AN RESOLUTION AUTHORIZING THE NAME CHANGE OF
A STREET KNOWN AS WEST WILLIAM STREET, BETWEEN
UNIVERSITY AVENUE AND THE ALLEY TO THE WEST, TO
BE KNOWN AS WHITESIDE STREET IN HONOR OF
CHARLIE B WHITESIDE, 111, AS REQUESTED IN AD00-24,
SUBMITTED BY JAY SNIDER, ON BEHALF OF KAPPA
SIGMA FRATERNITY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council hereby authorizes the name change for a street in the
subdivision now called West William Street, between University Avenue and the alley to the west,
to be known as Whiteside Street, as requested in AD00-24, submitted by Jay Snider, on behalf of
Kappa Sigma Fraternity. A copy of the plat is attached hereto and made a part hereof.
Section 2. That the official zoning map of the City of Fayetteville, Arkansas, is hereby
amended to reflect the name change of the street provided m Section 1 above.

On -behalf of Xi Chapter of the Kappa-Sigma=Fraternity at the University of Arkansas, I
am writing to formally request the small section of West Williams Street to Whiteside
Street. This street is only a couple of blocks long and runs directly behind the Kappa
Sigma house from theTJmversity to the cemetery. The only housing on this street are the
apartments on 730 West Williams, which are owned and occupied by Kappa Sigma.
Therefore, all residents are in full support of the name change.
The name Whiteside would recognize Charlie B. Whiteside III, who is an University of
Arkansas alumnus and benefactor, who has been instrumental in the rebuilding the Kappa
Sigma house. This house will be dedicated in October before the Homecoming football
game. It would be our hope that the street name could be announced at that time.
I would sincerely appreciate you forwarding this request to the proper city officials. We
will be happy to meet with them and any interested parties. If you have any questions or
need any additional information, please contact me at 444-8488. Thank you for your
assistance and consideration.

Dear Ms. Mannon:
As you know, we are proposing to rename a two -block section of West Williams Street to
Whiteside Street. The section runs from University behind the Kappa Sigma house and
in front of the Kappa Sigma apartments. The only residents living on this section are
members of the Kappa Sigma Fraternity -all of whom support the name change
In recognition of this historic area and realizing that the Kappa Sigma Fraternity is an
important part of that history, and in recognition of our neighbor, the historic Evergreen
Cemetery, and its board of directors and in recognition of the history of Williams Street,
we have agreed to the following:
1. To do all in our power to keep the street in a condition that will serve as a source of
pride for the men of Kappa Sigma and to Charlie B. Whiteside III, for whom we
would like to honor with the renaming of tins street.
2. To enter in an informal neighborly partnership with the board of the historic
Evergreen Cemetery and to adopt the cemetery as an ongoing community project.
This would involve helping to watch out for vandalism and mappropnate behavior in
the cemetery, and to report such activity to the police and to the board. We further
agree to work with, and under the direction of the board on an annual project in the
cemetery.
3. If the remalnjing portion of Williams Street is ever in jeopardy, we will work with the
community in order to preserve it.
