Dear Mrs. Brewer,
The proposed water and sewer line extensions to provide fire
protection and water and sewer to the lots at Fifth and Sherman
will be considered at the November 5, 1996 Council meeting. I
propose that the Council approve a joint project to include
replacing the water line on Sherman Avenue and Fifth Street based
upon the following:
1. The scope shall include:
a. Replacing the existing 2 inch water lines on Sherman Avenue
and East Fifth Street, a total length of approximately 1700 lf.
The proposed replacement is a 6 inch water line which will
provide a loop from Huntsville Road to Happy Hollow Road and
include two or three new fire hydrants (final design subject to
Fire Chief's approval).
b. The extension of water and sewer mains approximately 265 feet
to serve the two tandem lots.
2. Habitat for Humanity shall follow all normal City and Federal
regulations governing the grant and City funds, Engineering
selections and construction bids.
3. That the water line replacement, water line extension and
sewer line extension be one project for economy.
4. Habitat for Humanity shall manage the total project,
including the selection of the engineer, bidding process,
construction payments and close-out.
5. The City of Fayetteville shall provide the normal design
review and construction observation for typical water and sewer
projects.

and the $31,960.00 grant received by Habitat for Humanity, not to
exceed $65,597.00. Any and all funds over the estimated
$65,597.00 shall require additional approval from the City.
