DEPARTMENT OF JUSTICE IN THE AMOUNT OF $470,095
FROM THE COPS IN SCHOOL FEDERAL GRANT PROGRAM;
AND APPROVING A BUDGET ADJUSTMENT IN THE
AMOUNT OF $46,530 FROM THE USE OF BALANCE FUND.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council hereby accepts a grant from the U.S Department of
Justice \r the amount of $470,095 from the Cops in School Federal Grant program. A copy of the
application is attached hereto marked Exhibit "A" and made a part hereof.
Section 2. The City Council hereby approves a budget adjustment in the amount of
$46,530 from the Use of Fund Balance, Acct. No. 1010 0001 4999 99. A copy of the budget
adjustment is attached hereto marked Exhibit "B" and made apart hereof.

Problem Identification
The Fayetteville Police Department in cooperation with the Fayetteville School District
propose to add four (4) additional full time School Resource Officers to the middle and high
schools and one (1) full time D.A..R.E. Instructor for the elementary schools. An increase in
School Resource Officers is needed partly based on a marked increase of twenty eight percent
(28%) in crimes committed by our targeted age group. The Fayetteville Police Department seeks
to provide each middle and high school with a certified School Resource Officer by the Fall 2000
school year. The additional School Resource Officers will provide a strategy that will identify,
prevent, control, and reduce violent crimes, drug abuse, and property crines through presence
and education. The School Resource Officer will utilize certified programs in their strategies such
as.
• D.A.RE. High/ Middle School Curriculum
• Smart Choices, Better Decisions
• National School Resource Officers Curriculum
• Crime Stoppers
The School Resource Officers' strategy will provide the students with crime prevention,
conflict resolution, knowledge of law, and drug awareness education during the regular school

year. The School Resource Officer will reduce the students opportunity to engage in crmunal
activity by providing them with a structured, supervised environment that will positively occupy
their time. Accompanied with forty established Neighborhood Watch programs, bicycle patrol,
and crime prevention hot hne, the School Resource Officer will provide the community with
additional summer awareness programs to be presented to youth summer camps. These youth
summer camps will allow the student to strengthen relationships established with the School
Resource Officer during the regular school year. The full time D.A.R.E. Instructor will join the
current part time Instructors m presenting the D.A.R.E. cumculum to our ten (10) Elementary
Schools. The D.A.R.E. Instructor's placement will ensure that one hundred percent (100%) of
our fourth and fifth grade students becoming introduced to a drug abuse awareness program. The
DARE Officer will coordinate yearly activities associated with the D.A.R.E. program such as
officer/ school placement, graduation ceremonies, scheduling of classes, and substitute for officers
during unexpected circumstances.

Cinder the COPS in Schools grant program, law enforcement agencies are eligible to apply for federal funding
to -assist with the cost of hiring additional officer positions to be placed in primary or secondary schools. Tobe

Retention Plan
The City of Fayetteville plans to retain the officers hired with the COPS grant after the
federal funding expires in three years. We, as a community have made a commitment to
community policing and will keep these positions after the grant period ends. At the end of the
grant period, funding for the officers' salaries will be obtained from general fund revenues
through growth in our local option sales tax. These revenues have increased in the past allowing
the police department to increase personnel at a rate of not less than three officers per year since
1991.

By your authorized representative's signature, you assure us and certify to us that you will comply with all legal and administrative tequite-
merits that govem the appliant for acceptance and use of Federal grant funds. In particular you assure us that
1. You have been legally and officially authorized by the appropriate
governing body (for example, mayor or city council) to apply for this
grant and that the persons signing the application and these assur-
ances on your behalf are authorized to do so and to act on your
behalf with respect to any issues that may arise during processing of
this application
2. You will comply with the provisions of Federal law which limit
certain political activities of your employees whose principal em-
ployment is in connection with an activity financed in whole or in
part with this grant These restrictions are set forth in 5 USC § 1501,
et seq.
3. You will comply with the minimum wage and maximum hours
provisions of the Federal Fair Labor Standards Act, if they apply to

the current edition of the appropriate COPS grant owner's manual;
and with all other applicable laws, orders, regulations or circulars.
7. You will, to the extent practicable and consistent with applicable
law, seek recruit and hire qualified members of racial and ethnic
minority groups and qualified women in brier to further effective
law enforcement by increasing their ranks within the sworn posi-
tions in your agency.
8. You will not, an the ground of race, color, religion, national origin,
gender, disability or age, unlawfully exclude any person from partic-
ipation in, deny the benefits of or employment to any person, or sub-
ject any person to discrimination in connection with any programs
or activities funded in whole or in part with Federal funds. These

SUBJECT: Cops in School Grant
This is a request to accept a federal grant adding 5 officers and approval of a budget
adjustment.
Attached is the application and acceptance agreement for the "COPS IN SCHOOL"
federal grant. This grant will support salaries and benefits for five officers for three years. This
is a non-matching grant. The only expenses the city will incur are operating costs for the School
Resource Officer's program. These expenses include uniforms, training, motor pool, lockers and
portable radios I have attached a detailed list per year of these expenses. Also, the salaries
projected in the original application were based on the 1998 pay plan, therefore the City will
have to make up the difference in pay since the pay plan has been updated.
Currently the Police Department has four officers assigned to the Fayetteville School
System. One officer at each of the following locations, Fayetteville High School East Campus,
West Campus, Ramay and Woodland Junior High Schools. The additional officers will be
assigned to the following schools: adding second officer to Fayetteville High School East
Campus and West Campus, Holt Middle School, McNair Middle School and one officer to
coordinate and teach our DARE program at all elementary schools in the district.
At the end of the three year period, the City will be responsible for the total expense. We
are required to continue the funding for the five positions. At the time of the application, the
following retention plan was submitted; "The City of Fayetteville plans to retain the officers
hired with the COPS grant after the federal funding expires in three years. We, as a community
have made a commitment to community policing and will keep these positions after the grant
period ends. At the end of the grant period, funding for the officers' salaries will be obtained
from general fund revenues through growth in our local option sales tax. These revenues have
increased in the past allowing the police department to increase personnel at a rate of not less
than three officers per year since 1991."
This grant provides an opportunity for the Police Department to better serve the young
people in our community. This program's goal is to help bridge the gap between students and

application. The application kit used in this grant procedure was the Universal Hiring Program
(UHP) application kit. The UHP grant is a 75% federal grant with a 25% local matching
requirement but the COPS in Schools grant is a 100% funded grant for salaries and benefits.
