RESOLUTION NO. 51-98
A RESOLUTION DECLARING THE HUMAN DIGNITY POLICY
OF THE CITY OF FAYETTEVILLE.
WHEREAS, The City of Fayetteville wishes to promote a prevailing climate of fairness,
justice and the inherent worth and dignity of all persons; and,
WHEREAS, The City of Fayetteville believes that the quality of life is promoted by equal
protection under the law for all citizens; and,
WHEREAS, The City of Fayetteville believes that the human bonds of care and compassion
between persons and within families is strengthened when respect and dignity is reflected in our laws;
and,
WHEREAS, The City of Fayetteville wishes to promote equal protection under the law,
regardless of race, sex, religion, color, national ongin, age, ancestry, familial status, sexual orientation,
or disability.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS•
Section I Equality in Fayetteville. The City of Fayetteville shall model for the community,
and encourage all other institutions, organizations and businesses in the City to conduct their
institutional behavior in a manner that promotes the values represented by the spirit of this resolution.
The City shall therefore continue to insure that all qualified applicants for all City positions have
equal access to such employment opportunities regardless of race, sex, religion, color, national origin,
age, ancestry, familial status, sexual orientation, or disability.

Dear Madam Clerk:
Pursuant to my authority as Mayor of the City of Fayetteville, I hereby exercise the Mayor's
power to veto the following resolution passed by the City Council on April 21, 1998:
RESOLUTION NO. 51-98
A RESOLUTION DECLARING THE HUMAN DIGNITY POLICY OF THE CITY OF FAYETTEVILLE
I am vetoing this resolution as I believe it is contrary to the public interest of the citizens of
Fayetteville because:
1. I believe that this resolution is divisive and not conducive to a spirit of peace and harmony
in our community contrary to what was no doubt its original intent; and
2. 1 believe that this resolution could result in an additional financial burden on the citizens of
Fayetteville as the basis for litigation against the City due to alleged wrongful discharge, sexual
harassment and/or unfair employment practices; and
3. I believe that this resolution is unnecessary, as the City's current policies and procedures
conform in their entirety to federal and state statutes regarding civil rights; and
4. I believe that this resolution has generated a significant negative response by a great
number of our citizens and does not reflect the will of the people
I am therefore vetoing this resolution to allow the City Council to reconsider if they so choose.
Please cause this exercise of the veto power of the Mayor to be laid before the next regular
meeting of the Fayetteville City Council as required by law.
