A RESOLUTION AWARDING BID NO. 99-54 TO NAFECO/FIRE
SERVICE SUPPLY IN THE AMOUNT OF $28,920.44 FOR A
BREATHING AIR COMPRESSOR AND CASCADE AIR
STORAGE SYSTEM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1 That the City Council hereby awards Bid No. 99-54 to NAFECO/Fire Service
Supply in the amount of $28,920.44 for a breathing air compressor and cascade air storage system.
A copy of the bid tabulation is attached hereto marked Exhibit "A" and made a part hereof.

BREATHING AIR COMPRESSOR/CASCADE BID
The Fayetteville, Arkansas, Fire Department is requesting sealed bids for
the purchase of a new breathing air compressor complete with a fire station
mounted cylinder cascade system for the storage of breathing air Bids submitted
should be for the complete system as herein described and specified, including
delivery, installation, making operational, instruction of Department personnel on
the use and maintenance of, and any applicable taxes.
The equipment to be proposed by bidders for this project shall be of the
latest proven design for fire service breathing air systems, and where applicable,
compliant with all pertinent NFPA standards.
Prospective bidders who desire to submit bids for this project within the bidding
rules, but who may not be able to meet the specifications exactly in every detail,
are invited to submit their bids anyway; and such bids may be considered in
deciding with whom a purchase may be arranged, provided that all such deviations
from these specifications must be listed in writing with the respective bid, and an
explanation of the deviations from specification inbluded. In any case however,
the Fayetteville Fire Department represented by its Fire Chief (hereinafter referred
to as "the Purchaser"), retains the right to refuse any and/or all bids submitted for
this project, and to determine fully by itself which bid is best overall in the
Department's interests.
The successful bidder shall defend any and all suits and assume all liability
for the use of any patented process, device, or article forming a part of the system
to be furnished under this bid.
The successful bidder shall deliver the complete system to the Purchaser
and furnish the necessary qualified personnel to install and make operational the
entire system, and to instruct Fayetteville Fire Department personnel on the proper
operations, use, and maintenance of the system.

Cascade Bid
Bidders are advised that no final payment for the system will be made upon
delivery until the complete system including all equipment required for use, has
been installed, tested, and accepted. The system will be paid for when everything
is ready for the Fayetteville Fire department to begin using it.
The bidder or manufacturer shall warrant the entire system to be free of
defects in workmanship and or materials for a period of at lest one year, and shall
state with his/her bid the details of said warranty.
An order will be placed within a reasonable time (one to four weeks) after
the bid opening with the vendor deemed by the Purchaser to have submitted the
best bid overall, subject to the purchaser's retained right not to accept any of the
bids.
THE SYSTEM
The system shall consist of a new compressor, electric motor driven, and a
four cylinder station (permanently mounted) cascade system with all necessary
valves, gauges, manifolding, and other parts required to make the system
operational.
The compressor and all its components (but not necessarily the cascade
cylinders), shall be housed in a metal enclosure for increased safety and improved
appearance. The enclosure shall be insulated for sound tenuation. All
components of the compressor within the enclosure shall be easily accessible for
maintenance.
The compressor and all system equipment shall be rated for normal
operating and storage pressures of 6000 psi. The compressor shall have four
pumping stages with a rated output volume of at least twenty (20) cubic feet of
breathable air per minute.

Cascade Bid
The following features shall be provided pertinent to the compressor, as a
minimum:
1. Operator's panel on the front of the enclosure housing with the following
instrumentation:
a. On/off switch
b. Pressure gauges for all stages
c. Emergency stop button
d. Hour meter
e. Automatic start/stop controls
f. Stainless steel or other corrosion resistant operations panels
g. Oil pressure gauge
2. Automatic high temperature shut down
3. Automatic condensation drain with muffler/reservoir
4. Magnetic starter with motor overload protection
5. Piston rings on all stages
6. Air inlet filter restriction indicator
The following features shall be provided pertinent to the air purification
system as a minimum.
1. Purifier sized to match compressor output
2. All purification filters and other equipment to be readily available from
manufacturer through designated vendors or direct
3. Stainless steel mechanical separator and purifier housings for unrestricted
operation at any pressure up to 6000 psi.
4. Non -corrosive replaceable cartridges
5. Cartridges keyed or coded to prevent installation in wrong chamber
6. Cartridge change indicator
7. Purification designed to produce air which meets/exceeds all applicable
OSHA, CGA, and NFPA standards
8. Purification filter chambers to be rated for 6000 psi plus safety factor
9. CO monitor and calibration kit

Cascade Bid
The following features shall be provided pertinent to the cascade storage
system as a minimum:
1. Four cylinder cascade for storage pressures of 6000 psi with safety factor.
2. ASME storage cylinders required
3. Cylinders to be mounted against a fire station wall in a vertical (stand-up)
position
4. Cascade type manifold piping with all necessary valves and other
equipment to be included, compatible with rest of system.
5. Storage (cascade) system to be properly sized to be compatible with rest
of system (largest cylinders practical).
6. All other features and equipment pertaining to the compressor/the
purification system, the cascade system, and the fill station to be
manufacturer's standard equipment.
The following features shallprovided pertinent to the SCBA cylinder fill
station, as a minimum:
1 Explosion proof design with automatic safety interlock
2. Three (3) position fill station for SCBA
3. Adjustable pressure regulator for 0-6000 psi; dual regulators if needed
4. Gauges for compressor, storage system, regulator pressure, and fill
pressure
5. Valves for controlling the storage system, filling cylinders, and bleeding
fill hoses, with one bleed valve at SCBA cylinder end of fill hose.

Terms and Conditions
1. All bids shall be submitted to a scaled envelope and must be submitted on forms
provided by the City.
2. The item bid and the bid number shall be stated on the face of the scaled bid envelope.
3. Bidders shall include all applicable local, state, and federal sales tax in bid. The
responsibility of payment shall remain with the successful bidder.
4. Bids received after the date and time set for receiving bids will not be considered.
5. The City reserves the right to accept or reject any or all bids, waive formalities in the
bidding and make a bid award deemed to be in the best interest of the City. The City
shall be able to purchase more or less than the quantity indicated subject to availability
of funds.
6. The bid price shall remain good and firm until project is completed.
7. All products delivered shall comply with applicable standards of quality.
8. Any exceptions to the requirements of the City of Fayetteville must be noted on the
Bid Form.
Prices shall include all labor, materials, overhead, profit, insurance, etc., to cover the
furnishing of the items bid.
10. Each bidder shall state on the face of the bid form the anticipated number of days from
the date of receipt of an order for delivery of equipment and installation to the City of
Fayetteville.
Copy of the warranty shall accompany the bid, and any exceptions to the warranty
shall be clearly noted on the bid form.
12. Bidders must provide the City with their bids signed by an employee having legal
authority to submit bids on behalf of the bidder. The entire cost of preparing and
providing responses shall be borne by the bidder.
13. The City reserves the right to request any additional information it deems necessary
from any or all bidders after the submission deadline.
14. The request for bid is not to be construed as an offer, a contract, or a commitment of
any kind; nor does it commit the city to pay for any costs incurred by bidder in
preparation of bid.
15. The City will not be responsible for misdirected bids. Vendor should call the
Purchasing Office at (501) 575-8289 to insure receipt of their bid documents prior to
opening time and date listed on the bid form.
16. If products and/or components other than those described in this bid document arc
proposed, the biddcr must include complete descriptive literature and technical
specifications. All requests for additional information must be received within five
working days following the request.
17. Bids must be hand delivered or received by mail in the Purchasing Office, Room 306,
113 W. Mountain St. Fayetteville, AR 72701, on or before the time of closing listed
on the face of the bid.
*18. Public improvement bids with a total of $20,000 or more shall submit certificates of
insurance within 10 days of notice of bid award. Certificates of insurance are to be
addressed to the City of Fayetteville, showing that the contractor carries the following
insurance which shall be maintained throughout the term of the bid. Any work sublet,
the contractor shall require the subcontractor similarly to provide the same insurance
coverage. In case any employee engaged in work on the project is not protected under
Workers' Compensation, the Contractor shall provide, and shall cause each
subcontractor to provide, adequate employer's liability insurance for the protection of
such of his employees as are not otherwise protected.

The City shall pay Contractor based on unit prices indicated in contractor's bid
proposal. Progress payments will be made after approval and acceptance of work and
submission of invoice. Payments will be made approximately 30 days after receipt of
invoice.
Contractor shall not assign his duties under the terms of this agreement. All work
shall be coordinated directly with the Project Manager, or their designee.
