A RESOLUTION APPROVING AN AMENDMENT TO THE
COMMUNITY DEVELOPMENT 1996 ACTION PLAN TO
INCREASE FUNDING FOR THE YVONNE RICHARDSON
COMMUNITY CENTER TO COMPLETE SITE
IMPROVEMENTS AND OTHER NECESSARY
IMPROVEMENTS; AND APPROVAL OF A BUDGET
ADJUSTMENT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
,Section 1. The City Council hereby approves the Community Development 1996
Action Plan amendment to increase funding for the Yvonne Richardson Community Center to
complete site improvements, including construction of two parking lots, sidewalks, accessible
ramp, a bndge, landscaping and other necessary improvements. A copy of the amendment is
attached hereto marked Exhibit "A" and made a part hereof.
Section 2. The City Council hereby approves a budget adjustment in the amount of
$75,000 increasing SE Community Center Improvements, Acct. No. 2180 4990 5390 24, Project
No. 94069 by decreasing Grant Funding, Acct. No. 2180 0918 4320 00. A copy of the budget
adjustment is attached hereto and made a part hereof.

Amendment to the Community Development Block Grant
1996 Action Plan
The 1996 Community Development Action Plan explains and describes specific activities and
funding levels to be undertaken with funds provided by the Community Development Block Grant
that is awarded annually by the U.S. Department of Housing and Urban Development (HUD). HUD
approved the Action Plan and notified the City of Fayetteville of grant award on March 21, 1996.
The Action Plan includes construction of the Yvonne Richardson Community Center with funds in
the amount of $175,000. The Community Center is designed to be a recreational and cultural facility
that will principally serve the residents of the Southeast Target Area, identified as a low to moderate
income area. Construction of the 10,000 square foot building and office will be completed by June,
1996.
This amendment to the 1996 Action Plan will increase funding for the Community Center in the
amount of $75,000 to complete site improvements including construction of two parking lots,
sidewalks, accessible ramp, a bridge, landscaping and other necessary improvements. Funds will
be allocated from unprogrammed sources, i.e., awarded funds either not allocated for other purposes
or funds remaining from previously completed projects.
On April 27 a Notice was published in the Northwest Arkansas Times informing the public of the
proposed amendment. No comments were received.
