BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS Section 1 That the City Council here by approves a contract amendment with CEI Engineering Associates, Inc. for the Greathouse Park Bridge. EXHIBIT A City of Fayetteville, Arkansas Greathouse Park Bridge Amendment to Contract for Engineering Services CEI Project No. 13905.2 — October 4, 1999 I. PROJECT DEFINITION This contract amendment is for the purpose of advising the City of Fayetteville as to the viability of the Greathouse Park Bridge project, as designed and as previously approved by the Fayetteville Parks Board and the Fayetteville City Council. II. SCOPE OF SERVICES A. EVALUATE ALTERNATIVES TO CURRENT DESIGN Review the project to verify that the amount of channel improvements being performed are needed for flood improvement purposes. B. MEETINGS and WRIT I EN REPORT Attend meetings with City officials, at public meetings and at other times, and with other regulatory agencies as required to discuss the project and to identify various alternatives for evaluation. C. CONSTRUCTION ADMINISTRATION Provide construction administration during the construction phase. This represents a slight increase in the construction phase budget from the original contract. Lump Sum Fee (for all tasks) $2,250.00 III. ADDITIONAL SERVICES A. Any evaluations besides those described above will either require an amendment to this amendment or can be performed as extra services using the hourly rates included in the original contract. Any costs to re -bid the project and prepare new contracts, if required, will be covered by an amendment. The amendment will allow CEI to review the project and verify the amount of channel improvements needed for flood improvement purposes; costs to attend meetings; and provide construction administration. These changes will allow the City to proceed with CEI in revising the construction contract with Tomlinson Construction in order to reduce the channelization and tree removal required. Attachments: CEI Amendment to Contract Sent By: CEI Engineering Associates, Inc.;501 273 0844; Sep -28-99 3:54PM; Page 1/1 The Corps of Engineers requested CEI Engineering Associates, Inc., to prepare one additional computer analysis, to see if using an elevated ramp on the south side of the bridge would present less restriction to the passage of flood water. This was to be done in the belief that an elevated ramp, although more expensive than a ramp on earth fill, might allow for a reduction in the amount of channel improvements needing to be done. While preparing that analysis, CEI found an area of the creek where the original FEMA computer model did not have enough detail to fully describe the creek in the area where the bridge would be constructed. A more detailed model was prepared and analyzed. The results show that the proposed bridge can be constructed with virtually no channel improvements while at the same time not raising the flood elevation. Being able to delete the channel improvements means that most of the trees in the park can be saved. Only 4 to 8 trees right in the construction area of the bridge will need to be removed CEI will now prepare revised construction drawings which will show a drastic reduction in the amount of channel work to be performed.
