83RD GENERAL ASSEMBLY: AN ACT TO CREATE THE
STUDY COMMISSION ONUNDERGROUND ELECTRIC LINES
SPONSORED BY SENATOR J. JEFFRESS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council supports SB53, State of Arkansas 83rd General
Assembly: An Act to Create the Study Commission on Underground Electric Lines sponsored by
tor J. JeffressA copy of the Bill is attached hereto marked Exhibit "A" and made a part hereof.

9 AN ACT TO CREATE THE STUDY COMMISSION ON UNDERGROUND
10 ELECTRIC LINES; AND FOR OTHER PURPOSES.

13 AN ACT TO CREATE THE STUDY COMMISSION ON
14 UNDERGROUND ELECTRIC LINES.

17 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

19 SECTION 1. (a)(1) There is created the Study Commission on Underground
20 El ectri c Li nes.
P1 (2) The commission shall be composed of seven (7) members as
22 follows:
P3 (A)(i) Two (2) members shall be appointed by the Governor.
24 (ii) One (1) of the members appointed by the Governor
25 shall represent •residential and busi ness consumers;
28 (B)(i) The President Pro Tempore of the Senate and the
27 Speaker of the House shall each appoi nt two (2) members who represent the
28 el ectri c i ndustry in Arkansas.
29 (1 i) Of the members who represent the elects c
30 industry, one (1) shall represent municipal utilities, one (1) shall represent
31 el ectri c cooperate yes and (2) shal I represent mai or el ectri c provi ders i n the 1„
32 state. X
33 (C) The Executi ve Director of the Arkansas Public Servi ce
34 Commission or the director's designee shall serve as a member of the Study
35 Commi ssi on on Underground El ectri c Li nes.
36 (3) The Governor shall designate one (1) of the members of the mml

1 Study Commission on Underground Elects c Li nes to serve as the chai rperson.
2 (b)(1) The Study Commission on Underground Electric Lines shall conduct
3 a study to determi ne the effectiveness of movi nq electric lines underground to
4 avoi d power outages duri nq 1 ncl ement weather and to study the feast bi I t ty,
5 cost, and opti ons for fi nanci nq the movi nq of el ectrt c I i nes underground.
6 (2) The commission shall report its findings and its
7 recommendations to the Governor and the Legtslattve Council by October 1,
8 2002.
9 (b) The Study Commt sst on on Underground El ectrt c Lt nes shal I cease to
10 exist December 31, 2002.
