BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1 That the City Council hereby approves the 1999 Community Development Block Grant Agreement; and authorizes the Mayor and City Clerk to execute said agreement. The Grantee's submissions for Title I assistance, the HUD regulations at 24.CFR Part 570 (as now in effect and as may be amended from time to time), and the attached HUD Funding Approval, form HUD -7082 (the Funding Approval), including any special conditions, constitute part of the Agreement. Subject to the provisions of this Grant Agreement, HUD will make the funding assistance for FisL.I Year 19 99 specified in the Funding Approval available to the Grantee upon execution of the Agreement by the parties. The binding assistance specified in the Funding Approval May be used to pay costs incurred after provided the activities to which such costs are related are carried out in compliance with all applicable requirements. Other pre -agreement costs may not be paid with funding assistance specified in the Funding Approval unless they are authorized in HUD regulations or approved by waiver and listed in the special conditions to the Funding Approval. The Grantee agrees to assume all of the responsibilities for environmental review, decision making, and actions. as specified an(' required in regulations issued by the Secretary pursuant to Section 104(g) of Title I and published in 24 CFR Part SG. March 9, 1999 SUBJECT: 1999 Community Development Block Grant Agreement The U.S. Department of Housing and Urban Development (HUD) recently awarded $631,000 in Community Development Block Grant funds (CDBG) to the City for 1999. Fayetteville is one of ten cities in Arkansas that is awarded an annual grant as a participant in the CDBG Entitlement Cities Program. Staff is requesting your consideration of the Agreement and Funding Approval to receive this grant. Fayetteville has been an Entitlement City since 1974. The grant awards vary from city to city because they are based on a formula allocation that takes into account such factors as population, percent of low/moderate income persons, and number of housing units. Grant amounts vary each year because Congress authorizes the Program through the annual budget process. The Community Development Division administers this grant. Projects planned for 1999 include construction of a small playground at the Yvonne Richardson Community Center and cost sharing with Parks and Recreation to replace an outdoor pavilion at Walker Park. Continuing projects receiving funding include the Yvonne Richardson Community Center personnel costs, owner - occupied housing rehabilitation, and housing emergency repair program.
