A RESOLUTION AMENDING THE MASTER STREET PLAN TO
REMOVE A PROPOSED MINOR ARTERIAL STREET
LOCATED NORTH OF HOWARD NICKLE ROAD AND WEST
OF HIGHWAY 112 AS REQUESTED BY DAVE JORGENSEN OF
JORGENSEN AND ASSOCIATES IN AD99-25.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKJtNSAS:
Section 1. That the Master Street Plan is hereby amended to remove the proposed minor
arterial street located north of Howard Nickel Road and West of Highway 112. A plat of the
proposed minor arterial to be removed is attached hereto marked Exhibit "A" and made a part hereof.

AD 99-25.00: Administrative (Master Street Plan Amendment) was submitted by Dave
Jorgensen of Jorgensen and Associates. The request is to remove the proposed minor arterial
street from the Master Street Plan. The proposed street is located north of Howard Nickle Road
and west of Highway 112.
RECOMMENDED MOTION:
Staff recommends approval of the request to remove the minor arterial from the Master
Street Plan.
Staff would support designating Washington County Road 892 as a collector street to the
west.
BACKGROUND:
The applicant requests to amend the master street plan by removing a proposed north/south
minor arterial street that is located between Highway 112 and Howard Nickle Road. A minor
arterial street is a four lane street, 52' wide, with 90 feet of right-of-way designed to carry through
traffic with volumes expected to be 12,200 to 14,800 vehicles per day.
The Fayetteveille City Council Street Committee did meet on October 12, 1999 and voted to
recommend the amendment to the City Council and classify W.C. Road 892 as a Collector Street.
STAFF FINDINGS:
The recommended distance between arterial streets is generally 2 to 3 miles apart in the suburban
fringe. This proposed street is 0.12 to 0.33 miles from Highway 112 classified as a principal
arterial.
The recommended minimum length of arterial streets is generally two miles or more. This street,
if constructed, would be approximately 0.5 mile long.
The existing terrain in this area also limits future street construction to the north in the location as
presently shown on the Master Street Plan. Property to the north has areas of steep slopes over
30%.

Enclosed herewith please find a sketch which shows a ten lot subdivision that is planned
at the NW Corner of Hwy 112 and Howard Nickel Road on 80 acres. The master street
plan shows a 90' wide minor arterial extending through this property. The owner wishes
to request a review of this and to utilize the existing paved county road that is 720' west
of our west boundary line. This is County Road 892 and would seem to accomplish what
the planned minor arterial shows on the master street plan.

COLLECTOR STREETS provide traffic circulation within residential, commercial, and
industrial areas. They collect traffic from local or residential streets in neighborhoods and
channel it into the arterial system. Connections between arterials should be indirect to
discourage use by traffic from outside the neighborhood. In residential neighborhoods, frontage
along collectors is discouraged; houses should front on local or residential streets.

This item was submitted by Dave Jorgensen of Jorgensen and Associates on behalf of David
Chapman of Candlewood Development, LLC for property located on lots 40 to 44 in
Candlewood Development. The request is to vacate the 25 foot sewer easement.
Johnson: Is there any member of the Commission who would move to remove an item from
the Consent Agenda? Is there anyone in the audience who would request that we remove either
of these two items from the Consent Agenda? Seeing none and we will vote on the Consent
Agenda.
