A RESOLUTION APPROVING A CONTRACT IN THE AMOUNT
OF $28,000 TO GARVER & GARVER ENGINEERS AS AN
AMENDMENT TO THE AIRFIELD ELECTRICAL
INVESTIGATION CONTRACT (#630) FOR THE RUNWAY
APPROACH OBSTRUCTION LOCATION SYSTEM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1 That the City Council hereby approves a contract in the amount of $28,000
to Garver & Garver Engineers as an amendment to the Airfield Electrical Investigation Contract
(#630) for the Runway Approach Obstruction Location System and authorizes the Mayor and City
Clerk to execute said contract. A copy of the contract is attached hereto marked Exhibit "A" and
made a part hereof.

Addition of Runway Approach Obstruction Location System (RAOLS)
Contract for Professional Services
Dear Dale:
As we discussed in our recent conversation, I am writing to outline our contract to perform a
Runway Approach Obstruction Location System (RAOLS) study for each end of Runway 16-34
at Drake Field. You have expressed very clearly your desire to improve Drake Field's
instrument approach minimums and capabilities Because of the Drake Field's proximity to
developed areas, the resolution of conflicts with trees, buildings and other penetrations of the
approach surfaces have been a constant problem. To give Drake Field a powerful new tool to
solve these problems, we have developed the RAOLS methodology to locate and assist in the
removal of obstructions that penetrate the imaginary surfaces protecting the approaches to the
airport.
We have reviewed the RAOLS methodology with FAA Southwest Region staff members, and
the system has been included in the Little Rock National Airport Master Plan Update, the
Arkansas State System Plan Update, and the State Airport ALD Digitization project. RAOLS
uses controlled, digitized aerial photography to construct a model that used to analyze the
interaction between the existing (or planned) approaches and the terrain under the approaches.
With this tool, we can quickly analyze and plan for the removal of obstructions to the existing
runway, as well as extended or relocated runway threshold configurations
Tasks - To establish the RAOLS tool we will:
Accomplish ground surveys for horizontal and vertical control of aerial photography.
Accomplish new aerial photography suitable for the preparation of the analysis and final
reports.
} Prepare digital orthophoto images from the aerial photography for terrain modeling.
Aerial film diapositives will be scanned at 24 micrometer, producing a pixel resolution of

approximately 1.0' in ground units. Exterior and interior orientations will be performed
to correct the photography the correct horizontal plane as determined by ground control
surveys. Differential rectification will be performed to remove image displacement due to
topographic relief and aircraft tip and tilt. The resulting digital orthophoto will be a scale -
correct representation of the terrain surface.
d~ Collect digital data from the controlled aerial photography for major topographic features,
including roadways, large buildings, drainage features, and major vegetation. Digital
Terrain Model data will be collected for tree canopy, utility poles, major buildings and
general terrain features All data will be collected in a format compatible with AutoCAD
Release 13 and Softdesk computer software systems.
Select applicable Part 77 surfaces for each runway end and identify, locate and complete
analysis of the obstructions.
} Prepare final reports for presentation of the data. The format of the final report will be as
contained in the enclosed RAOLS study performed at Little Rock National Airport. We
will furnish the obstruction data in Microsoft Word and Excel version 7.0 format. The
digital orthophotos will be furnished in TIFF format. An animated "fly -through"
approach will be supplied for each runway end, in AVI format. We will maintain the
digital data and digital orthophotos on our computer system. Future manipulation of the
data and photos is not a part of this agreement.
} Review with you, and your staff and/or other consultants, the effectiveness of your
existing obstruction removal program, and prepare recommendations for the
implementation of additional obstruction removal programs
} Prepare and attend a presentation of the RAOLS program to the City Council to support
contract approval, and attend an Airport Board meeting to present and explain the final
report.
Schedule - Aerial photography can be accomplished as soon as the tree leaf canopy is well
established, and must be accomplished while the canopy is intact. Schedules for the remainder
of the project will be determined by mutual agreement.
Fees - Fees for the basic aerial photography, and the other services detailed above, for an
approximately 5,000' by 11,000' rectangle centered on each end of Runways 16 and 34, as
shown on the attached exhibits, will be provided for the lump sum fee of $28,000. Deliverables

prioritization / removal plan
CD-ROM(s) containing all photographs, drawing files, animations and data
+ Installation of the above files on Airport computer system, if desired
Acceptance of this Contract - If this proposal is satisfactory, please sign the approval block
below. Four copies of the contract are enclosed; please return one signed copy to me at your
earliest convenience.
