CONVENIENCE AND NECESSITY APPLICATION FOR A
HORSE CARRIAGE AS REQUESTED BY RAY AND LESA
DOTSON, d/b/a OZARK MOUNTAIN OUTFITTERS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council hereby approves an application for Certificate of Public
Convenience and Necessity for a horse carriage, as requested by Ray and Lesa Dotson, d/b/a Ozark
Mountain Outfitters. A copy of the application is attached hereto marked Exhibit "A" and made a
part hereof.

Fayetteville being a city with lots of history and historical sites along with the new Town Center
and Dixon St enhancement I feel that the horse drawn trolley would be an asset to downtown
Fayetteville. Giving people a chance to enjoy life at a slower pace and see the beauty in this wonderful
city in the Ozarks.
I have talked with the Washington County Historical Society and the Fayetteville Chamber they showed
great interest in having a horse trolley. Also I have spoken with the Hilton in giving rides to their guest
to Dixon Street or around the beautiful downtown square. These rides can last for 10 minutes or up to
an hour.
Thank you for your valuable time and I would ask that you please consider this request for application.

SUBJECT: Horse & Coach route for Ray Dotson
Mr. Ray Dotson and 1 met on December 4, to drive and review the routes which will be approved for his
business. The following routes have been approved by me and accepted by Mr. Dotson.
1. The coach will pick up passengers and leave the Hilton Hotel; travel north on East Ave.
to Spring St., then turn west on Spring St. and proceed west to West Ave.; then turn north
on West Ave. to Dickson St.; then tum east on Dickson St. and proceed to the loading
zone in front off the Walton Arts Center for pick up and drop off of passengers; then
proceed east on Dickson St. approximately 150' to School Ave.; then turn south on School
Ave. and proceed south to Meadow St.; then turn east on Meadow St. and proceed east
to Block Ave.; then turn south on Block Ave. and proceed south to the Square; then go
around the Square and return to East Ave.; and then proceed north on East Ave. to the
point of beginning at the Hilton Hotel (if it becomes difficult to gain access to Dickson
St. during heavy traffic, the coach may drop off passengers at the loading zone on the
west side of the Walton Arts Center then do a U -tum and proceed south on West Ave. and
return to the route on School Ave.).
2. Various combinations of Mountain St., Center St., Meadow St., Spring St., East St., Block
St., Church St., Locust St., and School St. within a block or two of the Square.
*There may passenger pick up and drop off at various locations along these routes.
