A RESOLUTION ACCEPTING GARVER & GARVER
ENGINEERING'S PROPOSAL IN THE AMOUNT OF $26,300 TO
ADMINISTER AND OVERSEE THE CONSTRUCTION OF THE
AIRPORT'S NEW EIGHT BAY T -HANGER.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1 That the City Council hereby accepts Garver & Garver Engineering's proposal
in the amount of $26,300 to administer and oversee the construction of the airport's new eight bay
T -hangar and authorizes the Mayor and City Clerk to execute a proposal letter. A copy of the
proposal is attached hereto marked Exhibit "N' and made a part hereof.
PASSED AND APPROVED this 15±_ day of September , 1998.

We appreciate the opportunity to submit to you a proposal for surveying and engineering
services for the above referenced project. Please find below my understanding of the
scope of services that you require.
Scope of Services:
Surveying
+ Topographical survey
+ Locate existing features such as:
• existing utilities (using utility company marking)
• pavement edges
• building corners
• drainage pipe inverts
+ Develop existing contour drawing
Engineering
+ Prepare Drainage Report
+ Prepare Large Scale Development
4- Locate new hangar building on-site plan
+ Develop New Utility Plan
4- Show clearances between T -hangars
4- Develop Foundation Plan
Construction Observation
+ Provide Periodic Construction Observation
(In conjunction with other on-going projects at Drake Field)
Geotechnical Investigation
+ Perform three (3) Soil Borings and analyses
A breakdown as to the estimated cost to complete the above referenced scope of work
is shown in the attachments (4 pages). We are prepared to begin work on this project
immediately should you so authorize. If this proposal is acceptable to you please sign
the authorization below and return a copy for our files.

1. Perform needed on-site surveys to support design process. Complete airspacing forms, city -
required drainage plan, Large Scale Development, and utility searches.
2. Prepare final plans and specifications for an eight -bay general aviation hangar. Construction
documents to be prepared for a "turnkey" building project, with contractor providing detailed
construction schedule and plans. Incorporate comments from Airport staff during design Prepare
final construction and project cost estimates.

Construction Contract Administration
1. Coordinate advertisement and bid dates with airport staff. Dispense plans to prospective bidders,
support plans through bidding process. Prepare bid tabulation, recommendation of award, execution
of contract, coordination of notice to proceed. Prepare for and conduct preconstruction conference as
needed.
2. Review and correct/approve contractor's construction materials submittals for conformance with
contract documents Prepare contractor's pay estimates. Prepare and forward request for
reimbursement forms for Board review and signature. Review and submit contractor's pay estimates.

Construction Support Services
1. Surveys for Construction - Establish survey baselines adequate for contractor's layout of the
project.
2. Provide part-time construction observation for the estimated 45 -day construction contract
performance time. Coordinate contractor and airport operations during construction. Provide clerical
and engineering support for the construction observer. Conduct project and design engineer visits to
the job site to resolve construction problems. Prepare record drawings.
