Currently, there are 245 parking spaces located at the facility, which includes the school's small parking lots located in the front and rear of Holcomb elementary. This does not provide ample parking to handle the number of vehicles used by the participants and families utilizing the softball facility. The new parking lot would provide an additional 147 parking spaces. (See parking lot attachment.) During Parks and Recreation league play when teams are in the process of ending their game and other teams are warming up to play, there is a minimum of 16 teams in our facility. If these 16 teams each have 15 participants, that makes a total of 240 participants in the facility at a given time. This number does not include parents, concession workers, scorekeepers, umpires, grandparents, and friends. Over the last few months, automobiles have parked on the grass and in other undesirable locations. We are working with the school system to extend the lease agreement to build this parking lot. School officials have approved the concept. Another factor impacting parking is the increased number of families utilizing more than one vehicle for transportation. It is not uncommon to see two or three vehicles per family at the ballfield to watch their child or spouse play a game. On tournament weekends, our parking problem is compounded by the number of participants that stay at the complex the majority of the day. In comparing other recently developed complexes, the Parks and Recreation staff has learned the City of Russellville installed over 500 parking spots for their new four field complex and the City of Sherwood included 750 parking spots in their five field facility. The Parks and Recreation Advisory Board held a special meeting on May 23, 2000 and approved to recommend a budget adjustment from the City Council for the construction of additional parking at Gary Hampton Softball Complex. (See attached meeting minutes.) • • This project is currently following the City's Planning Office's policies for implementation contingent upon budget adjustment approval. The Street Division has agreed to pave the lot in July at an estimated cost of $342,433. City Engineers have designed the lot. There is a project contingency of $8,124 totaling $350,557 for this project. There is ample funds in the Parks Development Budget for this project. The high cost of construction is due to poor soil conditions which are found in this area. These same poor soil conditions also escalated the cost of building the original softball complex. To obtain an appropriate base, the Street Division will have to remove a substantial amount of dirt and replace it with suitable materials. Additional justification for this parking lot is the amount of HMR money brought into our city when hosting tournaments. At the Don Glass Charity Classic adult softball tournament held on May 19-21, 2000, there were 82 teams participating, of which 47 teams were from outside of Northwest Arkansas. Based upon the Chamber of Commerce economical multiplier effect of $175 per person, it is estimated that an approximate 1,117 participants (based on 25 players\fans per team) had an economic impact of over $205,625 for the weekend. With our new premiere softball complex, we are able to host several prestigious tournaments this summer as outlined below: Gary Hampton Youth National Invitation Tournament on June 2-4 with 80 teams anticipated, of which 65 are out of town teams. This is the largest Youth National Invitational in the country. Men's Class D National Invitational Tournament on June 24-25 with 60 teams anticipated, of which 25 are out of town teams. Women's State Tournament on August 5-6 with 40 teams anticipated, of which 30 are out of town teams. Class B and Class E Midwest National Tournament on September 2-3 with 75 teams anticipated, of which 50 are out of town teams. Men's 35 and Older World Tournament on September 16-17 with 40 teams anticipated, of which 35 are out of town teams. Coed State Tournament on September 16-17 with 50 teams anticipated, of which 35 are out of town teams. • In addition to these premiere tournaments, there are weekend tournaments throughout the summer as listed on the enclosed 2000 Softball Tournament Schedule. The softball season basically operates from March until the first of November every year. Thank you for your consideration of this request. The additional parking lot will help provide the amenities needed to serve our citizens and provide greater access to our new softball complex. PRESENT: Parks and Recreation Advisory Board members Ackerman, Colwell, Nickell, Shoulders, and Thiel; Staff members Edmonston, Gulley, Nelson, Rogers, Schuldt, and Wright. BUSINESS Mr. Wright distributed survey results from the Don Glass Charity Classic adult softball tournament held at Gary Hampton Softball Complex May 19-21, 2000. Based on 47 visiting teams, multiplied by the average amount of dollars each tourist brings to the city (currently $125 per Chamber of Commerce), it is estimated that the total economic impact for the city for the weekend tournament was $205,625. The Chevrolet President's Cup youth classic soccer toumament was also held over the weekend at the Asbell, Lewis, and Walker soccer fields. Other important dates for Gary Hampton Softball Complex include: June 2-4, Gary Hampton Youth N.I.T.; June 24-25, Men's Class D National Invitational Tournament; August 5-6, Women's State Tournament; September 2-3, Class B and Class E Midwest National Tournament; September 8-9, Men's 35 and older World Tournament; September 16-17, Coed State Toumament. Mr. Ackerman requested a year-end report of all activities which bring visitors into the city for the Parks and Recreation Advisory Board, City Council, and Advertising & Promotion Commission. Ms. Edmonston presented a proposed parking lot design from City Engineering for an additional 147 parking spaces at Gary Hampton Softball Complex. The project will have to be approved by the Planning Commission. There have been many parking problems which have upset Holcomb Elementary School. Traffic control has been difficult. Ms. Edmonston said Parks has an obligation to correct these problems and be a good neighbor to the school. Ms. Thiel suggested maximizing the number of parking spaces now instead of later. Ms. Edmonston said the soil was so bad that five feet would be cut and filled with red dirt. Funding for this project would be from Park Development. There is a fund balance of $380,523 Of that total, a balance of $60,000 must be retained. A total of $30,034 was left over from:the Walker Parking Lot project which would leave a total budget of $350,557. This would leave a contingencyof only $8,124. Ms. Edmonston said if parking was not provided then one field would have to be taken out of commission, the number of participating teams limited, or the number of games restricted. A budget adjustment would need to be requested from City Council to proceed with this project. MOTION: Mr. Ackerman moved to request approval of a budget adjustment from City Council for the construction of additional parking at Gary Hampton Softball Complex. Mr. Colwell seconded the motion. A short discussion of tree placement and types was shared. The motion was approved unanimously, 5-0-0.
