,100.00. Both are necessary in order to complete the LSD application. Garver Engineers is providing our civil engineering services and has provided MS&R with a fully detailed work list, including the number of hours required for each task. We are happy to share this information with you if you so desire. In addition, we are continuing to evaluate the cost and scope of work necessary for the full development of the site. As was noted in our meeting last week I will advise you immediately to those figures when they are available.
