RESOLUTION NO. 156-01
A RESOLUTION TO FREEZE THE NUMBER OF
CITY EMPLOYEES AT THE CURRENT LEVEL
UNTIL THE CITY CAN GET ITS BUDGET BALANCED
WHEREAS, the City of Fayetteville has increased the number of its police,
fire, sanitation, street, administrative, water and sewer employees significantly
over the last several years to keep up with Fayetteville's rapid population
growth; and
WHEREAS, the economic downturn has reduced sales tax revenue
growth; and
WHEREAS, the costs for employee health insurance and city utilities have
significantly increased; and
WHEREAS, the City Council believes it must hold the line on employee
expense by freezing the staffing levels for each City Department at their existing
number of funded employees.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby declares that the City's employment policy shall be a staffing freeze until
the City can achieve a balanced budget. Replacement employees may be hired to
replace departing or retiring employees, but no new staff position can be filled
even if such staff position was previously authorized. It is the intent of the City
Council that no employee will be terminated because of budget problems, but
also that the number of City employees will not increase from existing levels
without City Council approval until the City of Fayetteville no longer must use
its reserves to pay its expenses.
Section 2. That the City Council of the City of Fayetteville, Arkansas
hereby acknowledges that with this employment freeze all of its employees must
work harder in the coming years to maintain the same level of excellent service

reasonably expected by the citizens of Fayetteville. The City Council expresses
its gratitude to its hardworking employees and assures them that it will work
hard itself to correct the budget problems as soon as possible.
