A RESOLUTION ADOPTING A YEAR 2000 PAY PLAN FOR
HOURLY, SALARIED, EXECUTIVE AND CIVIL SERVICE FIRE
AND POLICE PERSONNEL, EFFECTIVE WITH YEAR 2000
PAYROLL NO. 1 BEGINNING ON 12/27/99, PAID ON 1/14/00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS'
Section 1 That the City Council hereby adopts a year 2000 pay plan for hourly, salaried,
executive and civil service fire and police personnel, effective with year 2000 payroll no. 1
beginning on 12/27/99, paid on 1/14/00. A copy of the pay plan is attached hereto marked Exhibit
"A" and made a part hereof.

RECOMMENDATIONS FOR PAY PLAN REVISIONS
The City's pay plan, developed with the assistance of Hay Management Consultants,
was adopted January 1, 1990. Pay ranges adopted were based on public sector,
private sector and civil service police and fire surveys. A primary objective of these
surveys was to develop a pay practice that is competitive in the market place and
internally equitable in relation to job content.
The standard adopted by our pay plan establishes the mid -point of the pay ranges as
the average paid for jobs with similar levels of difficulty and required skills. This
objective has been achieved. However, the market upon which pay is based is not
static, and must be surveyed from time to time in order to maintain our competitive
posture. A hi -annual wage survey is conducted as a means to determine if adjustments
to pay ranges are needed.
Surveys were completed as scheduled in October, and Hay Management Consultants
have prepared recommendations based on the survey data collected. The
methodology utilized year to year to measure market change was again applied to
analyze the raw survey data. The results of the survey indicate the below listed
changes are needed to maintain a competitive market position.
1. Increase the step rates of Police and Fire as follows:
Firefighter 7%
Fire Captain 13%
Battalion Chief 17%
Police Officer 13%
Police Sergeant 15%

2. Increase the range midpoints of salaned and hourly jobs as follows:
Executive 4.7% (avg.)
Salaried Exempt 5% (avg.)
Hourly Non -Exempt 5%
3. Make these changes effective Payroll Number 1, 2000, beginning on December
27, 1999, and paid on January 14, 2000.
Staff recommends the following additional changes for incorporation in the Year 2000
Pay Plan.
1. Establish a Corporal position which individual Police Officers would achieve by
completing five years of service and having received the Intermediate Certificate
from the Commission on Law Enforcement Standards and Training.
A Corporal step rate will commence at Step F. This step will be set at a two step
increase above the Police Officer Step E rate and will increase in tandem with
the Police Officer steps through Year 20.
2. The incremental amount between Step G to Year 10, Step Year 10 to Year 15,
and Step Year 15 to Year 20 will be changed to $1000.00 from the current
$500.00 for both Police and Fire ranks.
3. Establish an FTO incentive bonus of $1.50/hr for the time a rookie in training is
assigned to the Officer. The bonus is to be paid in a lump sum at the time the
training assignment is completed.
4. The City will amend its Section 401 and 457 Defined Contribution Plans to permit
uniformed officers and firefighters to participate and elect to make either pre-tax
or after tax contributions. Matching contribution will not be made by the City.
Staff, at the time of each previous pay adjustment, made an unqualified
recommendation of adoption. We are, however, faced with the dilemma of insufficient
budget to cover the unanticipated marked increases in the Police and Fire rates. We
therefore respectfully request the Council to consider these alternatives in reaching a
decision in this matter.

Option 1.
Approve intact the step increases as set forth in Chart 7, (pg 12-A), in the Hay
Report (Attachment B). This action will create a $400,000 shortfall as shown in
the schedule of salary contingency funding - 2000 Proposed Budget (Attachment
A). The 2000 Proposed Budget can be amended as reflected under funding
options.
Option 2.
In the event a solution to the budget shortfall cannot be achieved, reduce the
amount of Police and Fire step increases to 85% of the indicated market pay
levels. Staff requests that City Council consider implementing the remaining pay
range adjustment at mid year if revenues are sufficient to fund the request, or
Option 3.
Elect to utilize the General Fund Balance to fund the shortfall.
Also included with this cover letter are the Year 2000 Step Rates indicated by the
market pay level (Attachment C), the step rates at 85% of the market pay level
(Attachment D) and the general employees pay ranges by grade (Attachment E).
The public sector surveys for executive, police and fire, and the private sector surveys
within Northwest Arkansas replicate the 1992, 1994, 1996 and 1998 surveys as closely
as possible. We, and the Hay Consultant, are confident the results of the study are
reliable. If any member of the Council desires additional detailed data, you are
encouraged to discuss your questions with the Personnel Director.
