(MS&R) in the amount of S36,970.00 to complete the full design, documentation, engineering and construction observation services for off-site utilities and related improvements. As indicated in Amendment Number 7 dated April 25, 2001, and in conjunction with the full development of the site, MS&R and its consultants will provide full design, documentation, engineering, and construction services for off-site utilities and related improvements including work described in the "Full Site Development" option of the Site Development report prepared by MS&R, dated March 5, 2001, and as approved by the Planning Commission in Large Scale Development on August 27, 2001. This shall include: • The narrowing and reconstruction of Mountain Street between West and School Avenues similar to the streetscape recommended by the Downtown Dickson Street Enhancement Project. • The narrowing and reconstruction of Rock Street to enhance the southeast corner of the project site. • The construction of parallel parking spaces on the property along West Avenue. • The construction of patterned concrete sidewalks, landscaping, street lighting around the perimeter of the site consistent with current Fayetteville streetscape projects. • The burial of overhead utility lines along West and School Avenues and Mountain Street. • Improvements to the storm water sewer system servicing Mountain Street and the system servicing Rock Street and West Avenue to accommodate the additional surcharge generated by the site development, and to correct existing deficiencies in the system. This work includes demolition, excavation, traffic control, pavement/curb repair, piping, inlets, junction boxes, riprap, fittings, and backfill. The source of funds for this amendment is the Library Sales Tax and the project has been budgeted. Amendment 7 approved April 27, 2001 provided the initial schematic design engineering services for off-site utilities and was for $8580 paid from Library Sales Tax.
