BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council hereby approves an amendment to the engineering contract with Crafton-Tull & Associates in the amount of $22,446 for the changes to the Cleveland Street Project; and authorizing the Mayor and City Clerk to execute said amendment. A copy of the contract amendment is attached hereto marked Exhibit "A" and made a part hereof. (1941-1997) In accordance with your letter to us dated March 13, 2000 regarding the above referenced project and in accordance with Section XIII of our Agreement of Engineenng Services dated April 7, 1998, we request your consideration of an increase in the upper limit of compensation for our services due to significant changes in the scope of work and changes to work previously completed. The changes have been discussed in previous correspondence with the City of Fayetteville and in meetings with the City staff. These changes are summarized below: • Garland to Hall Addition: The City of Fayetteville wishes to extend the Cleveland Street improvements to the west between Garland Avenue and Hall Avenue. These improvements will include the addition of curb and gutter, storm drainage, an asphalt overlay, and a sidewalk. Grafton, Tull and Associates will conduct a topographic survey of this section of street, revise the drainage design, and submit complete construction plans for this work. In addition, Crafton, Tull & Associates will coordinate the street design for Cleveland Street with the street design for Garland Avenue being accomplished by the Arkansas Highway and Transportation Department. • Leverett to Gregg Revisions: The City of Fayetteville wishes to end the Cleveland Street improvements just east of the Cleveland Street/Leverett Avenue intersection. The City requires Grafton, Tull & Associates to remove from the construction plans all street design east of this location and revise the drainage design accordingly. In addition, the City requires Crafton, Tull & Associates to re- design the Cleveland/Leverett intersection to allow increased sight distance, including the re- design of a retaining wall at the southwest corner of this intersection. Crafton, Tull & Associates, at no additional cost to the City, will complete all contract items not previously completed. The additional compensahon for the work described above Is detailed in the attached man-hour estimate and fee proposal. Grafton, Tull & Associates proposes to accomplish the work in accordance with the attached design schedule. This Contract Amendment shall not change the fees for Phases B, C, D and E described in the Agreement for Engineering Services, Section XII. As previously presented to the Street Committee and the City Council through the C1P process, the Cleveland Street project scope has been changed from Garland to Fnsco to Leverett to Hall. The project scope includes minor widening to 28 ft., curb and gutter and a sidewalk on one side (location varies) from Garland to Leverett, drainage as needed downstream from Leverett and drainage, curb and gutter and a new sidewalk on the north side of Cleveland from Garland to Hall (at Leverett Elementary). The current schedule, based upon the ClP is design in 2000 and construction in 2001. An amendment is necessary to the original contract with Crafton-Tull and Associates to provide for the additional design reflected in the changed scope. The original contract for design through bidding is $58,431.83. The proposed amendment is an additional $22,446.00 for design for a revised total of $80,877.83. The proposed contract amendment has been reviewed is considered fair and reasonable. Staff requests that the amendment be approved. Enc: 1.
