'strative S9vices Director DATE• May 9, 2000 SUBJECT: Ozark Regional Transit Over the past few months, representatives of the cities of Fayetteville and Springdale and Community Resource Group (CRG)/Ozark Regional Transit (ORT) have held numerous meetings addressing a variety of public transit issues. The most pressing issues are the accountability of ridership and the funding of a budget shortage within ORT. On April 25 and 27, CRG/ORT hosted public hearings in Fayetteville and Springdale, respectively, announcing their intention to reduce weekday "dial -a ride" services in Fayetteville and Springdale and eliminate Saturday service in both cities beginning May 1. Subsequent to the public hearings, CRG announced that no cuts would be made until May 15. The City of Fayetteville's position has been that sufficient funds exist within CRG/ORT to fund these services. CRG/ORT continues to dispute our contention. The overall goal of all of the discussions, to date, has been working to better understand public transit issues for the City of Fayetteville and ultimately the four county region. Late last week, I requested Washington County Attorney George Butler to draft an inter -local agreement to establish a public transit authority. A meeting is scheduled for Thursday in the city of Springdale with Washington and Benton counties and the cities of Fayetteville, Springdale, and Rogers to review the draft agreement and make any changes needed. This morning, representatives of the cities of Fayetteville and Springdale met with representatives of CRG/ORT to establish a framework to transition transit services from CRG to the public sector and provide funding to continue the weekday and Saturday "dial -a -ride" services. CRG proposed to continue operating the routes with no disruption in service if the cities of Fayetteville and Springdale would fund 1/3 of the budget shortfall for the remainder of their fiscal year that ends September 30. CRG has committed to cap the City of Fayetteville's funding at $20,000. City Council is requested to approve a budget adjustment in the amount of $20,000 to fund this request.
