A RESOLUTION AUTHORIZING THE FAYETTEVILLE PARKS
AND RECREATION AND SIDEWALK AND TRAILS DIVISIONS
TO APPLY FOR A TEA -21 GRANT FROM THE ARKANSAS
HIGHWAY AND TRANSPORTATION DEPARTMENT FOR
ADDITIONAL FUNDING FOR THE MUD CREEK WEST MULTI-
USE TRAIL OR ADDITIONAL SIDEWALK PROJECTS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council hereby authorizes the Fayetteville Parks
and Recreation and Sidewalk and Trails Divisions to apply for a Tea -21 Grant
from the Arkansas Highway And Transportation Department for additional
funding for the Mud Creek West Multi -Use Trail or additional sidewalk projects.

Dear Mr. Walters,
Enclosed please find two (2) completed applications for the FFY 2002 Arkansas
Transportation Enhancement Program (TEA -21). These applications are prioritized in
accordance with the application instructions.
The first priority application is for the completion of the West Mud Creek Trail.
This multi -use trail is a priority need for north -central Fayetteville and has been
completed in segments due to funding constraints. This application shall enable the
completion of the trail system, and will allow users to realize the highest and best use of
the system. The West Mud Creek Trail, final segment, has been designed, all rights-of-
way secured and the plans/specifications approved by the Arkansas Highway and
Transportation Department. This project may be released immediately for construction
bids once the requested funding is awarded.
The second priority application, Pedestrian Facilities along Gregg/Lawson/Sixth
Streets, is also enclosed for consideration. This project involves the construction of
adequate sidewalks in critical areas near Fayetteville Public Schools. The high volume of
students walking to and from schools, coupled with the needs of the adjoining
neighborhood, has rendered these sidewalks the second highest priority of the
community. Due to the serious safety issues involved, this project will also be promptly
completed once needed funding is secured.

ARKANSAS TRANSPORTATION ENHANCEMENT PROGRAM
Funding for enhancement projects is approved by the Arkansas State Highway Commission on
the basis of initial staff review, taking into consideration the information provided.
Responses should be limited to the space provided.
PROJECT DESCRIPTION
Describe the project in detail below The description should not be lengthy; it should contain
short and concise statements. Attach an 8.5" x 11" map, suitable for facsimile transmission,
showing the project location. Also, attach a preliminary detailed cost estimate.
The project is to construct a multi -use trail from Front Street to Steele Boulevard. The trail is
planned to be 12 feet in width and approximately 5,376 linear feet in length. The trail is
designed to meander along the south bank of Mud Creek, taking care to avoid disturbing existing
trees. The trail will be constructed utilizing a surface tread of 3" thick asphalt and 6" thick
aggregate base on top of compacted sub -grade. Construction details of the trail will be consistent
with AASHTO recommended design standards.
This trail segment will be an extension of the East Mud Creek Trail that has already been funded
and has just completed the bidding process. A portion of the West Mud Creek Trail will also
utilize previously approved Federal funds for multi -use trails within the City of Fayetteville and
City funds specified for trail development.
This project will provide an important east -west connection between residential neighborhoods
of Fayetteville and a consumer shopping area. The project will also be visible to many visitors
who travel Highway 7IB and shop in the area around the Northwest Arkansas Mall. This trail
corridor is also identified on the City of Fayetteville Proposed Master Trail Plan, which is
currently in the final public comment phase.

The City of Fayetteville owns all the property that is required for the trail. This
trail is not located on or near railroad property.
4. Will the project be located on State Highway right-of-way? If yes, is the local Highway
Department district office aware of the proposed project?
This proposed project is located within State highway right of way when it
crosses under Highway 71b.
5. Who will own the project and who will be responsible for operation and/or maintenance
upon completion?
The City of Fayetteville.

6. Who will develop plans, specifications, and cost estimate for construction of this project?
The City of Fayetteville has completed plans, specifications and cost estimate.
City staff was utilized to produce the plans, specifications and cost estimate.
7. Are category 3 or 6 projects now on or eligible for the National Register of Histonc Places?
NA.
8. For enhancement categories 3, 5, 6 & 10, explain the project's relationship to surface
transportation.
This project will have a direct relationship to surface transportation. The West
Mud Creek trail will begin at Front Street and will pass under State Highway 71B,
providing a separated crossing for pedestrians and bicyclists from the motorized
vehicular traffic along a high volume highway corridor.
9. Will additional funds be necessary to complete the project or to make it a useful facility or
entity? List the source and amount of additional funds.
Additional funds will be required at the current cost estimate. The additional
funds will come from funds set aside in the City of Fayetteville Parks and
Recreation Department budget for trail development as well as monies from
previous trail project funding.
10. Describe the level of community, regional, or statewide support for the project, i.e., Mayors,
County Judges, community organizations, public or not-for-profit statewide or regional
organizations which have expertise in the subject matter of the proposed project, etc.
Citizens throughout Fayetteville voiced their desire for pedestrian trails, during a
yearlong public meeting process for the Parks and Recreation Department Master
Plan Update. A citizen based Sidewalk and Trails Committee voted this project
as their number one priority.
Please see attached letters of recommendation.
11. Does the proposed project enhance the State's travel, recreation, and tourism efforts? If yes,
please explain.
Yes. The trail will provide a recreational opportunity to visitors that are shopping
in the area.
12. Is the proposed project based on a recommendation or goal of an adopted community,
regional, or statewide plan? If so, identify the plan and explain the relationship
Yes. There is citizen -based Sidewalk and Trails Committee that is working on a
citywide trails master plan and this trail segment is identified on the plan. This
committee also recommended this project as the City's number one priority
project.

I want to heartily endorse and support the proposal to construct a multi -use trail from
Front Street to Steele Boulevard in Fayetteville. It is my understanding the trail corridor
is identified on the City of Fayetteville Proposed Master Trail Plan and meets the
AASHTO recommended design standards.
Fayetteville is a leader in Arkansas in the development and planning for trail facilities.
There is a large and established audience in the Northwest Arkansas area for a trail
segment of this type. It is my feeling that this will enhance the well being for our citizens
and this area.
I wholeheartedly support this project. I hope that it can be funded and completed soon.

City of Fayetteville's Parks and Recreation Department's multi -use
trail project. Before becoming an Arkansas Representative, I was
a member of the Parks and Recreation Advisory Board and
therefore very involved in the development of the City of
Fayetteville's Master Trail Plan.
Fayetteville has worked extremely hard to complete their trails
and therefore enhance the quality of life for not only it's citizens
but also for the visitors to our city, The University of Arkansas
students, as well as the residents of Fayetteville will greatly
benefit from this project which will complete part of our trail
system.

I would like to pass along to you my excitement and approval of the addition to the Mud
Creek Trail This trail will wind itself along the edge of the creek that I grew up fishing,
swimming and camping near as a boy.
This whole area has become heavily commercialized with one of the busiest traffic
intersections in Arkansas nearby. I know of no way for a child to safely access this area.
The construction of the Mud Creek Trail will make it possible for neighborhood and
retirement village residents to access this shopping and business area safely on foot or
bicycle.

This trail will be the first step in a useful commuter trail for something other than an
automobile - a trail that serves much more than just a recreational purpose. This trail has
the potential to be one of the most important additions to Fayetteville's future as it will
provide for a safe and feasible alternative to automobile travel.

and scout troop as a way to access this area safely without depending on our automobile.

Dear Arkansas State Highway and Transportation Department,
I'm so happy to learn that you are helping Fayetteville become more bicycle and
pedestrian friendly with the extension of the Mud Creek Trail I'm an Arkansas native,
but lived in Gainesville, Florida, for a few years. Gainesville was very bicycle oriented
with bike paths EVERYWHERE, even on major thoroughfares, enabling a person to use
a bike as a viable means of transportation.
Yes, I realize the climate and the topography make it much easier to build and use bike
paths in Gainesville, but I feel that we shouldn't view those as obstacles, but challenges
that can be overcome and used to our advantage. Fayetteville is a beautiful city that can
be enjoyed and experienced even more from a bicycle or on foot than in a car. Thank
you for helping to make it possible.
