A RESOLUTION APPROVING A CONTRACT WITH GARVER
& GARVER ENGINEERS IN THE AMOUNT OF $32,700 TO
CONDUCT A STUDY OF THE ELECTRICAL PROBLEMS WITH
THE FAYETTEVILLE MUNICIPAL AIRPORT, DRAKE FIELD
LIGHTING SYSTEM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council hereby approves a contract with Garver & Garver
Engineers in the amount of $32,700 to conduct a study of the electrical problems with the
Fayetteville Municipal Airport, Drake Field lighting system; and authorizes the Mayor and City
Clerk to execute said contract A copy of the contract is attached hereto marked Exhibit "A" and
made a part hereof.

With this letter contract we propose to furnish professional services for the investigation of
airfield electrical problems at Fayetteville Municipal Airport. In the following paragraphs, we
will define the scope of services included, and the compensation we will receive.
Scope of Services:
We will prepare a plan for investigation of Drake Field's airfield electrical system. To prepare
this plan, we will review McClelland Consulting Engineer's final report, dated August 1997. We
will discuss the elements of our plan for investigation of the airfield electrical system with you
and your staff, and airfield tenants as required.
We plan to accomplish the airfield electrical investigation with an experienced construction
technician, teamed with an experienced electrician. The team will be supported by construction
equipment (such as backhoes) required for the excavation of components of the electrical system.
We have included the cost of renting this equipment in this proposal. If we can use equipment
owned by the airport for this purpose, we will not charge for this service.
During the course of the investigation, we will advise you if repairs to the system could be
economically made during the time of the investigation. At your direction, we will coordinate
with the current electrical contractor who holds the indefinite delivery service (IDS) contract for
Drake Field. We will advise the IDS contractor of the repairs to be made, and he will actually
make these repairs.
During the investigation, we will attend conferences with the airport staff, FAA, and others that
may be interested, to discuss the problems of the electrical system.
At the end of the investigation, we will prepare a report of our findings. The report will include
recommendations for required action resulting from the investigation, including cost estimates.
We will review the findings of the report with the Airport Staff and Commission, and revise the
report to include comments from the Staff and Commission, if necessary. If you wish we will also
prepare applications for State or Federal Funds, or other supporting paperwork that may be
appropriate.

Schedule
We will accomplish the investigation and report under a mutually agreeable schedule. We
anticipate approval of this contract in December, and we anticipate beginning the work soon after
our contract is approved.
Fees
We proposed to accomplish the investigation and report for the cost of time at the marked up
rates tabulated in the attached engineering cost estimate, and for the fixed fee of $3,503.58.
Materials normal and necessary to the project will be billed at the actual cost of materials. Our
estimated cost of the project is not to exceed $32,700.

Please accept the terms of the contract by signing each of the four originals of this contract below.

Accomplish the Airfield Electrical system investigation. Electrical Engineers will direct and

Prepare report summarizing results of the airifeld electrical system investigation.
Recommend action for upgrade and improvement of the airfield electrical system. Prepare
cost estimates for construction and/or repairs recommended in report. Support report
through review by the City of Fayetteville staff, and prepare supporting documents as
directed.
